• เพื่อกำกับดูแลคุณภาพและมาตรฐานอุปกรณ์ไฟฟ้าให้เป็นไปตามมาตรฐาน มอก. 2623 และข้อกำหนดความปลอดภัยของการไฟฟ้าส่วนภูมิภาค

• การผลิต จัดหา และส่งมอบลูกถ้วยล้อ พอร์ซเลน Class 53-2 ตามมาตรฐานและปริมาณที่ กฟภ. กำหนด
• การจัดส่งตัวอย่างลูกถ้วยล้อ พอร์ซเลน จำนวน 1 ชิ้น ให้ กฟภ. พิจารณาภายใน 5 วันทำการนับจากวันปิดรับซอง

  Each Spool type porcelain insulators shall be marked legibly and durably with the items as mentioned
  below. Marking shall be on the surface of porcelain.

  Sample
  The bidders shall supply one (1) sample of each item of proposed spool type porcelain insulators within
  five (5) working days counted from bid closing date for consideration. PEA reserves the right to test
  the sample according to Tablet and the cost of all tests and report shall be borne by the
  Bidders/Manufacturers. In case of failing the test, the bidders shall be rejected. The sample will be
  returned after consideration.
  PEA shall also accept a Purchase Order (PO) which is not more than three (3) years counted from the
  issued date of the document to the bid closing date issued by PEA’s Supplies Planning and Procurement
  Department (Head Office) instead of submitting a sample for consideration, in case the PO indicates
  the details of spool type porcelain insulators which shall be the same PEA material number and
  specification (as per the approved date) including all ratings and referenced standard, as the proposed
  spool type porcelain insulators for this bid.
  The bidders who cannot supply the requested samples or submit the Purchase Order (PO) shall be
  rejected.

  The type test reports shall be valid within ten (10) years, counted from the issued date in the test report
  to the bid closing date.

  PEA will also accept other documents instead of the type test reports in the following conditions:
  (1) In case the proposed spool type porcelain insulators has been supplied to PEA and get the order
  from PEA’s Supplies Planning and Procurement Department (Head Office), the Purchase Order
  (PO) which is not more than three (3) years counted from the issued date of the document to the
  bid closing date can be submitted, or
  (2) In case the proposed spool type porcelain insulators has been registered for PEA Product
  Acceptance", the valid registration certificate counted to the bid closing date can be submitted, or
  (3) In case the proposed spool type porcelain insulators has been registered for Product Lists for
  transmission and substation turnkey project", the latest PEA’s announcement of the Product Lists
  Registration counted to the bid closing date can be submitted.
  However, the document in case (1), (2) and (3) shall be proved that spool type porcelain insulators
  specified in the Purchase Order or PEA Product Acceptance Registration Certificate or the latest PEA’s
  announcement of the Product Lists Registration shall be the same PEA material number and specification
  (as per the approved date) including all ratings and referenced standard, as the proposed spool type
  porcelain insulators for this bid.
  The PEA’s bid committee reserves the right to request type test reports for further consideration.
  The bidder who cannot supply the type test reports or whose supplied type test reports do not comply
  with this specification shall be rejected.
  Note:
  PEA Product Acceptance (PPA) is the process for enhancing quality of electrical apparatus which PEA
  procures by making quality control system and certification of product’s quality by reliable Certification
  Body (CB). PPA is the responsibility of Research and Electrical Equipment Quality Control Division.
  Product Lists for transmission and substation turkey project is the process of registration of electrical
  apparatus used in PEA’s power system. Product Lists are the responsibility of PEA’s Product Lists
  Committees.

  Spool type porcelain insulators shall be packed in a suitable wooden casc which shall be right-square
  or right-rectangular forms. Each wooden case shall be marked legibly and durably, as follows:
  (1) Type of insulator : Identified by the word “ลูกถ้วยล้อ: พอร์ซเลน”
  (2) Insulator Classes
  (3) Quantity
  (4) Manufacturer’s name and/or Trademark
  (5) Gross weight.
  Note: In case a foreign language is used, it shall be the same meaning as the Thai language specified above.
  The wooden parts shall be treated with waterborne wood preservatives. The wood preservatives used shall not contain arsenate (As,O) as a component.
  If there are many wooden cases for containerized shipment, the wooden cases shall be assembled into
  a bundle and fastened with steel straps over a pallet to make it movable by a forklift truck. The pallet
  shall be designed in such a manner that the truck’s forks can be inserted at any side of the pallet.
  The steel straps shall be strong enough to withstand rough handling during transit and inland
  transportation. The bundle weight shall not exceed 900 kg.
  The packing details of the proposed spool type porcelain insulators shall be submitted with
  the bid, as follows:
  (1) Details of wood treatment, name and composition of preservatives.
  (2) Dimensions of wooden case (length x width × height)
  (3) The number of insulators in each wooden case
  (4) Gross weight in kg
  If wooden cases are assembled into a bundle and fastened with steel bands over a pallet, The further
  details are required as follows:
  (1) Dimensions of each bundle (length x width × height)
  (2) Number of wooden case for each bundle
  (3) Gross weight in kg
  The number of spool type porcelain insulators for each wooden case and the number of wooden cases
  for each pallet shall be as according to Table 5.
