Additional to the general instructions, the following shall be observed:

These specifications cover 0.6/1 kV single-core underground power cables with copper conductor,
cross-linked polyethylene (XLPE) insulation, and polyethylene (PE) sheath.
Standard
The cable shall be manufactured and tested in accordance with the latest edition of the following
standards:
TIS 2143 [IEC 60502-1 Ed.1
: Power cables with extruded insulation and their accessories for
(1997-04) Amendment 1(1998-05), rated voltages from I kV (Um = 1.2 kV) up to 30 kV (Um = 36 kV)

and all other relevant standard, unless otherwise specified in these specifications.
PEA will accept the type tests reports carried out according to previous standard/edition, if there is
no significant change in any item or no additional test item compared with the last
standard/edition.
On the other hand, if there are significant(s) and/or additional test item(s), PEA will remain to
accept the type tests report which was carried out according to previous standard/edition for a
period of three (3) years. After three (3) years, the type testing shall be done to complete type test
reports for the changed and/or additional test item(s), including related item(s) (if any).

Principal requirement

General
The underground power cables shall be designed, constructed, and installed for operation under
the following conditions.

Construction
The construction of the underground power cables shall be according to the following
requirements and technical data as shown in Table 1.
- Conductor
The conductor shall be plain annealed copper and compact round concentric lay stranded
construction conformable to TIS 2427. - Insulation
The insulation shall be unfilled, no carbon black, cross-linked polyethylene (XLPE) whose
properties meet electrical requirements specified in column 5 of Table 13, mechanical
requirements in column 8 of Table 15 and particular requirements in column 5 of Table 19 of
TIS 2143 [IEC 60502-1 Ed.1 (1997-04). The insulation shall be able to be peeled off easily,
without leaving any residue on the conductor.
The average thickness of the insulation shall not be less than the nominal value specified in
Table 1.
The minimum thickness of the insulation shall not be less than 90 per cent of the nominal
value specified in Table 1. - Non-metallic Sheath
The sheath shall be ST7 compound black polyethylene (PE) whose properties meet
mechanical requirements specified in column 6 of Table 16 of TIS 2143 [IEC 60502-1 Ed.l (1997-04) and suitable for use with the cable having maximum conductor temperature of 90°C.
The average thickness of the sheath shall not be less than the nominal value specified in Table 1.
The minimum thickness of the sheath shall not be less than 80 per cent of the nominal value
specified in Table 1.

Marking
The outer sheath of cable shall be marked legibly and durably in Thai language, at the interval of
about 50 cm, as follows:

The cable length markings shall be made on the outer sheath through whole length started from
“0” with 1 meter increment.
Terminal marking
Both terminals of cable in each reel shall be permanently marks with manufacturer’s symbol for
verifying the original length. The method of marking shall be stated.
Cable end sealing
Immediately after factory tests the cable ends shall be scaled or covered with moisture-proof end
caps.

Packing
The cables shall be packed on non-returnable wooden reels with hub reinforcements. Reels shall be closely lagged with suitable wooden battens to protect the cables against damage. After
lagging, the galvanized steel wire or steel strap shall be fitted to the battens over each flange of the reel. Overall outside diameter of reel shall not exceed 2.0 meters. The wooden parts of reels shall be treated with water-borne wood preservatives, Chromated Copper Arsenate (CCA), according to Group 3 of TIS 515, sec Table 2, to a dry net salt retention of 12.0 kg/m3; or suitably
impregnated under pressure with an approved wood preservative.

The standard length of cable per reel, size up to 240 mm2 shall be 500 m ±10 m.
The length of cable per recl if proposed more than the specified standard length can be accepted but the
overall outside diameter of reel shall not exceed 2.0 m.
Cable length of the last reel can be adjustable to meet the length specified in the purchase contract but not less than 50 per cent of the length of cable per reel
On acceptance, the measured length of cable in each reel shall not be less than the packing length
shown on the reel.
The reel shall be marked with at least the followings:
- Cable type and size.
- System voltage.
- Manufacturer’s name and/or Trade mark.
- Contract number and Year of manufacture.
- Length of cable.
- Gross weight and Net weight.
- Other according to manufacturer’s design.

The proposed cable shall have successfully passed the type tests in accordance with the latest
relevant standard.
The test reports shall be submitted with the bids or fifteen (15) calendar days from the bid closing
date.
The above type tests may be omitted if a record of tests made on identical ones can be supplied.
Routine tests
Routine tests shall be made on all cable lengths in each reel in accordance with the reference
standard as follows:
a) Measurement of the clectrical resistance of conductors.
b) High-voltage test: AC voltage test or DC voltage test.

The type tests shall be conducted or inspected by the following:
(1) Laboratories institutes which are members of the Short-circuit Testing Liaison (STL).
(2) Independent laboratories/institutes which are accredited according to TIS 17025 or ISO/IEC 17025 with
the scope of accreditation covered the relevant test items, standards, and equipment.
The certificate and scope of accreditation of the independent laboratories/institutes shall be submitted with the bid for consideration.
(3) Thailand’s national laboratories, institutes, universities, and electric utilities, as follows:

In case the bidders or manufacturers prefer to carry out the type tests of the proposed equipment at manufacturer’s laboratories themselves which are accredited to TIS 17025 or ISO/IEC 17025, the tests shall be inspected by the testing laboratorics as mentioned in (1) or (2) or (3).
The type test reports issued by the testing laboratories as mentioned above or issued by PEA, shall be valid within ten (10) years counted from the issued date in the test reports to the bid closing date.
The type test reports shall be submitted with the bid.
The cost of all tests and reports shall be borne by the Bidders/Manufacturers.

PEA will also accept other documents instead of the type test reports in the following conditions:
(1) In case the proposed equipment has been supplied to PEA and get the order from PEA’s Supplies Planning and Procurement Department (Head Office), the Purchase Order (PO) which is not more than three (3) years counted from the issued date of the document to the bid closing date can be submitted, or
(2) In case the proposed equipment has been registered for PEA Product Acceptance", the valid registration
certificate counted to the bid closing date can be submitted, or
(3) In case the proposed equipment has been registered for Product Lists for transmission and substation turnkey project", the latest PEA’s announcement of the Product Lists Registration counted to the bid closing date can be submitted.
However, the documents in casc (1), (2) and (3) shall be proved that the equipment specified in the Purchase Order, PEA Product Acceptance Registration Certificate, or the latest PEA’s announcement of the Product Lists Registration shall be the same product, type/model and all ratinge aɛ the proposed equipment for this bid.
The PEA’s bid committee reserves the right to request type test reports for further consideration. The bidders who cannot supply the type test reports, or whose supplied type test reports do not comply with this specification, shall be rejected.

Note: PEA Product Acceptance (PPA) is the process for enhancing quality of electrical apparatus which PEA procures by making quality control system and certification of product’s quality by reliable Certification Body (CB). PPA is the responsibility of Research and Electrical Equipment Quality Control Division.
2)
Product Lists for transmission and substation turnkey project is the process of registration of electrical apparatus used in PEA’s power system. Product Lists are the responsibility of PEA’s Product Lists Committees.

General material and packing instructions
Additional to the general instructions, the following shall be observed:
Scope
These specifications cover low voltage splicing kits suitable for splicing of single-core, stranded copper conductor, 750 V 70°C PVC insulated and shcathed (NYY cable), and single-corc, stranded copper conductor, 600 V/1,000 V 90°C cross-linked polyethylene insulated and PVC sheathed
power cable (CV cable).
Standard
The low voltage splicing kits shall be manufactured and tested in accordance with the latest relevant standard, c.g. ANSI C119.1, DIN 57278/VDE 0278, or equivalent; unless otherwise specified in these specifications.

Service condition and installation
The low voltage splicing kits shall be designed and constructed for underground installation (direct burial) and operation under the following conditions:

: up to 1,000 m above sea level

: 35°C, average on one (1) day
: 50 Hz
The low voltage splicing kits shall be suitable for using in the tropical climatic arca and highly contaminated atmosphere and shall be capable of operating at its full ratings in the service condition mentioned above.

The low voltage splicing kits shall consist of:
(1) Inline splicing kits
(2) Branch splicing kits (T-Tap)
The inline and branch (T-Tap) splicing kits shall be resin type only.
The inline and branch (T-Tap) splicing kits shall be suitable for cable having
dimension as specified in Table I and Table 2.
The provided connector shall be suitable for copper conductor having diameter
as specified in Table 1 and Table 2.
Manufacturing experience
The manufacturer must have experience in producing the low voltage splicing
kits which are in the same types as specified herein not less than five (5) years.
As an evidance that all the foregoing requirements have been met, a bidder will
provide the documents when submitting his bid.
Tests and test reports
The low voltage splicing kits shall pass the manufacturer’s standard routine
tests, and also pass the routine tests and type tests in accordance with the latest
relevant standards.
The test reports shall be submitted either prior to receipt of bids or fifteen (15)
days counted from the bid closing date.
The type tests may be omitted if a record of the tests made on identical units can
be supplied

Each unit of the low voltage splicing kit with installation instruction and list of
materials shall be packed in a suitable package.
The packages of the same item shall be packed in seaworthy wooden case to
avoid damage during transportation.
The wooden case shall be designed to be movable by a forklift truck in such a
manner that the truck’s forks can be inserted at any side of the bottom of the
case.
If the wodden case is made of rubber wood (Yang-para or Hevea brasiliensis),
the wooden parts shall be treated with wood preservative.
Plastic foam shall not be accepted.

Manufacturing experience
The manufacturer must have experience in producing the low voltage splicing
kits which are in the same types as specified herein not less than five (5) years.
As an evidance that all the foregoing requirements have been met, a bidder will
provide the documents when submitting his bid.
Tests and test reports
The low voltage splicing kits shall pass the manufacturer’s standard routine
tests, and also pass the routine tests and type tests in accordance with the latest
relevant standards.
The test reports shall be submitted either prior to receipt of bids or fifteen (15)
days counted from the bid closing date.
The type tests may be omitted if a record of the tests made on identical units can
be supplied

Packing - 3 -
Each unit of the low voltage splicing kit with installation instruction and list of
materials shall be packed in a suitable package.
The packages of the same item shall be packed in seaworthy wooden case to
avoid damage during transportation.
The wooden case shall be designed to be movable by a forklift truck in such a
manner that the truck’s forks can be inserted at any side of the bottom of the
case.
If the wodden case is made of rubber wood (Yang-para or Hevea brasiliensis),
the wooden parts shall be treated with wood preservative.
Plastic foam shall not be accepted.
