สำนักงานพัฒนารัฐบาลดิจิทัล (องค์การมหาชน) หรือ สพร. มีความประสงค์จะจ้างออกแบบและพัฒนาระบบเว็บไซต์ของสำนักงานฯ เพื่อให้ทันสมัย น่าสนใจ เข้าถึงง่าย และปลอดภัย โดยมีวัตถุประสงค์หลักคือการพัฒนาเทคโนโลยีการแสดงผลให้รองรับอุปกรณ์ทุกประเภท การพัฒนาระบบบริหารจัดการเนื้อหาที่สามารถใช้งานร่วมกันหลายฝ่ายและรองรับ 2 ภาษา (ไทย-อังกฤษ) รวมถึงการปรับปรุงรูปแบบการนำเสนอให้กระชับ ตรงประเด็น และเป็นแบบอย่างของหน่วยงานภาครัฐ ผู้รับจ้างต้องศึกษา วิเคราะห์ และออกแบบระบบตามข้อกำหนด โดยคำนึงถึง CI ของ สพร. และมาตรฐานเว็บภาครัฐ รวมถึงการพัฒนาให้รองรับมาตรฐาน WCAG 2.1/2.2 Level AA การออกแบบต้องคำนึงถึง Page Speed Insight และรองรับการแสดงผลบนอุปกรณ์ต่างๆ การพัฒนาระบบต้องครอบคลุมถึงการติดตั้งบน Cloud ของ สพร., การเชื่อมโยงกับระบบเดิม, การโอนย้ายข้อมูล (Migrate) จากระบบเก่าอย่างครบถ้วน, การรักษาความมั่นคงปลอดภัยสารสนเทศตาม พ.ร.บ. ที่เกี่ยวข้อง, การทดสอบระบบ (UAT), การฝึกอบรมการใช้งาน และการรับประกันความชำรุดบกพร่องเป็นเวลาอย่างน้อย 1 ปี ระยะเวลาดำเนินงานทั้งหมด 365 วัน โดยมีวงเงินงบประมาณ 3,000,000 บาท (รวมภาษีมูลค่าเพิ่มแล้ว) การพิจารณาคัดเลือกจะให้ความสำคัญกับข้อเสนอด้านเทคนิคถึงร้อยละ 80 และด้านราคาเพียงร้อยละ 20
The Digital Government Development Agency (Public Organization) or DGA intends to procure design and development services for its official website. The project aims to modernize the website, making it more engaging, accessible, and secure. Key objectives include developing a display technology that supports various devices, enhancing the content management system for multi-user collaboration and bilingual support (Thai-English), and improving content presentation to be concise and user-centric, serving as a model for government websites. The contractor must study, analyze, and design the system according to specifications, considering DGA’s CI and government website standards, and adhering to WCAG 2.1/2.2 Level AA. Design considerations include Page Speed Insight and cross-device compatibility. The development scope encompasses cloud deployment, integration with existing systems, comprehensive data migration, information security measures compliant with relevant laws, system testing (UAT), user training, and a minimum 1-year warranty. The project duration is 365 days with a budget of 3,000,000 Baht (including VAT). Evaluation will prioritize technical proposals (80%) over price (20%).
