• เพื่อให้มั่นใจว่าอุปกรณ์ที่จัดหามีคุณภาพ ได้มาตรฐาน และสามารถใช้งานได้อย่างมีประสิทธิภาพและปลอดภัยในระบบจำหน่ายของการไฟฟ้าฝ่ายจำหน่าย

  • เหมาะสำหรับสายเคเบิลทองแดงฉนวน XLPE ขนาด 240 ตร.มม. แรงดัน 12/20 kV
  • มีอุปกรณ์เสริมที่จำเป็นสำหรับการติดตั้งที่สมบูรณ์ เช่น อุปกรณ์เชื่อมต่อกราวด์, อุปกรณ์ต่อสายดิน
  • สามารถทำงานได้ภายใต้สภาวะแวดล้อมของประเทศไทย (อุณหภูมิสูง ความชื้นสูง และบรรยากาศปนเปื้อน)
  • เป็นแบบ Premolded Slip-on หรือ Premolded Cold Shrink
  • มีการควบคุม Stress Cone หรือ Voltage Gradient Tube

SPLICING KIT FOR 8.7/15 & 12/20 kV XLPE CABLE
422A Scope
422A1 This specification describes the requirements with which the manufacturer shall comply in order to supply the splicing kit to the Metropolitan Electricity Authority (MEA).
The splicing kit shall be suitable for splicing of single core, copper or aluminum conductor, compact conductor, cross-linked polyethylene insulated, copper ground screen, polyethylene sheathed. Copper ground screen shall be either copper tape or copper wires as specified in description of supplies.
422A2 If not otherwise specified, each splicing kit shall be supplied completely with the following accessories: -
a) Ground screen connection device between each side of cable.
b) Earthing device.
c) Other necessary accessories for complete installation.
422B Site and Service Condition
The splicing kit for aluminum preassembly aerial cable shall be installed outdoor in the Bangkok Metropolis, Thailand. The service conditions are as follows: -
a) Installation site: Outdoor under direct sunlight.
b) Altitude: approximately mean sea level.
c) Maximum ambient temperature: 40°C.
d) Average ambient temperature in any one year: 30°C.
e) Average relative humidity in any one year: 79%.
f) Average maximum relative humidity in any one year: 94%.
The splicing kit for copper underground cable shall be installed in the manhole which is subject to immerse in dirty water all the year round.

The splicing kit shall be suitable for use in tropical climatic area and highly contaminated atmosphere and shall be capable of operating at its full ratings in the service condition mentioned above.
422C Reference Standard
Except otherwise specified elsewhere in the specification, the splicing kit required by MEA shall be manufactured and tested in conformity with the standard listed below: -

HD 629.1 S1:1996 : Test requirements on accessories for use on power cables of rated voltage from 3.6/6(7.2) kV up to

International Electrotechnical Commission (IEC)
IEC 60502-4:2005 : Power cables with extruded insulation and their accessories for rated voltages from 1 kV (Um= 1.2 kV) up

Test requirements on accessories for cables with rated

2. The splicing kit tested in accordance with older version (or draft version) of the above standards is also accepted provided that the test is conformed to standard and year mentioned above.

3. The splicing kit complies to other national standards having similar characteristics and providing equal performance and/or quality to that specified may be proposed. In this case the complete ENGLISH language copies of the standards shall be submitted with the quotation; otherwise such offer may not be considered.
4. If there are any minor parts deviated from the standards, they shall be clearly mentioned in the “DEVIATION FROM MEA’S SPECIFICATION FORM” attached herewith.
   422D Test, Inspection and Test Report
   422D1 The proposed splicing kit shall have successfully passed all the type tests or design tests in accordance with the reference standard(s). The test reports of the proposed splicing kit are required. Test reports of the identical ones are acceptable.
   For CENELEC standard, impact test are not required.
   The manufacturer who do not have type test report of 800 mm2splicing kit can propose the type test report of 400 mm2splicing kit or larger conductor on the following conditions :-

1. The reference list of supply of the tested splicing kit shall not be less than 3 (three) years.
2. The proposed splicing kit shall be the same model (type) or same family (see note) as the tested splicing kit and having electrical stress not higher than the tested ones.
   Note 1) Same model means the proposed one is the exactly the same as the tested one.
3. Same family means same internal design principle but different cable dimension or different metallic screen such as SMPGB xxxxyyy
   where xxxx refers to different size of cable and yyy refers to
   different metallic screen.
   Except otherwise specified elsewhere in the specification, all test reports shall be attached to the bid, otherwise MEA will not consider such offer.

   422D2 Standard factory tests shall be made in accordance with routine tests stated in the reference standard(s) and they shall be performed in accordance with procedure specified. Details of standard factory tests shall be clearly stated in the quotation; otherwise such offer may not be considered.
   422D3 MEA reserves the right to send the representatives at his expense to inspect and witness tests of the material and equipment during manufacturing, at the time of shipment or at any time he deems necessary. The supplier shall provide free access to the facilities where the equipment is being manufactured and shall satisfy the representatives that the material and equipment are in accordance with this specification and the purchase contract.
   422D4 Prior to the shipment, the supplier shall submit to MEA the complete and certified reports of all tests made in 6 (six) copies. The test reports shall contain all data required for their complete understanding such as; diagrams, methods, instruments, constants and values used in the tests and the results obtained. If MEA has his own inspector, the supplier shall submit all the above test reports to the inspector and the inspector himself shall certify the witnessed test report and review the remainder before submitting to MEA.
   422E Drawings and Instructions
   422E1 Supplier shall furnish 6 (six) copies each of the following items, at least 30 (thirty) days prior to the shipment of the equipment: -
   a) Dimensional drawing of splicing kit and other necessary accessories for complete installation.
   b) Installation instructions.
   c) Complete part lists.
   422E2 All drawings and instructions shall be in ENGLISH. Information on drawing shall be engineering lettering. Instruction manual shall be machine printed or typed.
   422E3 All measurements and quantities shall be expressed in the unit of METRIC SYSTEM. If they are expressed in other system, the metric equivalent shall also be shown.

   422F General Requirements

   422F1 The splicing kit shall be premolded slip-on type or premolded shrinkable type (cold shrink). In case of the type being specified in the description of supply, the bidder shall quote such a type; otherwise the offer shall not be considered.
   For splicing kit for 800 mm2cable, the heat shrinkable type is acceptable.
   422F2 Straight joint splicing kit for 240 mm2cable and smaller shall be single piece design. Single piece design is also preferable for other sizes of cable.
   422F3 The splicing kit for 8.7/15 kV and 12/20 kV cable shall be 15 kV and 25 kV class respectively in accordance with IEEE-404. For other standards, it shall be suitable for the applied cable.
   422F4 Stress control for the cable insulation shield terminus may be molded stress cone or voltage gradient tube. Stress control by tape wrapping is not acceptable.
   422F5 Straight joint splicing kit shall be provided with ground screen connection device suitable for either copper tape or copper wire screen as specified in the description of supplies. The shield wire connector and ground wire connector as shown in Fig. 1 shall be provided with a copper compression connector. The shield wire connector size shall be suitable for the shield wire and ground lead conductor. The ground wire connector size shall be suitable for ground lead conductor and 25-35 mm2ground wire connect to manhole and shall be supplied with solid center barrier connector.

422F6 All metal parts shall have excellent resistance to corrosion.

422G Particular Requirements for the Splicing Kit for Aluminum Preassembly Aerial Cable
422G1 The provided connector shall be suitable for aluminum conductor having diameter range as specified in the table I or table II of clause 422L and shall be compression type suitable for installation with tool as specified in table VI. For die shall be hexagonal die or die as specified in table VI without deteriorating its performance.
422G2 The splicing kit shall be suitable for cable having a range of diameter over insulation and overall diameter as specified in the table I or table II of clause 422L.
422G3 Sealing for water entering the cable shall be provided.
422G4 The insulated ground lead copper wire shall be supplied at least 1 meter length. The total cross-section area of copper wire shall be not less than the specified copper wire screen of cable.
422H Particular Requirements for the Splicing Kit for Underground Cable
422H1 The provided connector shall be suitable for copper conductor having diameter range as specified in the table III or table IV of clause 422L. The connector shall be compression type made of copper or aluminum alloy and shall be suitable for installing with tool as specified in table VI. For die shall be hexagonal die or die as specified in table VI without deteriorating its performance except that the connector for 800 mm2conductor can be screw or bolt type either.
422H2 The splicing kit shall be suitable for cable having a range of diameter over insulation and overall diameter as specified in the table III or table IV of clause 422L.
422H3 Sealing for water entering the cable when earthing the joint shall be provided.
422H4 Each splicing kit shall be supplied with part(s) ready for earthing in order to reduce the induce voltage at the joint.

422I Additional Requirements for Packing
422I1 The splicing kit shall be packed individually with installation instruction and list of materials to be supplied for each splicing kit. The package shall be made of card board or others that is strong enough to withstand stacking. The splicing kit packed in plastic bag is not accepted. Rubber tube, if supplied, shall not be folded in packing.
422I2 If any parts are packed in the cartons for containerized shipment, the cartons shall be arranged into pallets so as to facilitate their movement by forklift trucks.
422J Addition Requirement for Responsibility
If the splicing kit is damaged within the guaranteed period, the manufacturer shall promptly investigate, repair or replace it. The replacement shall reach MEA within 60 days after being first informed otherwise the performance security shall be forfeited. 422K Demonstration and training
a) Demonstrations shall be conducted according to Annex A.
b) Training shall be conducted according to Annex B, except for projects where installations are done directly by the contractor.

The manufacturer of splicing kits shall meet the following requirements; otherwise the bid will not be considered:-
For the products which have never been used in MEA’s system or changing installation instruction, The supplier shall be provided installation demonstration within 4 (four) days after bid opening date. In case the bidder fails to demonstrate or the installation procedure is not suitable for MEA’s system, MEA will not consider bidder’s proposal.
The criteria for evaluation of installation demonstration shall be as follows:

Criteria for evaluation of installation demonstration of the cable accessories

1. Purposes
   The evaluation of installation demonstration of the cable accessories under simulated MEA’s supporting structure condition has the following purposes:-
   1.1. To evaluate the installation demonstration of the cable accessories which has never been used in MEA and to determine its suitability to install in MEA.
   1.2. To ensure that the cable accessories passing the evaluation can be properly used according to MEA’s construction standard.
   1.3. To ensure that MEA’s installer of the cable accessories will be safe from any dangers caused by the installation.
2. The evaluation during installation procedure
   The methods and procedures for installation shall be according to manufacturer’s installation manual. The installation shall be done by certified installer from the manufacturer.
3. Criteria for evaluation
   MEA will consider the results of evaluation of installation demonstration of the cable accessories based on the attached evaluation form.
4. Responsibility
   MEA will not be responsible for any damages to the demonstrated cable accessories. 5. Others
   For the evaluation of installation demonstration, MEA will consider only the suitability for installation.

Annex B
Training
The supplier shall be provided installation training in case the number of purchased cable accessories is 300 (three hundred) kits and above, in any of the following cases : - For the cable accessories that have never been used in MEA system.

• For the cable accessories that the last training date to bid opening date is more than 3 years ago.
  The training course shall be done within 15 (fifteen) days after the first lot of cable accessories delivery to MEA’s warehouse, the supplier shall conduct a training course for at least 3 (three) working days for 20 (twenty) people/day in order to familiarize them with preparation, installation and special tools (if any) according to manufacturer’s installation manual. The training course shall be held at MEA office. The supplier shall provide the cable accessories for the training at least 1 (one) set/day.
  The details of the proposed training course shall be elaborated in the offer in connection with the outlines of the training course, the numbers of trainees and trainer(s), duration and commencement of the training. Failure to propose a clear training course with the bid shall be regarded as incomplete offer.
  The supplier shall provide at least 1 (one) trainer having a certification from the manufacturer. The supplier shall submit a curriculum vitae (CV) of trainer prior to the conducting the training.
  The supplier shall be responsible for providing 3 (three) cable accessories for the training course. MEA will prepare XLPE copper cable only.
  During the training, the supplier shall record a video, write it into a USB flash drive and furnish 3 (three) copies of USB flash drive within 30 (thirty) days after the training.
  If the supplier fails to conduct the training course or furnish the USB flash drive within the above requirements, the supplier shall be penalized at Baht 1,000.00 (one thousand only) per day until the supplier fulfills all the above requirements.

  หากข้อกำหนดของรายละเอียดคุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้าง มีรายละเอียดขัดหรือแย้งกับข้อกำหนด ของเงื่อนไขเพิ่มเติมนี้ ให้ใช้ข้อกำหนดของเงื่อนไขเพิ่มเติมนี้แทน

1. นโยบายด้านสิทธิมนุษยชน
   ผู้ยื่นข้อเสนอต้องให้ความส าคัญกับการด าเนินงานอย่างมีจริยธรรม ควบคุมดูแลด้านอาชีวอนามัยและความปลอดภัย ในการท างาน รักษาสิ ่งแวดล้อม และปฏิบัติตามกฎหมายแรงงานและเคารพในหลักสิทธิมนุษยชนโดยไม ่สนับสนุนหรือ ด าเนินการใดๆ ที่จะเป็นการเกี่ยวข้องกับการละเมิดสิทธิมนุษยชน กรณีการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ 300 ล้านบาทขึ้นไป ผู้ยื่นข้อเสนอต้องปฏิบัติและให้ผู้มีอ านาจลงนามในแบบลงนามรับทราบและยินยอมปฏิบัติตามคู่มือจรรยาบรรณส าหรับกลุ่ม พันธมิตรของการไฟฟ้านครหลวง (ฉบับปรับปรุง) ซึ่งประกาศบนเว็บไซต์ https://procurement.mea.or.th → เมนู → หัวข้อประกาศการไฟฟ้านครหลวงเกี่ยวกับการจัดซื้อจัดจ้าง
2. การยื่นเอกสารข้อเสนอ
   ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารตามช่องทางที่การไฟฟ้านครหลวงก าหนดให้ครบถ้วนถูกต้องโดยเอกสารที่ยื ่นให้ การไฟฟ้านครหลวงจะต้องจัดท าเป็นภาษาไทย หรือภาษาอังกฤษเท่านั้น หากจัดท าเป็นภาษาอื่น การไฟฟ้านครหลวงจะ ไม่รับพิจารณา
   2.1 ผู้ยื่นข้อเสนอจะต้องแนบแคตตาล็อกหรือรูปแบบรายละเอียดคุณลักษณะเฉพาะมาเพื่อประกอบการพิจารณา โดยผู้ ยื่นข้อเสนอต้องดำเนินการแนบไฟล์เอกสารดังกล่าว ตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วย อิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา
   2.2 ผู้ยื่นข้อเสนอต้องเสนอพัสดุเพียงยี่ห้อ รุ่น ชื่อผู้ผลิตและประเทศผู้ผลิตเดียวของแต่ละรายการในตารางรายละเอียด คุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้าง
   หากเสนอพัสดุมากกว่าหนึ่งยี่ห้อ รุ่น ชื่อผู้ผลิตและประเทศผู้ผลิต การไฟฟ้านครหลวงจะไม่รับพิจารณาข้อเสนอ โดยผู้ยื่นข้อเสนอจะต้องกรอกรายละเอียดดังกล่าวลงในตารางรายละเอียดคุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้างด้วย วิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ให้ครบถ้วน และแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบ จัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์
   2.3 ผู้ยื ่นข้อเสนอจะต้องกรอกข้อมูลลงในแบบฟอร์มข้อเสนอทางด้านเทคนิค (Technical Proposal) ให้ครบถ้วน ถูกต้อง และด าเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา
   2.4 ในกรณีที่พัสดุที่เสนอมีรายละเอียดแตกต่างจากข้อกำหนดรายละเอียดของการไฟฟ้านครหลวง ผู้ยื่นข้อเสนอจะต้อง กรอกข้อมูลลงในแบบฟอร์มข้อเสนอที่แตกต่างจากข้อกำหนดของการไฟฟ้านครหลวง (DEVIATION FROM MEA’S SPECIFICATION FORM) และดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐ ด้วยอิเล็กทรอนิกส์ด้วย

   2.5 ผู้ยื่นข้อเสนอจะต้องแนบรายงานผลการทดสอบเฉพาะแบบ (Type Test Report) ตาม SPECIFICATION NO.422 (03-2026) ข้อ 422D1 มาให้การไฟฟ้านครหลวงพิจารณา ทั้งนี้หากรายงานผลการทดสอบมีการแปลต้องแปลเป็น ภาษาอังกฤษเท่านั้น และต้องผ่านการรับรองตามระเบียบกระทรวงการต่างประเทศว่าด้วยการรับรองเอกสาร พ.ศ. 2539 และที่แก้ไขเพิ่มเติม ผู้ยื่นข้อเสนอต้องด าเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้าง ภาครัฐด้วยอิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา
   การไฟฟ้านครหลวงมีสิทธิ์ที่จะตรวจสอบความถูกต้องของผลการทดสอบเฉพาะแบบ (Type Test Report) จาก สถาบันทดสอบ หากพบว่าเอกสารข้างต้นไม่ถูกต้องหรือแตกต่างจากต้นฉบับ การไฟฟ้านครหลวงจะไม่รับพิจารณาข้อเสนอ ส าหรับพัสดุที่เสนอเป็นพัสดุจากผู้ผลิตและรุ่นที่การไฟฟ้านครหลวงเคยใช้งาน หรือเป็นพัสดุที่เคยได้รับการพิจารณา ว่าเป็นพัสดุที่มีรายละเอียดถูกต้องตามข้อก าหนดรายละเอียดที่อ้างอิงในการจัดซื้อครั้งนี้ หรือเป็นพัสดุที่อยู่ใน Shortlist ของ การไฟฟ้านครหลวง ไม่จ าเป็นต้องส่งรายงานผลการทดสอบดังที่กล่าวไว้ตามข้างต้น
   2.6 ผู้เสนอราคาจะต้องส่งเอกสารรายละเอียด Kit Content ตาม Installation Manual ของ Splicing Kit ยี่ห้อและรุ่น ที่เสนอ มาพร้อมเอกสารเสนอราคา โดยผู้ยื่นข้อเสนอต้องด าเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาใน ระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา
   ทั้งนี้ หากผู้ยื่นข้อเสนอไม่ได้ด าเนินการส่งเอกสารตามช่องทางที่การไฟฟ้านครหลวงก าหนดอย่างครบถ้วนถูกต้องใน ส่วนที่เป็นสาระส าคัญ การไฟฟ้านครหลวงมีสิทธิ์จะไม่รับพิจารณา
3. การสาธิตวิธีการติดตั้ง
   ส าหรับผลิตภัณฑ์ที่ไม่เคยใช้งานในระบบของการไฟฟ้านครหลวง หรือไม่เคยผ่านขั้นตอนการสาธิตวิธีการติดตั้ง หรือ ผลิตภัณฑ์ที่ไม่อยู่ใน Short List ของการไฟฟ้านครหลวง ต้องมาท าการสาธิตวิธีการติดตั้งในวันท าการที่ 4 นับถัดจากวันเสนอราคา ภายในเวลา 7.30 น. – 15.30 น. ณ ฝ ่ายก่อสร้าง หรือฝ่ายบ ารุงรักษาระบบไฟฟ้า หรือสถานที่อื ่น ตามที่การไฟฟ้านครหลวง ก าหนด หากพบว่าวิธีการติดตั้งไม่เหมาะสมกับการใช้งานระบบของการไฟฟ้านครหลวง การไฟฟ้านครหลวงจะไม่รับพิจารณา ข้อเสนอดังกล่าว โดยผ่านหลักเกณฑ์การประเมินผลการสาธิตการติดตั้งตาม Annex A ของ SPECIFICATION NO. 422 (03-2026): SPLICING KIT FOR 8.7/15 & 12/20 kV XLPE CABLE) ทุกหัวข้อ
   อนึ ่ง ในวันท าการสาธิตวิธีการติดตั้ง ผู้ยื ่นข้อเสนอจะต้องจัดเตรียมอุปกรณ์ต่าง ๆ ที ่ใช้ในการสาธิตมาเอง และ ระหว่างการสาธิตวิธีการติดตั้ง หากอุปกรณ์ที่น ามาสาธิตเกิดการช ารุดจนเป็นเหตุให้ไม่สามารถด าเนินการต่อไปได้ หรือไม่ สามารถท าการสาธิตเสร็จทันภายในเวลาที่ก าหนด การไฟฟ้านครหลวงขอสงวนสิทธิที่จะไม่พิจารณา และถือว่าไม่ผ่านการ ประเมินผล ยกเว้น สาเหตุที่เกิดจากความผิดปกติของระบบการจ่ายไฟฟ้าของการไฟฟ้านครหลวง หรือเหตุสุดวิสัยที่ไม่อาจ คาดหมายได้ ซึ่งการไฟฟ้านครหลวงอาจก าหนดวันท าการสาธิตการใช้งานในภายหลังได้ ทั้งนี้ ขึ้นอยู่กับดุลพินิจของการไฟฟ้า นครหลวง
4. การอบรม
   ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ต้องด าเนินการอบรมโดยมีรายละเอียดตาม Annex B Training ของ SPECIFICATION NO. 422 (03-2026): SPLICING KIT FOR 8.7/15 & 12/20 kV XLPE CABLE ให้แก่พนักงานการไฟฟ้า นครหลวงภายในระยะเวลาที่ก าหนด

5. การทดสอบช่วงตรวจรับ
   ในกรณีที่พัสดุที่ส่งมอบไม่ผ่านการทดสอบช่วงตรวจรับ ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องน าพัสดุกลับไป ทั้งหมดและต้องส่งพัสดุใหม่พร้อมรายการปรับปรุงกระบวนการผลิตและการวิเคราะห์ สาเหตุหรือพัสดุที่มีการแก้ไขพร้อมกับ รายงานที่แสดงรายการแก้ไข และการวิเคราะห์สาเหตุ นอกจากนี้ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ต้องเป็นผู้รับผิดชอบ ค่าใช้จ่ายที่เกิดขึ้นในการทดสอบตรวจรับครั้งใหม่ทั้งหมด
   การไฟฟ้านครหลวงมีสิทธิ์ที่จะไม่ยอมรับพัสดุที่ส่งมอบทั้งหมด กรณีที่พัสดุที่ส่งมอบให้การไฟฟ้านครหลวงมี design แตกต่างหรือผลิตโดยกระบวนการผลิตที่แตกต่างกับรายงานผลการทดสอบเฉพาะแบบ (Type test report) ที่เคยส่งให้ การไฟฟ้านครหลวงจัดท า Shortlist หรือที่ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ยื่นมาพร้อมกับเอกสารข้อเสนอ หรือพัสดุที่ ส่งมอบแตกต่างจากตัวอย่างที่ส่งมาในขั้นตอนการเสนอราคา ทั้งนี้ พัสดุที่ส่งมอบต้องเป็นไปตามข้อก าหนดรายละเอียดพัสดุ ของการไฟฟ้านครหลวง
6. การรับประกันความช ารุดบกพร่อง
   ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องรับประกันความช ารุดบกพร่องของสิ่งของ ภายในระยะเวลาไม่น้อยกว่า 1 ปี นับถัดจากวันที่การไฟฟ้านครหลวงได้รับมอบสิ่งของครบถ้วนถูกต้องตามใบสั่งฯ/ สัญญา ในกรณีที่ผู้ยื่นข้อเสนอไม่แจ้งไว้ จะถือว่ารับประกันความช ารุดบกพร่องของสิ่งของเป็นระยะเวลา 1 ปี นับถัดจากวันที่การไฟฟ้านครหลวงได้รับมอบสิ่งของ ครบถ้วนถูกต้องตามใบสั่งฯ/สัญญา
   ภายในก าหนดระยะเวลารับประกันความช ารุดบกพร ่อง หากสิ ่งของที ่ส ่งมอบเกิดช ารุด บกพร ่อง หรือขัดข้อง อันเนื่องมาจากการใช้งานตามปกติ หรือเมื่อน าไปใช้แล้วมีคุณสมบัติไม่ถูกต้อง ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้อง จัดการซ่อมแซม หรือแก้ไขให้อยู่ในสภาพที่ใช้การได้ดีดังเดิมโดยเร็ว หรือน าสิ่งของมาเปลี่ยนให้ใหม่ภายใน 60 วัน นับถัดจาก วันที่ได้รับแจ้งจากการไฟฟ้านครหลวง และหากความช ารุดบกพร่อง หรือขัดข้องหรือมีคุณสมบัติไม่ถูกต้องดังกล่าว เกิดจาก การผลิตสิ่งของที่ส่งมอบโดยใช้วัสดุคุณภาพต ่า และ/หรือ การออกแบบที่ไม่ดี ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้อง เปลี่ยนสิ่งของที่ส่งมอบตามใบสั่งฯ/สัญญา ทั้งหมดให้แก่การไฟฟ้านครหลวง โดยไม่คิดค่าใช้จ่ายใด ๆ ทั้งสิ้นและผู้ชนะการ ประกวดราคาอิเล็กทรอนิกส์ยอม รับผิดชอบในค่าใช้จ่ายอื่นใดที่เพิ่มขึ้น ตลอดจนค่าใช้จ่ายในการติดตั้งใหม่และ/หรือรื้อถอน สิ่งของ (ถ้ามี) อันเนื่องมาจากการช ารุดบกพร่อง และ/หรือจากการผลิตสิ่งของที่ส่งมอบโดยใช้วัสดุคุณภาพต ่าและ/หรือจาก การออกแบบที่ไม่ดีดังกล่าวด้วย
   ทั้งนี้ ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ยอมขยายระยะเวลารับประกันความช ารุดบกพร่องนี้ออกไปอีกเท่ากับ ระยะเวลาที ่เสียไปในการซ ่อมแซม แก้ไข หรือน าสิ ่งของมาเปลี ่ยนให้ใหม ่ โดยนับถัดจากวันที ่ผู้ชนะการประกวดราคา อิเล็กทรอนิกส์ ได้รับแจ้งเหตุช ารุดบกพร่องหรือขัดข้องดังกล่าวจากการไฟฟ้านครหลวง จนถึงวันที่การไฟฟ้านครหลวงได้รับ มอบสิ่งของดังกล่าวในสภาพที่ซ่อมแซม หรือแก้ไขให้ใช้การได้ดีดังเดิม คืนจากผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ หรือ
   ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์น าสิ่งของ มาเปลี่ยนให้ใหม่แล้วแต่กรณี
