สำนักงาน กสทช. เปิดการจัดจ้างเพื่อพัฒนาศักยภาพบุคลากรให้ทันกับการเปลี่ยนแปลงด้านเทคโนโลยีดิจิทัลและปัญญาประดิษฐ์ (AI) โดยมีวัตถุประสงค์หลักเพื่อเสริมสร้างความรู้พื้นฐานด้าน AI และเทคโนโลยีดิจิทัล พัฒนาทักษะที่จำเป็นสำหรับการทำงานในอนาคต รวมถึงส่งเสริมความสามารถในการวิเคราะห์และกำกับดูแลเทคโนโลยีอย่างมีธรรมาภิบาล
โครงการนี้มีขอบเขตงานที่ครอบคลุมและเป็นระบบ เริ่มจากการประเมินทักษะดิจิทัล (Digital/AI Literacy & Skills) และกรอบความคิดแบบดิจิทัล (Digital Mindset) ของบุคลากรสำนักงาน กสทช. ประมาณ 1,500-1,700 คน ก่อนการฝึกอบรม ตามด้วยการจัดฝึกอบรมหลักสูตรผสมผสานระหว่างการบรรยายและเวิร์กช็อปเชิงปฏิบัติการในพื้นที่กรุงเทพมหานคร (โรงแรมระดับ 4 ดาวขึ้นไป) เป็นเวลา 12 วัน โดยเน้นทักษะ AI เพื่อช่วยในการทำงานและการบริหารงาน พร้อมกับการศึกษาดูงานนอกสถานที่ 2 แห่ง เป็นเวลา 9 วัน
ผู้รับจ้างมีหน้าที่จัดหาวิทยากรหลัก 2 ราย และวิทยากรผู้ช่วย 10 ราย ที่มีความเชี่ยวชาญเฉพาะทาง จัดเตรียมสถานที่ อุปกรณ์ประกอบการฝึกอบรม (เช่น โน้ตบุ๊ก, ไมโครโฟน, อินเทอร์เน็ต) อาหารและเครื่องดื่ม ตลอดจนการขนส่งด้วยรถบัสปรับอากาศและรถตู้สำหรับกิจกรรมศึกษาดูงาน นอกจากนี้ ต้องจัดทำเอกสารประกอบการฝึกอบรม คู่มือผู้เข้าอบรม ข้อสอบก่อน-หลังเรียน และประกาศนียบัตร รวมถึงจัดทำรายงานสรุปผลการดำเนินงานฉบับสมบูรณ์พร้อมไฟล์ภาพนิ่งและภาพเคลื่อนไหว
The Office of the National Broadcasting and Telecommunications Commission (NBTC) seeks to hire a consulting firm to organize a training course on Artificial Intelligence and Future Skills (AI & Future Skills) for its personnel. The project aims to enhance foundational knowledge of AI and digital technology, develop essential skills for future work, and promote analytical thinking and governance in technology management.
The scope of work is comprehensive and systematic. It begins with an assessment of the digital skills (Digital/AI Literacy) and digital mindset of approximately 1,500-1,700 NBTC personnel. This is followed by organizing a hybrid training course combining lectures and practical workshops in Bangkok (at a 4-star or equivalent hotel) for 12 days, focusing on AI skills for operational work and management. Additionally, a 9-day field study trip to at least two relevant off-site locations is required.
The contractor is responsible for procuring 2 main trainers and 10 assistant trainers with specific expertise, preparing the training venue and equipment (e.g., laptops, microphones, internet), providing meals and refreshments, and arranging transportation via air-conditioned buses and a van for the field study. Furthermore, the contractor must produce all training materials, participant manuals, pre-and post-training tests, certificates, and a comprehensive final report including still images and video recordings.
