โครงการนี้เกิดขึ้นจากแผนปฏิบัติการการพัสดุของ กฟส.บ้านตาขุน และเป็นการบอกเลิกสัญญาจ้างเดิมกับนายเอกดนัย จันทร์รุ่ง ที่ปฏิบัติงานในพื้นที่บ้านตาขุนและพนม เนื่องจากวิธีส่งหนังสือแจ้งเตือนทางไปรษณีย์เดิมประสบปัญหาล่าช้าหรือจัดส่งไม่ถึง ส่งผลให้ผู้ใช้ไฟฟ้าได้รับหนังสือล่าช้าและถูกงดจ่ายไฟ จนเกิดการร้องเรียนไปยังคณะกรรมการกำกับกิจการพลังงาน (กกพ.) และเพื่อให้เป็นไปตามข้อกำหนดวิธีปฏิบัติก่อนการงดจ่ายไฟฟ้าผู้ใช้ไฟฟ้ารายย่อย พ.ศ.2561
