สำนักกิจการความมั่นคงภายใน กรมการปกครอง มีโครงการจ้างพัฒนาประสิทธิภาพระบบงานมวลชนในระดับพื้นที่ ประจำปีงบประมาณ พ.ศ. ๒๕๖๙ เพื่อพัฒนาระบบสารสนเทศสำหรับบริหารจัดการฐานข้อมูลมวลชนในพื้นที่ โดยเฉพาะข้อมูลของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) ซึ่งเป็นกลไกสำคัญในการทำงานร่วมกันระหว่างภาครัฐและประชาชนในระดับพื้นที่
โครงการนี้มีวัตถุประสงค์เพื่อจัดเก็บฐานข้อมูลมวลชนให้ครอบคลุมข้อมูลรายบุคคลของ ชรบ. รวมถึงประวัติการฝึกอบรมและสวัสดิการที่ได้รับจากกรมการปกครอง พัฒนาระบบรายงานผลการปฏิบัติหน้าที่ให้ทันสมัยและมีประสิทธิภาพ ตลอดจนพัฒนาโครงสร้างพื้นฐานดิจิทัลและปรับรูปแบบการทำงานของบุคลากรกรมการปกครองให้ทันสมัย สอดคล้องกับการเป็นรัฐบาลดิจิทัล
ขอบเขตงานมุ่งเน้นการสร้างเครื่องมือสำหรับบริหารจัดการข้อมูลบุคลากรที่ปฏิบัติหน้าที่ด้านความสงบเรียบร้อยและป้องกันภัยคุกคามในระดับพื้นที่ โดยระบบที่พัฒนาต้องสามารถบริหารจัดการฐานข้อมูลอย่างเป็นระบบ รวดเร็ว ติดตามประเมินผลได้เป็นปัจจุบัน รองรับการขยายฐานข้อมูลในอนาคต และบูรณาการข้อมูลดิจิทัลจากแหล่งข้อมูลภายในกรมให้เป็นหนึ่งเดียว ลดความซ้ำซ้อนและความล่าช้าในการจัดสรรสวัสดิการต่างๆ
The Department of Provincial Administration, through its Office of Internal Security Affairs, is undertaking a project to hire a contractor for the development of an Area-Level Mass Work Efficiency System for fiscal year 2026. The core scope involves developing an information system to manage the database of mass personnel at the area level, with a specific focus on data of the Village Protection Unit (ชรบ.), who are volunteer personnel crucial for coordinating between government and citizens at the local level.
The project aims to establish a comprehensive database covering individual records of the Village Protection Unit members, including their training history and welfare received from the department. It seeks to modernize the system for reporting operational results, making it timely and efficient, and to develop digital infrastructure and modernize the working methods of the department’s personnel, aligning with digital government goals.
The system to be developed must enable systematic, swift, and current management and evaluation of the personnel database, support future data expansion, and integrate digital data from various internal sources within the department into a unified platform, thereby reducing redundancy and delays in welfare distribution.
