กรมป้องกันและบรรเทาสาธารณภัย (ปภ.) เปิดโครงการจัดตั้งศูนย์อากาศยานไร้คนขับเคลื่อนที่อัจฉริยะเพื่อการป้องกันและเยียวยาด้านสาธารณภัย โดยมีวัตถุประสงค์หลักเพื่อจัดตั้งศูนย์ที่สามารถสนับสนุนภารกิจด้านการป้องกันและบรรเทาสาธารณภัย สนับสนุนข้อมูลภาพถ่ายทางอากาศสำหรับการจัดการภัยพิบัติในพื้นที่ประสบภัย และเพิ่มประสิทธิภาพในการช่วยเหลือประชาชน
ขอบเขตการดำเนินงานครอบคลุมหลายด้าน ได้แก่ การจัดทำแผนดำเนินโครงการ การศึกษาวิเคราะห์และผนวกกระบวนการทำงานของ ปภ. เข้ากับการใช้อากาศยานไร้คนขับ การจัดประชุมกลุ่มเป้าหมาย (Focus Group) และการจัดทำมาตรฐานการปฏิบัติงาน (SOP) ที่เกี่ยวข้อง
ส่วนสำคัญของโครงการคือการจัดหาอุปกรณ์และระบบ ซึ่งแบ่งเป็น 2 ส่วนหลัก: 1) อุปกรณ์สำหรับการปฏิบัติงาน เช่น คอมพิวเตอร์พกพา, คอมพิวเตอร์สมรรถนะสูง, และเครื่องพิมพ์ 2) อุปกรณ์และระบบที่เกี่ยวข้องกับอากาศยานไร้คนขับ ได้แก่ อากาศยานไร้คนขับสำหรับงานช่วยเหลือ (38 ชุด) และสำหรับถ่ายภาพทางอากาศ (22 ชุด) ระบบแสดงภาพ โปรแกรมจำลองการบิน (Flight Simulator) 19 ชุด
นอกจากนี้ ผู้รับจ้างต้องดำเนินการทดสอบระบบ ติดตั้งและกำหนดค่าระบบแสดงภาพ จัดฝึกอบรมภาคทฤษฎีและปฏิบัติให้เจ้าหน้าที่จาก 18 ศูนย์ปภ.เขต ใน 4 ภูมิภาค จัดทำประกันภัยคุ้มครองความเสียหายต่อบุคคลภายนอก และดำเนินการขึ้นทะเบียนอากาศยานไร้คนขับทั้งหมดกับ กสทช. และสำนักงานการบินพลเรือนแห่งประเทศไทย (CAAT) ระยะเวลาดำเนินการทั้งโครงการกำหนดไว้ 240 วัน นับจากวันลงนามในสัญญา
The Department of Disaster Prevention and Mitigation (DDPM) is launching a project to establish an Intelligent Mobile Unmanned Aerial Vehicle Center for disaster prevention and relief. The main objectives are to establish a center that can support disaster prevention and mitigation missions, provide aerial imagery data for disaster management in affected areas, and improve the efficiency of public assistance.
The scope of work is comprehensive, including: developing a project action plan; studying, analyzing, and integrating DDPM’s operational processes with UAV usage; organizing focus group meetings; and developing related Standard Operating Procedures (SOPs).
A key component is the procurement of equipment and systems, divided into two main parts: 1) Operational equipment such as laptops, high-performance computers, and printers. 2) UAV-related equipment and systems, including rescue UAVs (38 units), aerial photography UAVs (22 units), a display system, and flight simulator software (19 units).
Additionally, the contractor must conduct system testing, install and configure the display system, organize theoretical and practical training for officials from 18 DDPM regional centers across 4 regions, arrange third-party liability insurance, and register all UAVs with the NBTC and the Civil Aviation Authority of Thailand (CAAT). The total project duration is 240 days from the contract signing date.
