โครงการพัฒนาระบบงานรองรับการปฏิบัติราชการอิเล็กทรอนิกส์ด้านการบริหารจัดการสาธารณภัย มีวัตถุประสงค์หลักเพื่อแก้ไขปัญหาการทำงานแบบใช้เอกสาร (Paper-based) ในกระบวนการช่วยเหลือผู้ประสบภัย ซึ่งส่งผลให้ขั้นตอนล่าช้า ข้อมูลซ้ำซ้อน และไม่สามารถบริหารงบประมาณช่วยเหลือได้อย่างมีประสิทธิภาพ โดยโครงการนี้จะพัฒนาแพลตฟอร์มดิจิทัลที่ครอบคลุม 3 มิติหลัก ได้แก่ 1) การพัฒนาระบบบริหารงบประมาณอัจฉริยะ (Smart Budget Management System) ที่ผสานเทคโนโลยีปัญญาประดิษฐ์ (AI) และระบบสารสนเทศภูมิศาสตร์ (GIS) เพื่อวิเคราะห์ข้อมูลและสนับสนุนการตัดสินใจอนุมัติงบกลางและเงินทดรองราชการ (เช่น เงินทดรองราชการเชิงป้องกันฯ หรือ ป.ย.2) อย่างรวดเร็วและแม่นยำ 2) การสร้างแพลตฟอร์มบูรณาการข้อมูลระหว่างหน่วยงานภาครัฐที่เกี่ยวข้อง เพื่อลดความซ้ำซ้อนของข้อมูลในกระบวนการช่วยเหลือ ฟื้นฟู และเยียวยา และส่งเสริมการปฏิบัติราชการอิเล็กทรอนิกส์ (e-Government) อย่างเต็มรูปแบบ และ 3) การพัฒนาช่องทางบริการออนไลน์ (Online Service Portal) สำหรับประชาชน ให้สามารถเข้าถึงข้อมูลข่าวสาร มาตรการช่วยเหลือ และตรวจสอบสถานะการได้รับการเยียวยาได้ด้วยตนเองอย่างสะดวกและรวดเร็ว โครงการนี้จึงไม่เพียงแต่พัฒนาระบบซอฟต์แวร์ แต่รวมถึงการปรับปรุงกระบวนการทำงาน (Business Process) และการจัดหาอุปกรณ์ฮาร์ดแวร์/ซอฟต์แวร์สนับสนุนที่จำเป็น
The project for the development of an electronic government operation support system for disaster management aims to address the inefficiencies of the current paper-based assistance process for disaster victims, which causes delays, data redundancy, and ineffective budget management. The project will develop a comprehensive digital platform with three key dimensions: 1) A Smart Budget Management System integrating Artificial Intelligence (AI) and Geographic Information System (GIS) technologies to analyze disaster data and support rapid, accurate decision-making for approving central budget and emergency treasury funds. 2) An integrated data platform to connect relevant government agencies, reducing data duplication in the relief, recovery, and compensation processes and promoting full-fledged e-Government operations. 3) An Online Service Portal for citizens to easily and quickly access disaster information, relief measures, and check their individual compensation status. The project encompasses not only software development but also business process re-engineering and the procurement of necessary supporting hardware and software.
