รายละเอียดการจ้าง
สำนักงานคณะกรรมการคุ้มครองข้อมูลส่วนบุคคล (สคส.) จัดทำกิจกรรมนี้เพื่อแก้ไขปัญหาการละเมิดข้อมูลส่วนบุคคลของเด็กโดยเริ่มจากฐานราก ผ่านการสร้างสื่อการเรียนรู้ที่เข้าใจง่ายสำหรับกลุ่มเป้าหมายหลัก ได้แก่ เด็กอายุ 5-9 ปี ผู้ปกครอง และครูระดับอนุบาล-ประถมศึกษาตอนต้น โครงการมุ่งผลิตสื่อสร้างสรรค์หลายรูปแบบเพื่อสร้างความรู้ ความเข้าใจที่ถูกต้อง และสร้างภูมิคุ้มกันให้กับเด็กและเยาวชน ตลอดจนสร้างความตระหนักรู้ให้กับผู้ปกครองและครูเกี่ยวกับภัยจากการละเมิดข้อมูลส่วนบุคคล
ขอบเขตการดำเนินงานครอบคลุมหลายภารกิจ ได้แก่ การจัดทำแผนงาน, การจัดประชุม Kick-off, การผลิตหนังสือการ์ตูนจำนวน 200 เล่มในรูปแบบสิ่งพิมพ์และ E-Book ซึ่งครอบคลุมเนื้อหา 4 ประเด็นหลักเกี่ยวกับการป้องกันการละเมิดข้อมูลส่วนบุคคลเด็ก, การผลิตอนิเมชั่น (2D/3D) ความยาว 3-5 นาที จำนวน 4 ตอน ในรูปแบบไฟล์ .WMV และ .MP4 พร้อมคำบรรยายไทย-อังกฤษ, การผลิตและเผยแพร่คอนเทนต์ออนไลน์ (อินโฟกราฟิก/คลิปวิดีโอสั้น) อย่างต่อเนื่องไม่น้อยกว่า 12 ชิ้นงาน, และการจัดฝึกอบรมเชิงสร้างสรรค์ใน 2 ภูมิภาค ให้ความรู้กับผู้เข้าร่วมรวมไม่น้อยกว่า 100 คน พร้อมการถ่ายทอดสดออนไลน์
ผลงานทุกรูปแบบที่ผลิตขึ้นภายใต้โครงการนี้ ลิขสิทธิ์จะเป็นของ สคส. แต่เพียงผู้เดียว และผู้รับจ้างต้องนำสื่อทั้งหมดไปบรรจุไว้ในระบบศูนย์ข้อมูลกฎหมายคุ้มครองข้อมูลส่วนบุคคลระดับสากลด้วยปัญญาประดิษฐ์เชิงสร้างสรรค์ (Generative AI) ของ สคส. เพื่อให้บริการต่อผู้ใช้งานได้อย่างครอบคลุม
The Office of the Personal Data Protection Committee (PDPC) is launching an activity to enhance the service of the legal information center on personal data protection. This initiative aims to address children’s personal data privacy violations by creating easy-to-understand educational media for key target groups: children aged 5-9, parents, and kindergarten/early primary school teachers. The project focuses on producing various creative media to build correct knowledge, understanding, and resilience among children and youth, while raising awareness among parents and teachers about the dangers of personal data breaches.
The scope of work includes multiple tasks: developing a work plan and concept, holding a kick-off meeting, producing 200 copies of a comic book (in both print and E-Book formats) covering four main themes on preventing children’s data privacy violations, creating four episodes of 2D/3D animation (3-5 minutes each) in .WMV and .MP4 formats with Thai-English subtitles, continuously producing and disseminating online content (infographics/short video clips) with at least 12 pieces throughout the contract period, and organizing creative training workshops in 2 regions for a total of at least 100 participants, with live online streaming.
All works produced under this project will be the sole copyright of the PDPC. The contractor must integrate all media into the PDPC’s International Legal Information Center for Personal Data Protection using Generative AI for comprehensive user access.
