กองทุนบำเหน็จบำนาญข้าราชการ (กบข.) เปิดเผยขอบเขตงานสำหรับการจัดจ้างผลิตชุดวีดิทัศน์ละครสั้นเพื่อการเรียนรู้ทักษะทางการเงิน รองรับการพัฒนาระบบ Smart e-learning และเนื้อหาการเรียนรู้รูปแบบใหม่ตามแผนดำเนินงานปี 2569 โครงการนี้มุ่งเน้นการสร้างเนื้อหาที่สอดคล้องกับความสนใจและความต้องการของสมาชิกสองกลุ่มเป้าหมายหลัก ได้แก่ สมาชิกทั่วไป (อายุ 40 ปีขึ้นไป) และสมาชิกใกล้เกษียณอายุราชการ (อายุ 50 ปีขึ้นไป) โดยใช้รูปแบบละครสั้นหรือเหตุการณ์จำลองที่ทันสมัย เพื่อให้เนื้อหาซับซ้อนทางการเงินเป็นเรื่องที่เข้าใจง่าย จดจำได้ดี และน่าติดตามอย่างต่อเนื่อง
ขอบเขตงานครอบคลุมกระบวนการผลิตวีดิทัศน์แบบครบวงจร เริ่มจากการออกแบบแนวคิดและหัวข้อ (Concept) จากข้อมูลที่ได้รับจาก กบข. การวางแผนและนำเสนอเค้าโครงเรื่อง บทละคร (Script) และสตอรี่บอร์ดเพื่อขออนุมัติ ไปจนถึงขั้นตอนการผลิต (Production) จริง ซึ่งรวมถึงการจัดหานักแสดงคุณภาพไม่น้อยกว่า 4 คน โดยในจำนวนนี้ต้องมีนักแสดงที่เป็นข้าราชการสมาชิก กบข. จริงร่วมแสดงไม่น้อยกว่า 2 คนในทุกตอน ผลงานที่ต้องส่งมอบคือวีดิทัศน์ละครสั้นขนาด Full HD จำนวน 25-30 ตอน ความยาวตอนละ 3-5 นาที พร้อมคำบรรยายภาษาไทยที่ถูกต้อง นอกจากนี้ ผู้รับจ้างยังต้องประสานงานเพื่อทดสอบการแสดงผลของวีดิทัศน์ทั้งหมดบนระบบหลักสูตรออนไลน์ของ กบข. ให้ใช้งานได้อย่างถูกต้องทั้งบนคอมพิวเตอร์และ Smart Devices ต่างๆ
The Government Pension Fund (GPF) has issued a Terms of Reference (TOR) for the procurement of a short drama video series aimed at enhancing financial literacy. This project supports the development of a new Smart e-learning system and innovative learning content as part of the 2026 operational plan. The target audience comprises two main member groups: general members (aged 40 and above) and pre-retirement members (aged 50 and above). The core deliverable is a series of modern, engaging short dramas or simulated scenarios designed to simplify complex financial concepts, improve retention, and encourage continuous viewing.
The scope of work encompasses the full video production cycle. This includes designing the creative concept and topics based on GPF-provided information, developing and presenting plot outlines, scripts, and storyboards for approval, and executing the full production (Production). A key requirement is the engagement of at least 4 quality actors, with a minimum of 2 being actual GPF civil servant members appearing in every episode. The final deliverables are 25-30 episodes of Full HD short drama videos, each 3-5 minutes long, with accurate Thai subtitles. The contractor is also responsible for coordinating and testing the playback of all videos on the GPF’s online learning platform to ensure compatibility across computers and various smart devices.
