โครงการนี้เป็นการจัดจ้างบริการอินเทอร์เน็ตความเร็วสูงสำหรับพื้นที่ขาดแคลนหรือทั่วถึงไม่เพียงพอในภาคตะวันออกและตะวันตกของประเทศไทย ภายใต้โครงการ USO 3 ของ กสทช. เป้าหมายหลักคือการให้บริการอินเทอร์เน็ตความเร็วสูงเพื่อการสาธารณสุข ประโยชน์สาธารณะ และความมั่นคง โดยเน้นจุดบริการที่ 1) สาธารณสุข: โรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.), 2) การศึกษาโทรคมนาคม: โรงเรียน (โรงเรียนในพระบรมราชูปถัมภ์ โรงเรียนตำรวจตระเวนชายแดน โรงเรียนตกหล่น), 3) ความมั่นคง: ศอ.บต., ด่านตรวจคนเข้าเมือง.
ผู้รับจ้างต้องดำเนินการและรับผิดชอบค่าใช้จ่ายทั้งหมดในการออกแบบ จัดหา ติดตั้ง ทดสอบ และบํารุงรักษาระบบ รวมถึงจัดให้มีบริการอินเทอร์เน็ตที่มีความเร็วตามข้อกำหนดแก่หน่วยงานผู้รับบริการ จนสิ้นสุดสัญญา และเมื่อสิ้นสุดสัญญา ผู้รับจ้างต้องไม่ติดสถานะอุปกรณ์ ชำระหนี้ และ user:password ก่อน
