ธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย (ธสน.) ประกาศประกวดราคาอิเล็กทรอนิกส์ เพื่อจ้างผู้ให้บริการลูกจ้างภายนอก (Outsource) สำหรับงานบริหารจัดการโครงการและพัฒนาระบบในกลุ่มงานที่รอดำเนินการ (In-Queue Tasks) โครงการนี้มีวัตถุประสงค์หลักเพื่อเสริมกำลังคนด้านเทคโนโลยีสารสนเทศที่มีทักษะสูงให้กับธนาคาร โดยมุ่งเน้นการพัฒนาระบบงานด้านต่าง ๆ ตามแผนงานที่กำหนด
ขอบเขตงานหลักกำหนดให้ผู้รับจ้างต้องจัดส่งบุคลากรด้านการเขียนโปรแกรมคอมพิวเตอร์ (Programmer) จำนวน 3 คน เข้ามาปฏิบัติงานเต็มเวลา ณ สำนักงานใหญ่ธนาคาร หรือสถานที่ที่ธนาคารมอบหมาย เป็นระยะเวลาต่อเนื่อง 1 ปี ตั้งแต่วันที่ 1 มิถุนายน 2569 ถึงวันที่ 31 พฤษภาคม 2570 ตามวันและเวลาทำการปกติของธนาคาร
หน้าที่ของลูกจ้างภายนอกที่จัดส่งมา ครอบคลุมงานพัฒนาระบบเทคโนโลยีสารสนเทศที่หลากหลาย ได้แก่ การพัฒนาและปรับปรุงส่วนติดต่อผู้ใช้ (UI), ฟังก์ชันการทำงาน, ระบบรายงาน, การกำหนดสิทธิ์ใช้งาน, รวมถึงส่วนเชื่อมต่อกับระบบงานอื่น ๆ ของธนาคาร โดยใช้ภาษาที่ธนาคารกำหนด นอกจากนี้ยังรวมถึงการทดสอบระบบบูรณาการ (System Integration Test: SIT), การเตรียมความพร้อมและประสานงานสำหรับการทดสอบโดยผู้ใช้งานจริง (User Acceptance Test: UAT) และการจัดทำเอกสารประกอบระบบที่พัฒนาขึ้น
ผู้รับจ้างมีหน้าที่รับผิดชอบหลักในการคัดเลือก จัดส่ง ควบคุมดูแลลูกจ้าง พร้อมรับรองคุณสมบัติและจัดทำแฟ้มประวัติครบถ้วน รวมถึงต้องปฏิบัติตามกฎหมายแรงงานและประกันสังคมอย่างเคร่งครัด สำหรับการส่งมอบงาน จะเป็นไปในรูปของการจัดส่งบุคลากรและการส่งมอบเอกสารรายงานผลการปฏิบัติงานรายเดือน
The Export-Import Bank of Thailand (EXIM Bank) is inviting electronic bids (e-bidding) for an outsourcing service provider to supply external personnel for project management and development of systems within In-Queue Tasks. The primary objective is to augment the bank’s IT workforce with highly skilled personnel.
The core scope of work requires the winning contractor to deploy three (3) full-time Programmers to work on-site at the Bank’s head office or other designated locations for a continuous period of one year, from June 1, 2029 to May 31, 2030, following the bank’s official working hours.
The deployed personnel will be responsible for a range of system development tasks including developing and enhancing user interfaces, functional modules, reporting systems, authorization settings, and interfaces with other bank systems using specified programming languages. Additional duties include conducting System Integration Testing (SIT), preparing and coordinating User Acceptance Testing (UAT), and producing system documentation.
The service provider is primarily responsible for recruiting, deploying, and supervising the personnel, verifying their qualifications, compiling complete personnel files, and strictly complying with labor and social security laws. Deliverables are in the form of deployed personnel and monthly submission of work performance reports and timesheets.
