โครงการนี้มีวัตถุประสงค์หลักเพื่อวางรากฐานการนำเทคโนโลยีปัญญาประดิษฐ์ (AI) มาใช้พัฒนาศาลปกครองให้เป็นศาลปกครองอัจฉริยะ (Smart Admincourt) ตามเป้าหมายแผนแม่บท 20 ปี ของศาลปกครอง โดยครอบคลุม 2 ส่วนงานหลัก คือ 1) การออกแบบสถาปัตยกรรมองค์กร (Enterprise Architecture) ด้าน AI ซึ่งรวมถึงการวิเคราะห์สภาพปัจจุบัน การออกแบบพิมพ์เขียว (Blueprint) และการจัดทำแผนแม่บท (Roadmap) เพื่อบูรณาการ AI กับภารกิจหลักด้านการพิจารณาพิพากษาคดีและภารกิจสนับสนุนของสำนักงานศาลปกครองอย่างมีประสิทธิภาพ คุ้มค่า และเป็นไปตามหลักธรรมาภิบาล AI (AI Governance) และ 2) การพัฒนาระบบถาม-ตอบอัตโนมัติ (Chatbot) โดยใช้เทคโนโลยีปัญญาประดิษฐ์เชิงสร้างสรรค์ (Generative AI) เพื่อใช้สอบถามข้อมูลคดีปกครองและให้บริการประชาชนอัตโนมัติ โครงการนี้จึงไม่ใช่แค่การพัฒนาระบบซอฟต์แวร์ แต่เป็นการให้คำปรึกษาเชิงกลยุทธ์และการออกแบบสถาปัตยกรรมระดับองค์กรเพื่อกำหนดทิศทางการใช้เทคโนโลยี AI อย่างยั่งยืน
This project aims to establish the foundation for applying Artificial Intelligence (AI) technology to develop the Administrative Court into a “Smart Admincourt,” in line with its 20-year master plan. The project encompasses two main components: 1) The design of an Enterprise Architecture for AI, which includes analyzing the current state, designing a comprehensive blueprint, and developing a strategic roadmap to effectively and ethically integrate AI into the court’s core judicial functions and supporting administrative tasks, adhering to AI Governance principles; and 2) The development of an automated Q&A system (Chatbot) using Generative AI technology to provide information on administrative cases and automated public services. Therefore, this project is not merely software development but involves strategic consultancy and enterprise-level architectural design to ensure sustainable and value-driven AI adoption.
