องค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน) หรือ อพท. มีความประสงค์จะจ้างผู้ประกอบการเพื่อดำเนิน “กิจกรรมส่งเสริมสนับสนุนพัฒนาการบริหารจัดการท่องเที่ยว พัฒนาการท่องเที่ยวโดยชุมชนตามมาตรฐาน CBT Thailand เชื่อมโยงสู่แหล่งท่องเที่ยวหลัก Destination” ภายใต้โครงการพัฒนาศักยภาพบุคลากรและพัฒนาผลิตภัณฑ์ชุมชน เพื่อสนับสนุนการท่องเที่ยว ประจำปีงบประมาณ 2569 ด้วยวงเงินงบประมาณ 2,000,000 บาท (สองล้านบาทถ้วน)
โครงการนี้มีวัตถุประสงค์หลัก 3 ประการ คือ (1) เพื่อพัฒนาศักยภาพและยกระดับบุคลากรในการท่องเที่ยวโดยชุมชนตามมาตรฐาน (2) พัฒนาศักยภาพด้านการบริการการท่องเที่ยวโดยชุมชนในระดับท้องถิ่น และ (3) เพื่อให้เกิดการกระจายรายได้ในท้องถิ่นและสร้างเศรษฐกิจฐานรากที่มั่นคง โดยมุ่งเน้นการพัฒนาตามเกณฑ์มาตรฐานการท่องเที่ยวโดยชุมชนประเทศไทย (CBT) และแนวทางการท่องเที่ยวอย่างยั่งยืนโลก (GSTC)
ขอบเขตการดำเนินงานครอบคลุมพื้นที่เป้าหมาย 4 อำเภอในจังหวัดเลย ได้แก่ อำเภอภูกระดึง อำเภอภูเรือ อำเภอด่านซ้าย และอำเภอนาแห้ว โดยมีกลุ่มเป้าหมายเป็นผู้ประกอบการที่เกี่ยวข้องกับการท่องเที่ยวและชุมชนในพื้นที่ดังกล่าว งานหลักที่ผู้รับจ้างต้องดำเนินการ ได้แก่ การจัดทำแผนปฏิบัติการ การสำรวจและคัดเลือกชุมชนที่มีศักยภาพไม่น้อยกว่า 3 พื้นที่ การจัดกิจกรรมอบรมพัฒนาองค์ความรู้ตามมาตรฐาน CBT/GSTC การยกระดับมาตรฐานชุมชนเพื่อรองรับนักท่องเที่ยวกลุ่มคุณภาพ รวมถึงการจัดกิจกรรมแลกเปลี่ยนเรียนรู้ ทดสอบกิจกรรม และส่งเสริมการตลาดท่องเที่ยวโดยชุมชน
ระยะเวลาดำเนินการกำหนดให้แล้วเสร็จภายใน 150 วัน นับจากวันลงนามในสัญญา
The Designated Areas for Sustainable Tourism Administration (Public Organization) or DASTA intends to hire a contractor for the “Activity to Promote, Support, and Develop Tourism Management, Develop Community-Based Tourism (CBT) according to CBT Thailand Standards, Linking to Main Tourist Destinations” under the Project for Personnel Capacity Building and Community Product Development to Support Tourism for Fiscal Year 2026. The project budget is 2,000,000 THB (two million baht).
The project has three main objectives: (1) to develop and elevate the capacity of personnel in community-based tourism according to standards, (2) to develop the potential of local community-based tourism services, and (3) to generate local income distribution and establish a stable grassroots economy. The development focuses on standards according to Thailand’s Community-Based Tourism (CBT) criteria and Global Sustainable Tourism Council (GSTC) guidelines.
The scope of work covers target areas in four districts of Loei Province: Phu Kradueng, Phu Ruea, Dan Sai, and Na Haeo. The target groups are tourism-related entrepreneurs and communities in these areas. The contractor’s main responsibilities include creating an action plan, surveying and selecting at least 3 potential communities, organizing training activities to develop knowledge according to CBT/GSTC standards, elevating community standards to accommodate quality tourist groups, and organizing knowledge exchange, activity testing, and marketing promotion activities for CBT.
The project duration is set to be completed within 150 days from the contract signing date.
