กระทรวงการต่างประเทศ โดยกองบรรณสารและห้องสมุด มีความจำเป็นต้องพัฒนาระบบฐานข้อมูลคลังเอกสารดิจิทัล เพื่อแก้ไขปัญหาข้อจำกัดของสื่อบันทึกข้อมูลแบบเดิม (CD/DVD) ที่มีอายุการใช้งานจำกัดและไม่รองรับเทคโนโลยีปัจจุบัน โครงการนี้มีวัตถุประสงค์หลักเพื่อปรับเปลี่ยนรูปแบบการจัดเก็บเอกสารราชการสำคัญของกระทรวงฯ จากสื่อบันทึกแบบเดิมไปสู่ระบบดิจิทัลที่มีความทันสมัย ปลอดภัย สามารถจัดเก็บอย่างเป็นระบบ รองรับการใช้งานในระยะยาว และเพิ่มประสิทธิภาพในการสืบค้นข้อมูล นอกจากนี้ ยังมุ่งหวังเพิ่มประสิทธิภาพการปฏิบัติงานของบุคลากรในการบริหารจัดการและให้บริการเอกสาร รวมถึงการอนุรักษ์ข้อมูลที่มีคุณค่าทางประวัติศาสตร์ของกระทรวงฯ ให้คงอยู่ถาวร โครงการนี้สอดคล้องกับแผนพัฒนารัฐบาลดิจิทัลของประเทศไทย พ.ศ. ๒๕๖๖-๒๕๗๐ โดยผู้รับจ้างจะต้องรับผิดชอบในการพัฒนาระบบฐานข้อมูลคลังเอกสารดิจิทัล การโอนย้ายข้อมูลจากแผ่น CD/DVD จำนวนไม่น้อยกว่า 400 แผ่น การติดตั้งและทดสอบระบบบน Virtual Machines ของกระทรวงฯ รวมถึงการจัดการผู้ใช้ การยืนยันตัวตนแบบหลายปัจจัย (MFA) หรือสองปัจจัย (2FA) และการรองรับ Single Sign-On (SSO) ด้วย OpenID Connect (OIDC)
The Ministry of Foreign Affairs, through its Library and Documentation Division, intends to procure the development of a digital document repository database system. This project aims to replace existing CD/DVD storage media, which have limitations in terms of lifespan and technological compatibility. The project’s objectives include modernizing the storage of important ministry documents, enhancing security, ensuring systematic organization, enabling long-term usability, and improving search efficiency, aligning with Thailand’s Digital Government Development Plan (2023-2027). The contractor will be responsible for developing the digital document repository database, migrating data from at least 400 CDs/DVDs, installing and testing the system on the Ministry’s Virtual Machines, and implementing user management, multi-factor authentication (MFA) or two-factor authentication (2FA), and Single Sign-On (SSO) via OpenID Connect (OIDC).
