สำนักงานศาลปกครองมีโครงการพัฒนาระบบศาลปกครองอิเล็กทรอนิกส์ (e-Admincourt) และในกิจกรรมนี้ต้องการจ้างพัฒนาระบบต้นแบบศาลปกครองอัจฉริยะเพื่อสนับสนุนการร่างคำพิพากษา โครงการมีวัตถุประสงค์หลักสามประการ ได้แก่ 1) การศึกษาและพัฒนาโมเดลภาษาขนาดใหญ่ (LLM) โดยใช้ข้อมูลจากเอกสารคดีปกครองและกฎหมายที่เกี่ยวข้อง เพื่อให้โมเดลสามารถประมวลผลและเข้าใจภาษากฎหมายเฉพาะทาง 2) การออกแบบและพัฒนาระบบต้นแบบที่นำโมเดล LLM มาประยุกต์ใช้เพื่อเพิ่มประสิทธิภาพและความรวดเร็วในการบริหารจัดการคดี และ 3) การจัดทำแนวทางการประยุกต์ใช้ AI อย่างมีธรรมาภิบาล (AI Governance) คำนึงถึงหลักจริยธรรม ความสอดคล้องตามกฎหมาย และการประเมินความเสี่ยง
ขอบเขตงานครอบคลุมหลายขั้นตอน ได้แก่ การวิเคราะห์ความต้องการผู้ใช้ การออกแบบ UI และระบบต้นแบบ การพัฒนาโมเดล LLM พร้อมระบบจัดการข้อมูลที่รองรับการสกัดข้อความจากไฟล์ .docx, .pdf และ OCR สำหรับภาษาไทย-อังกฤษ การพัฒนาระบบต้นแบบที่มีฟังก์ชันสำคัญ เช่น ระบบตรวจสอบความครบถ้วนของคำฟ้อง ระบบสืบค้นข้อมูลด้วยภาษาธรรมชาติและ Semantic Search ระบบช่วยร่างคำพิพากษา/คำสั่งตาม Template และระบบบริหารจัดการผู้ใช้งาน นอกจากนี้ ผู้รับจ้างต้องจัดหาเครื่องคอมพิวเตอร์แม่ข่าย (Rack Server) พร้อม GPU ความจำ 40 GB สำหรับติดตั้งโมเดล ส่งมอบซอร์สโค้ดทั้งหมด และจัดฝึกอบรมผู้ดูแลระบบและผู้ใช้งาน ระยะเวลาดำเนินโครงการทั้งสิ้น 330 วัน
The Administrative Court Office is inviting bids for the development of a prototype system for the “Intelligent Administrative Court (Draft Judgment)” project. This project aims to leverage Artificial Intelligence (AI) and Large Language Models (LLM) to support administrative court proceedings. The core objectives are: 1) To study and develop an LLM trained on administrative case documents and related laws to process and understand legal language. 2) To design and develop a system prototype applying the LLM to enhance the efficiency and speed of case management. 3) To establish guidelines for the ethical and governed application of AI (AI Governance), considering ethics, legal compliance, and risk assessment.
The scope of work includes user needs analysis, UI and prototype design, development of the LLM and a data management system supporting text extraction from .docx, .pdf files and OCR for Thai-English, and the development of the prototype system with key functions such as petition completeness checking, natural language and semantic search, AI-assisted drafting of judgments/orders based on templates, and user management. The contractor is also required to supply a high-performance rack server with a 40GB GPU for model deployment, deliver all source code, and conduct training for administrators and end-users. The total project duration is 330 days.
