กรมป้องกันและบรรเทาสาธารณภัย (ปภ.) มีความประสงค์จะพัฒนาระบบบริหารจัดการงานสำหรับระบบเว็บไซต์หลักของกรม โดยมีวัตถุประสงค์เพื่อปรับปรุงให้เว็บไซต์มีความทันสมัย น่าเชื่อถือ และเข้าถึงได้ง่ายสำหรับทุกภาคส่วน ทั้งเจ้าหน้าที่ภาครัฐและประชาชนทั่วไป
ขอบเขตการดำเนินงานครอบคลุมการพัฒนาระบบเว็บไซต์ใหม่ทั้งหมด โดยเน้นการออกแบบที่รองรับการแสดงผลบนอุปกรณ์คอมพิวเตอร์และมือถือ (Responsive Web Design) การเพิ่มความปลอดภัยทางไซเบอร์เพื่อป้องกันการโจมตี และการทำให้เว็บไซต์สามารถเข้าถึงได้โดยผู้ใช้ทุกกลุ่ม รวมถึงผู้พิการและผู้สูงอายุ (Web Accessibility) นอกจากนี้ ระบบที่พัฒนาขึ้นจะต้องได้รับการออกแบบให้สอดคล้องกับข้อกำหนดของพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล (PDPA) และพระราชบัญญัติการรักษาความมั่นคงปลอดภัยไซเบอร์
งานพัฒนารวมถึงระบบ Back Office ที่ใช้บริหารจัดการเนื้อหา (CMS) และระบบสารสนเทศภายใน เช่น ระบบทรัพยากรบุคคล รวมถึงการพัฒนาระบบวิเคราะห์และแสดงผลข้อมูล (Business Intelligence & Data Visualization) โดยใช้เทคโนโลยี Container Platform และซอฟต์แวร์เฉพาะทาง
ผู้รับจ้างมีหน้าที่จัดทำแผนดำเนินโครงการ พัฒนาระบบตามข้อกำหนด ย้ายข้อมูลจากระบบเดิม ทดสอบระบบ จัดฝึกอบรมผู้ใช้ และส่งมอบระบบที่ทำงานได้สมบูรณ์ พร้อมเอกสารคู่มือการใช้งานและบำรุงรักษา
The Department of Disaster Prevention and Mitigation (DDPM) is seeking bids for the development of a management system for its official website. The project aims to modernize, enhance security, and improve accessibility.
The core scope involves a complete overhaul of the website to make it responsive (compatible with computers and mobile devices), secure against cyber threats, and accessible to all users, including people with disabilities (Web Accessibility). The new system must comply with the Personal Data Protection Act (PDPA) and the Cybersecurity Act.
Development includes the public-facing website, a Content Management System (CMS) for back-office administration, internal information systems (e.g., HR), and a data analysis/visualization platform using specified technologies like a Container Platform.
The contractor is responsible for project planning, system development, data migration, comprehensive testing, user training, and the final delivery of a fully operational system along with all necessary documentation.
