รายละเอียดการจ้าง
การยางแห่งประเทศไทย (กยท.) มีความต้องการจ้างบำรุงรักษาระบบ One Stop Service (OSS) ระยะที่ 1 เป็นเวลา 12 เดือน ด้วยวงเงินงบประมาณ 3,000,000 บาท โดยมีวัตถุประสงค์เพื่อให้ระบบงานคอมพิวเตอร์ทั้งชุดซึ่งพัฒนาขึ้นในโครงการ OSS สามารถทำงานได้อย่างต่อเนื่อง มีเสถียรภาพ รองรับกระบวนการธุรกิจที่เปลี่ยนแปลงไป และสอดคล้องกับเทคโนโลยีปัจจุบัน
ขอบเขตงานครอบคลุมการบำรุงรักษาระบบทั้งหมด 20 ระบบ ซึ่งแบ่งเป็นระบบ Mobile Application (17 ระบบ) และ Web Application (12 ระบบ) อาทิ ระบบทะเบียนเกษตรกร ระบบส่งเสริมสนับสนุนชาวสวนยาง ระบบแสดงราคายางรายวัน ระบบรวมศูนย์การซื้อขาย (One Stop Market) และระบบจัดการผู้ใช้งาน งานบำรุงรักษาประกอบด้วย 3 ประเภทหลัก: (1) บำรุงรักษาเชิงป้องกัน (Preventive Maintenance) โดยตรวจสอบและรายงานผลรายไตรมาส, (2) บำรุงรักษาเชิงแก้ไขปรับปรุง (Corrective Maintenance) โดยแก้ไขปัญหาให้แล้วเสร็จภายใน 48 ชั่วโมง, และ (3) บำรุงรักษาเพื่อปรับเปลี่ยนตามความเปลี่ยนแปลง (Adaptive Maintenance) เพื่อให้สอดคล้องกับนโยบาย กฎหมาย หรือความต้องการใหม่
นอกจากนี้ โครงการยังมีงานสำคัญเพิ่มเติม ได้แก่ การพัฒนา/ปรับปรุงระบบเพื่อเชื่อมโยงกับแพลตฟอร์มกลางของงานบริการภาครัฐ “ทางรัฐ” อย่างน้อย 3 บริการ และการเชื่อมโยงระบบ Web Application เข้ากับระบบ Single Sign-On (SSO) ของ กยท. ผู้รับจ้างต้องมีแผนการทำงานที่ชัดเจน จัดส่งรายงานตามงวดงานที่กำหนด พร้อมทั้งดูแลค่าธรรมเนียมการเผยแพร่แอปพลิเคชันบนสโตร์ และจัดให้มีเจ้าหน้าที่รับแจ้งและแก้ไขปัญหาตลอดเวลาทำการ
The Rubber Authority of Thailand (RAOT) is seeking a contractor for the One Stop Service (OSS) System Maintenance Project, Phase 1, for a period of 12 months, with a budget of 3,000,000 THB. The objective is to ensure the continuous, stable, and efficient operation of the complete OSS computer system, supporting evolving business processes and current technology.
The scope of work encompasses the maintenance of 20 systems, including Mobile Applications (17 systems) and Web Applications (12 systems), such as the Farmer Registration System, Rubber Price Display System, One Stop Market trading system, and User Management System. Maintenance activities are divided into three main types: (1) Preventive Maintenance with quarterly inspections and reports, (2) Corrective Maintenance with a 48-hour resolution time for system errors, and (3) Adaptive Maintenance to align with new policies, regulations, or user requirements.
Key additional tasks include developing/integrating at least three services with the government service platform “Thang Rath” (ทางรัฐ) and integrating the Web Applications with RAOT’s Single Sign-On (SSO) system. The contractor must submit a detailed maintenance plan, deliver periodic reports, handle app store publication fees, and provide technical support during business hours.
