ZINC-COATED STEEL WIRE STRAND
481A Scope
This specification is for the purchase of high strength grade of zinc-coated steel wire strand, composed of a number of round, steel wires, suitable for use as guy, messengers, span wires and for similar purposes. The weight of zinc-coating is class C. Minimum weights of zinc coatings are specified in Table of Physical Prop
erties of Zinc-coated Steel Wire Strand.
481B Site and Service Condition
The zinc-coated steel wire strand shall be installed in the Bangkok Metropolis, Thailand. The service conditions are as follows : -
a) Altitude : approximately mean sea level.
b) Maximum ambient temperature : 40oC.
c) Average ambient temperature in any one year : 30oC.
d) Average relative humidity in any one year : 79%.
e) Average maximum relative humidity in any one year : 94%.
The zinc-coated steel wire strand shall be suitable for use in tropical climatic area and shall be capable of operating successfully in the service conditions mentioned above.
481C Reference Standard
Except otherwise specified elsewhere in the specification, the zinc-coated steel wire strand required by MEA shall be manufactured and tested in conformity with the latest revision of the standards listed below : -

Articles
If there are any minor parts deviated from the standards, they shall be clearly men tioned in the “DEVIATION FROM MEA’S SPECIFICATIONS FORM” attached herewith.
The zinc-coated steel wire strand conforming to other national standards having similar characteristics and providing equal performance and/or quality to that speci fied may be proposed. In this case, the complete ENGLISH language copies of the standards shall be submitted with the quotation, otherwise such offer may not be considered.
481D Test, Inspection and Test Report
481D1 The proposed wire strand shall have successfully passed all the type tests or design tests in accordance with the applicable standards. The test re
ports of the proposed wire strand are required. Test reports of identical
units are acceptable. Except otherwise specified elsewhere in the specifi
cation, all test reports shall be attached to the bid, otherwise MEA will not
consider such offer.
481D2 The following sampling tests shall be made before the shipment of the wire strand. Sampling for determination of compliance to this specifica
tion shall be performed on each lot of material. A lot shall consist of all
the strand of one size and one grade in each shipment.

481D3 MEA reserves the right to send the representatives at his expense to in spect and witness tests of the material and equipment during manufactur ing, at the time of shipment or at any time he deems necessary. The sup plier shall provide free access to the facilities where the cable is being
manufactured and shall satisfy the representatives that the material, cable and all tests are in accordance with this specification and the purchase contract.
The inspector shall witness the test and certify test data at least one sample of each test.
481D4 Prior to the shipment, the supplier shall submit to MEA the complete and certified reports of all tests made in 6 (six) copies. The test reports shall contain all data required for their complete understanding such as; dia grams, methods, instruments, constants and values used in the tests and the results obtained. If MEA has his own inspector, the supplier shall submit all the above test reports to the inspector and the inspector himself shall certify the witnessed test report and review the remainder before submitting to MEA.

481E Size and Feature
The designation of the finished strand shall be expressed as the nominal size of the strand, the number of the wires in the strand, the minimum breaking strength of the strand and the class of coating as prescribed in the Table of Physical Properties of Zinc-coated Steel Wire Strand.
481F General Requirements
481F1 Material
The base metal shall be steel made by the open hearth, basic oxygen or electric furnace process and of such quality and purity that, when drawn to the size of wire specified and coated with zinc, the finished strand and the individual wires shall be of uniform quality and have the properties and characteristics as prescribed in this specification.
481F2 Stranding
Unless otherwise specified, strand shall have a left lay. A left lay is de fined as a counter clockwise twist away from the observer. All wires shall be stranded with uniform tension. Stranding shall be sufficiently close to ensure no appreciable reduction in diameter when stressed to 10 per cent of the specified strength.
The 7 wire strand shall consist of a center wire with a 6-wire layer concen trically twisted over it with a uniform pitch of not more than 16 times the specified nominal diameter of the strand.
All wires in the strand shall lie naturally in their true positions in the com plete strand and, when the strand is cut, the ends shall remain in positions or be readily replaced by hand and then remain in positions. This may be accomplished by any means or process, such as preforming, post forming or form setting.
481F3 Joints and Splices
There shall be no strand joints or strand splices in any length of the com plete strand.

In 7-wire strand, joints made in individual finished wires shall be accepta ble provided. There is not more than one joint in any 150 ft (45.7 m) sec tion of the complete strand and the location of each joint is marked on the strand with paint or some other distinguishing mark.
Joints in the wires composing the strand shall be either the brazed-lap type or electric-butt-welded type. When the brazed type of joint is used, the length of the lap shall be not less than three times the diameter of the wire and the overlapping faces shall be smooth, clean, properly fluxed, and completely covered by the brazing metal. When the electric-welded type of joint is used, care shall be taken to prevent injury to the wire during electric-butt welding. All joints shall be well made and shall be coated with zinc after completion so that the joints shall have protection from corrosion equivalent to that of the zinc-coated wire itself.
481F4 Breaking Strength and Weight
The approximate weight of strand (lb/1000 ft or kg/1000m) and the mini mum breaking strength of the finished strand shall be as specified in Table of Physical Properties of Zinc-coated Steel Wire Strand.
A test in which the breaking strength is below the minimum specified and which may have been caused by the slipping of the specimen in the jaws of the testing machine, by breaking within the jaws or within 1 inch (25.4 mm) of the jaws, or by the improper socketing of a specimen shall be dis
regarded and another sample from the same reel shall be tested. Tests shall be made on lengths of strand that do not contain wire joints or splices.
481F5 Elongation
The elongation of the strand in 24 inches (610 mm) shall not be less than 5 per cent.
The elongation shall be determined as the per cent increase in separation between the jaws of the testing machine from the position after application of the initial load to the position at the initial failure in the test specimen. The separation of the jaws of the testing machine shall be approximately

24 inches (620 mm) when under an initial load equal to 10 per cent of the required minimum breaking strength of the strand. The elongation values shall be recorded only for specimens which break over 1 inch (25.4 mm) from the jaws of the testing machine. Additional sample shall be taken from the same reel when the previous tests are to be disregarded.
Elongation tests shall be made on length of strand which do not contain wire joints or splices.
481F6 Permissible Variation in Size
The diameter of the zinc-coated wire forming the strand shall be within the limits as specified in Table of Physical Properties of Zinc-coated Steel Wire Strand.
481F7 Weight of Coating
The weight of zinc-coated, in ounces per square foot (in gram per square metre) of uncoated wire surface, on any individual wire of the complete strand shall not be less than that specified in Table of Physical Properties of Zinc-coated Steel Wire Strand.
481F8 Adherence of Coating
The zinc-coated wire shall be capable of being wrapped at rate not exceed ing 15 turns per minute in a close helix of at least two turns around a cy lindrical mandrel equal to three times the nominal diameter of the wire under test, without cracking or flaking the zinc-coating to such an extent that any zinc can be removed by rubbing with the bare fingers.
Note : Loosening or detachment during the adhesion test of superficial, small particles of zinc formed by mechanical polishing of the sur
face of zinc-coated wire shall not be considered cause for rejection.
481F9 Ductility of Steel
The individual wires of complete strand shall not fracture when wrapped at a rate not exceeding 15 turns per minute in a close helix of at least two turns around a cylindrical mandrel. The mandrel diameter for testing high

strength grade strand shall be equal to three times the nominal diameter of
the individual wires of the strand.
481F10 Finish
The zinc-coated wire shall be free from imperfections not consistent with
good commercial practice. The zinc-coating shall be continuous and of
reasonably uniform thickness.
481G Additional Requirements for Marking and Packing
481G1 Wire strand shall be delivered on non-returnable reel. Flange diameter of reel shall not exceed 1,500 mm and not smaller than 600 mm, reel width
shall not exceed 950 mm, arbor hole diameter shall be between 70-110
mm. The length of strand per reel shall be as specified in the table below
with a tolerance of 5 per cent.

Only one length of strand shall be furnished on each reel. Reel shall be
lagged with suitable lagging of wood thickness not less than 23 mm or
equivalent lagging. Reel shall be clearly marked to describe content.
Wooden reel shall be treated with a wood preservative. Reel shall be
marked to describe contents, i.e. materials, strand size, length, gross and
net weight, etc.
481G2 The length of strand per reel less than the specified standard length shall not be accepted.
481G3 The length of strand per reel if proposed more than the specified standard length can be accepted, but the weight of strand shall not be more than
1,000 kg.
Note This clause is not applied to material code 4010-303-40000.

481G4 An amount not exceeding 10 per cent of the total may be delivered in ran dom length, the said lengths are to be not less than 50 per cent of the stan
dard length.
481G5 MEA will not be responsible for the payment of the supplied wire strands excessive from the length specified in the contract, and on the contrary if
the supplied cables are shorter than the length required in the contract,
MEA will pay according to the actual length supplied only.
481G6 If any parts are packed in the cartons for containerized shipment, the car tons shall be arranged into pallets so as to facilitate their movement by
forklift trucks.
481H Additional Requirement for Responsibility
If the zinc-coated steel wire strand is damaged within the guaranteed period, the manufacturer shall promptly investigate, repair or replace it. The replacement shall be submitted to MEA within 60 days after being first informed otherwise the per formance security shall be forfeited.

เงื่อนไขเพิ่มเติมประกวดราคาอิเล็กทรอนิกส์เลขที่ MP9-8948-DGZ
หากข้อกำหนดของรายละเอียดคุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้าง มีรายละเอียดขัด หรือแย้งกับข้อกำหนดของเงื่อนไขเพิ่มเติมนี้ ให้ใช้ข้อกำหนดของเงื่อนไขเพิ่มเติมนี้แทน

1. นโยบายด้านสิทธิมนุษยชน
   ผู้ยื่นข้อเสนอต้องให้ความสำคัญกับการดำเนินงานอย่างมีจริยธรรม ควบคุมดูแลด้านอาชีวอนามัย และความปลอดภัยในการทำงาน รักษาสิ่งแวดล้อม และปฏิบัติตามกฎหมายแรงงานและเคารพในหลักสิทธิมนุษยชน โดยไม่สนับสนุนหรือดำเนินการใดๆ ที่จะเป็นการเกี่ยวข้องกับการละเมิดสิทธิมนุษยชน กรณีการจัดซื้อจัดจ้าง ที่มีวงเงินตั้งแต่ 300 ล้านบาทขึ้นไป ผู้ยื่นข้อเสนอต้องปฏิบัติและให้ผู้มีอำนาจลงนามในแบบลงนามรับทราบและ ยินยอมปฏิบัติตามคู่มือจรรยาบรรณสำหรับกลุ่มพันธมิตรของการไฟฟ้านครหลวง (ฉบับปรับปรุง) ซึ่งประกาศ บนเว็บไซต์ https://procurement.mea.or.th → เมนู → หัวข้อประกาศการไฟฟ้านครหลวงเกี่ยวกับ การจัดซื้อจัดจ้าง
2. การยื่นเอกสารข้อเสนอ
   ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารตามช่องทางที่การไฟฟ้านครหลวงกำหนดให้ครบถ้วนถูกต้อง
   โดยเอกสารที่ยื่นให้การไฟฟ้านครหลวงจะต้องจัดทำเป็นภาษาไทย หรือภาษาอังกฤษเท่านั้น หากจัดทำเป็น ภาษาอื่น การไฟฟ้านครหลวงจะไม่รับพิจารณา
   2.1 ผู้ยื่นข้อเสนอจะต้องแนบแคตตาล็อกหรือรูปแบบรายละเอียดคุณลักษณะเฉพาะมา เพื่อประกอบการพิจารณา โดยผู้ยื่นข้อเสนอต้องดำเนินการแนบไฟล์เอกสารดังกล่าว ตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา
   2.2 ผู้ยื่นข้อเสนอต้องเสนอพัสดุเพียงชื่อผู้ผลิตและประเทศผู้ผลิตเดียวของแต่ละรายการใน ตารางรายละเอียดคุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้าง
   หากเสนอพัสดุมากกว่าหนึ่งชื่อผู้ผลิตและประเทศผู้ผลิต การไฟฟ้านครหลวงจะไม่รับ
   พิจารณาข้อเสนอ โดยผู้ยื่นข้อเสนอจะต้องกรอกรายละเอียดดังกล่าวลงในตารางรายละเอียดคุณลักษณะเฉพาะ ของพัสดุที่จัดซื้อจัดจ้างด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ให้ครบถ้วน และแนบไฟล์เอกสารดังกล่าว ตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์
   2.3 ผู้ผลิตต้องทำเครื่องหมาย (Marking) ตามรายละเอียดในข้อกำหนดรายละเอียด หรือ Drawing ที่แนบลงบนตัวพัสดุ หากใน Drawing ไม่มีการระบุการทำเครื่องหมาย (Marking) ไว้หรือไม่มี Drawing แนบ หรือไม่ได้ระบุไว้ในรายละเอียด ผู้ผลิตต้องทำเครื่องหมายหรือสัญลักษณ์ของผู้ผลิตลงบนตัว พัสดุ
   โดยผู้ยื่นข้อเสนอต้องกรอกเครื่องหมายหรือสัญลักษณ์ของผู้ผลิตลงในตารางรายละเอียด
   คุณลักษณะเฉพาะของพัสดุฯ และดำเนินการแนบไฟล์เอกสารดังกล่าว ตามบัญชีเอกสารส่วนที่ 2 มาในระบบ จัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์
   2.4 ผู้ยื่นข้อเสนอจะต้องกรอกข้อมูลลงในแบบฟอร์มข้อเสนอทางด้านเทคนิค (Technical Proposal) ให้ครบถ้วน ถูกต้อง และดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบ จัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา

   2.5 ในกรณีที่พัสดุที่เสนอมีรายละเอียดแตกต่างจากข้อกำหนดรายละเอียดของการไฟฟ้านครหลวง ผู้ยื่นข้อเสนอจะต้องกรอกข้อมูลลงในแบบฟอร์มข้อเสนอที่แตกต่างจากข้อกำหนดของการไฟฟ้านครหลวง (DEVIATION FROM MEA’S SPECIFICATION FORM) และดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชี เอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ด้วย
   2.6 ผู้ยื่นข้อเสนอจะต้องแนบรายงานผลการทดสอบเฉพาะแบบ (Type Test Report) ตาม SPECIFICATION NO. 481 (02-2010) : ZINC-COATED STEEL WIRE STRAND ข้อ 481D1 มาให้การไฟฟ้า นครหลวงพิจารณา ทั้งนี้หากรายงานผลการทดสอบมีการแปลต้องแปลเป็นภาษาอังกฤษเท่านั้น และต้องผ่าน การรับรองตามระเบียบกระทรวงการต่างประเทศว่าด้วยการรับรองเอกสาร พ.ศ. 2539 และที่แก้ไขเพิ่มเติม ผู้ยื่นข้อเสนอต้องดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐ ด้วยอิเล็กทรอนิกส์มิฉะนั้นจะไม่ได้รับการพิจารณา
   การไฟฟ้านครหลวงมีสิทธิ์ที่จะตรวจสอบความถูกต้องของผลการทดสอบเฉพาะแบบ
   (Type Test Report) จากสถาบันทดสอบ หากพบว่าเอกสารข้างต้นไม่ถูกต้องหรือแตกต่างจากต้นฉบับ การไฟฟ้านครหลวงจะไม่รับพิจารณาข้อเสนอ
   สำหรับพัสดุที่เสนอเป็นพัสดุจากผู้ผลิตและรุ่นที่การไฟฟ้านครหลวงเคยใช้งาน หรือเป็น
   พัสดุที่เคยได้รับการพิจารณาว่าเป็นพัสดุที่มีรายละเอียดถูกต้องตามข้อกำหนดรายละเอียดที่อ้างอิงในการจัดซื้อ ครั้งนี้หรือเป็นพัสดุที่อยู่ใน Shortlist ของการไฟฟ้านครหลวง ไม่จำเป็นต้องส่งรายงานผลการทดสอบดังที่ กล่าวไว้ตามข้างต้น
   2.7 การไฟฟ้านครหลวงจะพิจารณาเฉพาะพัสดุที่ผลิตในประเทศไทย โดยผู้ยื่นข้อเสนอ
   จะต้องแนบหลักฐานเอกสารที่ยืนยันว่าพัสดุที่เสนอผลิตในประเทศไทยมาพร้อมเอกสารการเสนอราคา เพื่อประกอบการพิจารณา โดยผู้ยื่นข้อเสนอต้องดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์
   ทั้งนี้หากผู้ยื่นข้อเสนอไม่ได้ดำเนินการส่งเอกสารตามช่องทางที่การไฟฟ้านครหลวงกำหนด อย่างครบถ้วน ถูกต้องในส่วนที่เป็นสาระสำคัญ การไฟฟ้านครหลวงมีสิทธิ์จะไม่รับพิจารณา
3. ตัวอย่าง
   ผู้ยื่นข้อเสนอที่เสนอพัสดุรุ่นที่การไฟฟ้านครหลวงยังไม่เคยใช้งาน หรือพัสดุที่การไฟฟ้านครหลวง เคยใช้งานแล้วมีปัญหาด้านคุณภาพ หรือมีปัญหาการใช้งาน และยังไม่ได้รับการแก้ไขจนเป็นที่ยอมรับจาก การไฟฟ้านครหลวง หรือเป็นพัสดุที่ยังไม่เคยได้รับการพิจารณาว่าเป็นพัสดุที่มีรายละเอียดถูกต้องตามรายละเอียด ข้อกำหนดที่อ้างอิงในการจัดซื้อครั้งนี้ ต้องส่งตัวอย่างพัสดุที่เสนอให้การไฟฟ้านครหลวงจำนวน 6 ม้วน ความยาว ม้วนละ 5 เมตร (เพื่อทําการตรวจสอบว่ามีคุณสมบัติเป็นไปตาม SPECIFICATION NO. 481 (02-2010) : ZINC-COATED STEEL WIRE STRAND) ในวันทำการถัดจากวันเสนอราคา มิฉะนั้นจะไม่ได้รับการพิจารณา
   เมื่อการไฟฟ้านครหลวงได้พิจารณาตัวอย่างพัสดุของผู้ยื่นข้อเสนอเสร็จสิ้นแล้ว การไฟฟ้านครหลวง จะแจ้งให้ผู้ยื่นข้อเสนอมารับตัวอย่างพัสดุคืนภายใน 15 วัน นับถัดจากวันที่ผู้ยื่นข้อเสนอได้รับแจ้งจาก การไฟฟ้านครหลวง หากไม่มารับตัวอย่างพัสดุคืนในกำหนดเวลาดังกล่าว ถือว่าผู้ยื่นข้อเสนอยินยอมให้ตัวอย่าง พัสดุนั้นตกเป็นสิทธิ์ของการไฟฟ้านครหลวง และสามารถที่จะดำเนินการใด ๆ ตามที่เห็นสมควรได้ โดยผู้ยื่นข้อเสนอ ไม่มีสิทธิเรียกร้องค่าเสียหายใด ๆ ทั้งสิ้น
   ทั้งนี้ การไฟฟ้านครหลวงมีสิทธิ์ที่จะคืนตัวอย่างไม่ครบจำนวน หากนำพัสดุตัวอย่างไปทดสอบ ตัวอย่างแล้ว เกิดความเสียหายกับตัวอย่าง โดยผู้ยื่นข้อเสนอไม่มีสิทธิเรียกร้องค่าเสียหายจากการไฟฟ้านครหลวง จากเหตุดังกล่าวข้างต้น

4. การตรวจสอบการผลิต
   การไฟฟ้านครหลวงมีสิทธิ์ที่จะส่งคณะกรรมการตรวจรับพัสดุ ซึ่งเป็นผู้แทนของการไฟฟ้านครหลวง เพื่อทำการตรวจสอบและเป็นสักขีพยานการทดสอบวัสดุและขบวนการผลิตในระหว่างการผลิต หรือก่อนนำส่ง หรือเวลาใด ๆ ที่การไฟฟ้านครหลวงเห็นสมควร โดยที่ค่าใช้จ่ายเป็นของการไฟฟ้านครหลวง ซึ่งผู้ชนะการประกวด ราคาอิเล็กทรอนิกส์จะต้องนำส่งแผนการผลิต (Schedule) รายการสั่งซื้อวัตถุดิบและ/หรือ อุปกรณ์ประกอบให้
   การไฟฟ้านครหลวงพิจารณา ภายใน 15 วันหลังจากลงนามในสัญญา และต้องอำนวยความสะดวกในการตรวจสอบ ในที่ซึ่งใช้ในการผลิต
   การไฟฟ้านครหลวงมีสิทธิ์ที่จะเชิญผู้เชี่ยวชาญภายในหรือภายนอกมาร่วมตรวจสอบการผลิตตาม
   ความจำเป็นโดยแจ้งให้ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ทราบล่วงหน้าก่อน
   ทั้งนี้ หากตรวจสอบการผลิตแล้วพบว่า การผลิตไม่ถูกต้องตามข้อกำหนดของการไฟฟ้านครหลวง คณะกรรมการตรวจรับพัสดุจะแจ้งให้ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์รับทราบเป็นลายลักษณ์อักษร และ ให้ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ชี้แจงการแก้ไขเป็นลายลักษณ์อักษรแก่การไฟฟ้านครหลวงทราบด้วยเช่นกัน โดยผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ต้องแก้ไขให้เสร็จก่อนการส่งมอบและหากผลิตภัณฑ์ที่ได้ส่งมอบให้ การไฟฟ้านครหลวงหลังจากผ่านการตรวจสอบการผลิตในครั้งแรกแล้ว พบว่ามีความชำรุด ขัดข้อง บกพร่อง ทำงานไม่ถูกต้องตามข้อกำหนดฯ หรือไม่ผ่านการทดสอบตรวจรับในงวดใด ๆ คณะกรรมการตรวจรับพัสดุจะ พิจารณาเพิ่มการตรวจสอบการผลิต ก่อนการส่งมอบในงวดถัดไป (ถ้ามี) อีกครั้งตามความจำเป็นโดยระยะเวลา ที่ล่าช้าเนื่องจากการระงับการผลิตผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะไม่สามารถนำมาอ้างในการขยายเวลา ส่งมอบได้
5. การทดสอบช่วงตรวจรับ
   ในกรณีที่พัสดุที่ส่งมอบไม่ผ่านการทดสอบช่วงตรวจรับ ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ จะต้องนำพัสดุกลับไปทั้งหมดและต้องส่งพัสดุใหม่พร้อมรายการปรับปรุงกระบวนการผลิตและการวิเคราะห์ สาเหตุหรือพัสดุที่มีการแก้ไขพร้อมกับรายงานที่แสดงรายการแก้ไข และการวิเคราะห์สาเหตุ นอกจากนี้ผู้ชนะ การประกวดราคาอิเล็กทรอนิกส์ต้องเป็นผู้รับผิดชอบค่าใช้จ่ายที่เกิดขึ้นในการทดสอบตรวจรับครั้งใหม่ทั้งหมด
   การไฟฟ้านครหลวงมีสิทธิ์ที่จะไม่ยอมรับพัสดุที่ส่งมอบทั้งหมด กรณีที่พัสดุที่ส่งมอบให้ การไฟฟ้านครหลวงมี design แตกต่างหรือผลิตโดยกระบวนการผลิตที่แตกต่างกับรายงานผลการทดสอบ เฉพาะแบบ (Type test report) ที่เคยส่งให้การไฟฟ้านครหลวงจัดทำ Shortlist หรือที่ผู้ชนะการประกวด ราคาอิเล็กทรอนิกส์ยื่นมาพร้อมกับเอกสารข้อเสนอ หรือพัสดุที่ส่งมอบแตกต่างจากตัวอย่างที่ส่งมาในขั้นตอน การเสนอราคา ทั้งนี้ พัสดุที่ส่งมอบต้องเป็นไปตามข้อกำหนดรายละเอียดพัสดุของการไฟฟ้านครหลวง
6. การรับประกันความชำรุดบกพร่อง
   ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องรับประกันความชำรุดบกพร่องของสิ่งของ
   ภายในระยะเวลาไม่น้อยกว่า 1 ปีนับถัดจากวันที่การไฟฟ้านครหลวงได้รับมอบสิ่งของครบถ้วนถูกต้องตามใบสั่งฯ/ สัญญา ในกรณีที่ผู้ยื่นข้อเสนอไม่แจ้งไว้จะถือว่ารับประกันความชำรุดบกพร่องของสิ่งของเป็นระยะเวลา 1 ปี นับถัดจากวันที่การไฟฟ้านครหลวงได้รับมอบสิ่งของครบถ้วนถูกต้องตามใบสั่งฯ/สัญญา
   ภายในกำหนดระยะเวลารับประกันความชำรุดบกพร่อง หากสิ่งของที่ส่งมอบเกิดชำรุด บกพร่อง หรือขัดข้องอันเนื่องมาจากการใช้งานตามปกติ หรือเมื่อนำไปใช้แล้วมีคุณสมบัติไม่ถูกต้อง ผู้ชนะการประกวดราคา อิเล็กทรอนิกส์จะต้องจัดการซ่อมแซม หรือแก้ไขให้อยู่ในสภาพที่ใช้การได้ดีดังเดิมโดยเร็ว หรือนำสิ่งของ มาเปลี่ยนให้ใหม่ ภายใน 60 วัน นับถัดจากวันที่ได้รับแจ้งจากการไฟฟ้านครหลวง และหากความชำรุดบกพร่อง

   หรือขัดข้องหรือมีคุณสมบัติไม่ถูกต้องดังกล่าว เกิดจากการผลิตสิ่งของที่ส่งมอบโดยใช้วัสดุคุณภาพต่ำ และ/หรือ การออกแบบที่ไม่ดี ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องเปลี่ยนสิ่งของที่ส่งมอบตามใบสั่งฯ/สัญญา ทั้งหมดให้แก่การไฟฟ้านครหลวง โดยไม่คิดค่าใช้จ่ายใด ๆ ทั้งสิ้นและผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ยอม รับผิดชอบในค่าใช้จ่ายอื่นใดที่เพิ่มขึ้น ตลอดจนค่าใช้จ่ายในการติดตั้งใหม่และ/หรือรื้อถอนสิ่งของ (ถ้ามี) อันเนื่องมาจากการชำรุดบกพร่อง และ/หรือจากการผลิตสิ่งของที่ส่งมอบโดยใช้วัสดุคุณภาพต่ำและ/หรือจาก การออกแบบที่ไม่ดีดังกล่าวด้วย
   ทั้งนี้ ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ยอมขยายระยะเวลารับประกันความชำรุดบกพร่องนี้ ออกไปอีกเท่ากับระยะเวลาที่เสียไปในการซ่อมแซม แก้ไข หรือนำสิ่งของมาเปลี่ยนให้ใหม่ โดยนับถัดจากวันที่ ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ ได้รับแจ้งเหตุชำรุดบกพร่องหรือขัดข้องดังกล่าวจากการไฟฟ้านครหลวง จนถึงวันที่การไฟฟ้านครหลวงได้รับมอบสิ่งของดังกล่าวในสภาพที่ซ่อมแซม หรือแก้ไขให้ใช้การได้ดีดังเดิม คืนจากผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ หรือผู้ชนะการประกวดราคาอิเล็กทรอนิกส์นำสิ่งของ มาเปลี่ยนให้ใหม่แล้วแต่กรณี
