สำนักงานวัฒนธรรมจังหวัดอุตรดิตถ์ มีนโยบายขับเคลื่อน Soft Power ด้านวัฒนธรรมท้องถิ่นผ่านโครงการจ้างเหมาจัดกิจกรรมส่งเสริมและพัฒนามวยไทยพระยาพิชัยดาบหักและมวยท่าเสา โดยมีวัตถุประสงค์เพื่อสืบสานภูมิปัญญามวยไทยท้องถิ่นสู่เยาวชน พัฒนาต่อยอดเป็น Soft Power ที่สร้างรายได้ และเผยแพร่ประชาสัมพันธ์ให้เป็นที่รู้จักในระดับประเทศ
ขอบเขตการดำเนินงานครอบคลุมกิจกรรมหลัก 2 ส่วน: 1) กิจกรรมฝึกอบรม เป็นเวลา 10 วัน สำหรับผู้เข้าร่วม 45 คน โดยผู้รับจ้างต้องจัดหาทุกอย่างครบวงจร รวมถึงวิทยากร สถานที่ อาหาร เอกสาร อุปกรณ์ไหว้ครู และค่าพาหนะ 2) กิจกรรมมหกรรมมวยไทย เป็นเวลา 2 วัน 2 คืน ณ พื้นที่จังหวัดอุตรดิตถ์ (กำหนดเบื้องต้นที่วัดใหญ่ท่าเสา) ซึ่งประกอบด้วยงานหลายมิติ ได้แก่ การจัดนิทรรศการ พิธีบวงสรวงและไหว้ครู การประชาสัมพันธ์ผ่านป้ายไวนิล รถแห่ และสื่อออนไลน์ การจัดพิธีเปิดงานที่มีการถ่ายทอดสด การจัดบูธการเรียนรู้จากค่ายมวยท้องถิ่น การจัดการชกมวยแสดง (รวมนักชกต่างชาติและนักชกหญิง) การแสดงศิลปวัฒนธรรมและตำนานมวยไทย การเดินแบบแฟชั่นโชว์ กิจกรรมสร้างสรรค์เกี่ยวกับ Soft Power ตลอดจนการจัดการสถานที่ อำนวยความสะดวก ความปลอดภัย และการจัดการขยะอย่างสมบูรณ์
ผลลัพธ์ที่คาดหวังคือการสร้างแรงบันดาลใจและถ่ายทอดความรู้ให้ผู้เข้าร่วมอบรมอย่างน้อย 45 คน และดึงดูดผู้เข้าร่วมงานมหกรรมไม่น้อยกว่า 1,000 คน เพื่อผลักดันให้มวยไทยพระยาพิชัยดาบหักและมวยท่าเสากลายเป็น Soft Power ที่มีมูลค่าเศรษฐกิจของจังหวัดและประเทศ
The Uttaradit Provincial Office of Culture is procuring a contractor to implement a project to promote and develop Phraya Phichai Dab Hak and Muay Tha Sao, a local form of Muay Thai, as a key Soft Power asset of the province. The project has two main scopes of work: 1) A 10-day training program for 45 participants, where the contractor is responsible for providing trainers, venue, food, materials, ceremonial equipment, and transportation allowances. 2) A 2-day, 2-night Muay Thai festival to be held in Uttaradit province (initially planned at Wat Yai Tha Sao). This grand event includes organizing an exhibition, traditional blessing and wai khru ceremonies, extensive publicity via banners, parade vehicles, and online media, an opening ceremony with live streaming, learning booths from local Muay Thai camps, demonstration fights (including foreign and female fighters), cultural and historical performances, a fashion show, creative Soft Power activities, and comprehensive management of the venue, facilities, security, and waste disposal.
The expected outcomes are to equip at least 45 trainees with knowledge and skills and attract over 1,000 attendees to the festival, ultimately driving Phraya Phichai Dab Hak and Muay Tha Sao Muay Thai to become a recognized and economically valuable Soft Power for the province and the nation.
