รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์เพื่อว่าจ้างผู้ให้บริการที่มีความเชี่ยวชาญมาดูแล ซ่อมบำรุง และพัฒนาระบบสารสนเทศหลักของคณะแพทยศาสตร์ มหาวิทยาลัยขอนแก่น ให้มีประสิทธิภาพและพร้อมใช้งานสูงสุด ระยะเวลาจ้างบริการคือ 365 วัน นับจากวันลงนามในสัญญา โดยมีงบประมาณทั้งสิ้น 16,176,660 บาท (รวมภาษีมูลค่าเพิ่มแล้ว)
งานหลักประกอบด้วยการดูแลระบบสารสนเทศโรงพยาบาล (Hospital Information System) ซึ่งรวมถึงระบบบริการทางการแพทย์ ระบบบัญชีการเงิน ระบบจัดซื้อจัดจ้าง และระบบบริหารทรัพยากรองค์กร (ERP) เพื่อให้ระบบมีความพร้อมใช้งานอย่างต่อเนื่อง มีเสถียรภาพ และปลอดภัย นอกจากนี้ยังรวมถึงการบำรุงรักษาเชิงป้องกัน (Preventive Maintenance) การแก้ไขปัญหาขัดข้อง (Corrective Maintenance) การดูแลฐานข้อมูล และการจัดตั้งระบบช่วยเหลือผู้ใช้งาน (Help Desk) ที่ให้บริการทั้งในเวลาทำการปกติ เวลากลางคืน และวันหยุด (On-call Service)
ผู้ให้บริการต้องจัดหาบุคลากรเฉพาะทางจำนวน 4 ตำแหน่งหลัก ได้แก่ ผู้จัดการโครงการ หัวหน้างานดูแลระบบบริการทางการแพทย์ หัวหน้างานดูแลระบบบัญชีการเงินและ ERP และเจ้าหน้าที่อาวุโสดูแลระบบบริการทางการแพทย์ พร้อมทั้งต้องมีใบรับรองมาตรฐาน ISO 9001:2015 และบุคลากรที่ผ่านการอบรม ITIL
This project aims to hire a specialized service provider to maintain, repair, and develop the core information systems of the Faculty of Medicine, Khon Kaen University, ensuring maximum efficiency and availability. The service contract period is 365 days from the signing date, with a total budget of 16,176,660 Baht (including VAT).
The primary scope of work involves maintaining the Hospital Information System (HIS), including medical service systems, accounting and finance systems, procurement systems, and Enterprise Resource Planning (ERP) systems. The goal is to ensure continuous, stable, and secure system operation. The work also encompasses Preventive Maintenance, Corrective Maintenance, database maintenance, and the establishment of a 24/7 Help Desk service with on-call support during non-working hours and holidays.
The service provider must deploy a dedicated team of 4 key personnel: Project Manager, Integrated Information System Team Leader (Medical Services), Information System Team Leader (Accounting/Finance/Procurement/ERP), and Senior Medical Information System Officer. The company must hold ISO 9001:2015 certification, and its personnel should have ITIL training certification.
