กรมการพัฒนาชุมชน โดยศูนย์สารสนเทศเพื่อการพัฒนาชุมชน มีความประสงค์จ้างบริการบำรุงรักษาระบบตรวจสอบสิทธิ์ผู้ใช้งานอินเทอร์เน็ต ตามพระราชบัญญัติว่าด้วยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ โดยระบบมีหน้าที่จัดเก็บข้อมูลจราจรทางคอมพิวเตอร์ (Log File) ที่ระบุตัวผู้ใช้งานได้ไม่น้อยกว่า 90 วัน
ขอบเขตงานหลักครอบคลุมการบำรุงรักษาอุปกรณ์และระบบทั้งหมด เพื่อเพิ่มสมรรถนะ ความต่อเนื่อง และประสิทธิภาพของบริการ งานประกอบด้วย: (1) ดูแลรักษาอุปกรณ์เกตเวย์สำหรับเครือข่าย VPN (Mikrotik) 2 ระบบ, (2) อุปกรณ์จัดเก็บข้อมูลจราจร (NetEvid) 2 ระบบ, (3) อุปกรณ์ป้องกันเครือข่ายและยืนยันตัวตน (Firewall Router, Mikrotik) จำนวน 478 ระบบที่สำนักงานพัฒนาชุมชนอำเภอ, และ (4) ระบบบริหารจัดการส่วนกลางสำหรับตรวจสอบและเฝ้าระวังการทำงานของอุปกรณ์ นอกจากนี้ ยังรวมถึงการบำรุงรักษาอุปกรณ์ที่ศูนย์ศึกษาการพัฒนาเขาหินซ้อน จ.ฉะเชิงเทรา อีก 1 ระบบ โดยผู้รับจ้างต้องรับประกันอุปกรณ์ จัดทำทะเบียนประวัติ จัดส่ง System Log ไปยัง Log Server และรับผิดชอบค่าใช้จ่ายทั้งหมดหากต้องย้ายอุปกรณ์เมื่อหน่วยงานย้ายที่ทำการใหม่
The Department of Community Development (DCD) is seeking a contractor for the “Internet User Authentication System Maintenance Project.” The project aims to maintain and enhance the performance, continuity, and efficiency of the system used to authenticate internet users and store computer traffic logs (Log Files) for at least 90 days, as required by the Computer Crime Act.
The core scope of work involves comprehensive maintenance of network and security infrastructure. This includes: (1) maintaining 2 Mikrotik gateway devices for VPN connections, (2) maintaining 2 NetEvid log file storage systems, (3) maintaining 478 Mikrotik firewall/router devices with user authentication deployed at district community development offices nationwide, and (4) maintaining central management systems for monitoring and analysis. Additionally, the contractor must maintain a similar system at the Khao Hin Son Royal Development Study Center in Chachoengsao Province. The contractor is responsible for guaranteeing the equipment, maintaining an asset register, forwarding necessary system logs to the DCD’s log server, and bearing all costs for relocating equipment if any offices move to new locations.
