เอกสารฉบับนี้คือแบบฟอร์มแสดงความคิดเห็นอย่างเป็นทางการ ซึ่งออกโดยกรมชลประทาน เพื่อเปิดโอกาสให้ผู้ประกอบการหรือผู้มีส่วนได้ส่วนเสียสามารถให้ข้อเสนอแนะ ข้อกังวล หรือคำแนะนำต่อร่างเอกสารการจัดซื้อจัดจ้าง ก่อนที่จะมีการประกาศเชิญชวนอย่างเป็นทางการผ่านวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) กระบวนการนี้เป็นไปตามหลักธรรมาภิบาลและความโปร่งใสในการจัดซื้อจัดจ้างภาครัฐ
เนื้อหาของแบบฟอร์มระบุให้ผู้แสดงความคิดเห็นกรอกข้อมูลส่วนตัวและข้อมูลนิติบุคคลอย่างครบถ้วน พร้อมแนบเอกสารประกอบ เช่น สำเนาหนังสือรับรองนิติบุคคล และบัตรประชาชน โดยความคิดเห็นสามารถแสดงได้ในหลายประเด็นหลัก ได้แก่ 1) คุณสมบัติผู้ยื่นข้อเสนอ 2) เอกสารหลักฐานการยื่นข้อเสนอ 3) เงื่อนไขการจัดซื้อจัดจ้าง 4) รายละเอียดเกี่ยวกับร่างขอบเขตของงานหรือคุณลักษณะเฉพาะของพัสดุ และ 5) ประเด็นอื่นๆ
วัตถุประสงค์หลักคือเพื่อรวบรวมข้อคิดเห็นจากภาคเอกชนเพื่อนำไปปรับปรุงร่างเอกสารการจัดซื้อจัดจ้างให้มีความชัดเจน ถูกต้อง เหมาะสม และเป็นธรรมมากยิ่งขึ้น ก่อนดำเนินการตามกระบวนการ e-bidding ต่อไป
