โครงการนี้มีวัตถุประสงค์เพื่อจัดตั้งศูนย์สำรองข้อมูลกรณีเกิดภัยพิบัติ (Disaster Recovery Site: DR Site) สำหรับระบบจัดเก็บค่าธรรมเนียมผ่านทางอัตโนมัติแบบไม่มีไม้กั้น (M-Flow) ของกรมทางหลวง โดยมีราคากลางประมาณ 166.58 ล้านบาท ขอบเขตงานครอบคลุมการออกแบบระบบโครงสร้างพื้นฐานของศูนย์ DR Site และการออกแบบการทดสอบการทำงานของระบบ M-Flow ที่ศูนย์ดังกล่าว ซึ่งรวมถึงการจัดหาจัดส่ง ติดตั้ง และทดสอบอุปกรณ์เซิร์ฟเวอร์ เครื่องกู้กระแสไฟฟ้า ระบบเครือข่าย ระบบจัดเก็บข้อมูล รวมถึงซอฟต์แวร์ระบบบริหารจัดการฐานข้อมูลและระบบปฏิบัติการที่จำเป็น ผู้รับจ้างต้องดำเนินงานให้แล้วเสร็จภายใน 360 วันนับจากวันลงนามสัญญา และต้องให้บริการรับประกันผลงานเป็นเวลา 2 ปี นับจากวันส่งมอบงาน โดยโครงการเน้นการพิจารณาเกณฑ์ด้านเทคนิคเป็นหลัก (น้ำหนัก 70%) ร่วมกับราคา (น้ำหนัก 30%) ผู้ยื่นข้อเสนอต้องมีคุณสมบัติเฉพาะด้าน เช่น มีประสบการณ์โครงการติดตั้งเซิร์ฟเวอร์และพัฒนาระบบสารสนเทศมูลค่าไม่ต่ำกว่า 50 ล้านบาท และต้องเป็นตัวแทนจำหน่ายที่ได้รับการแต่งตั้งสำหรับอุปกรณ์และซอฟต์แวร์เป้าหมาย
This project aims to establish a Disaster Recovery Site (DR Site) for the M-Flow electronic toll collection system of the Department of Highways, with an estimated budget of 166.58 million THB. The scope of work includes the design of the DR site’s infrastructure and the testing design for the M-Flow system at the DR site. It encompasses the supply, delivery, installation, and testing of servers, UPS systems, network equipment, storage systems, as well as necessary database management and operating system software. The contractor must complete the work within 360 days from the contract signing date and provide a 2-year warranty period from the handover date. The bid evaluation emphasizes technical criteria (70% weight) alongside price (30% weight). Bidders must meet specific qualifications, including experience in server installation and information system development projects worth at least 50 million THB, and must be authorized distributors for the target hardware and software.
