• ดำเนินการทดสอบตามเงื่อนไขการตรวจรับของ กฟภ.
• รับผิดชอบค่าใช้จ่ายในการทดสอบอุปกรณ์ตามที่ กฟภ. กำหนด

• Eligibility Requirements: ต้องเป็นนิติบุคคลหรือบุคคลธรรมดาที่มีคุณสมบัติครบถ้วนตามกฎหมายจัดซื้อจัดจ้างภาครัฐ
• Standards Compliance: ผลิตภัณฑ์ต้องผ่านการทดสอบตามมาตรฐาน BS EN 50483-4: 2009
• Experience: ผู้ผลิตต้องมีประสบการณ์การผลิตและจำหน่าย IPC ให้กับลูกค้าภายนอกประเทศไม่น้อยกว่า 5 ปี (ยกเว้นแบรนด์ที่ กฟภ. ยอมรับแล้ว)
• Technical Capabilities: ต้องมีอุปกรณ์ที่ผ่านการทดสอบ Field Trial ในระบบของ กฟภ. มาแล้วไม่น้อยกว่า 12 เดือน (ยกเว้นแบรนด์ที่ กฟภ. ยอมรับแล้ว)
• Personnel: -

• พิจารณาจากคุณสมบัติทางเทคนิคที่ครบถ้วนตาม Specification
• พิจารณาจากเอกสารรับรองผลการทดสอบ (Type Test) หรือใบรับรองการขึ้นทะเบียนผลิตภัณฑ์ (PEA Product Acceptance)
• พิจารณาจากประสบการณ์ของผู้ผลิตและประวัติการใช้งานจริง
• พิจารณาจากราคาและระยะเวลาในการส่งมอบ

Material, equipment, and specifications for INSULATION PIERCING CONNECTORS
General material and packing instructions
Additional to the general instructions, the following shall be observed:
Scope
This specification covers the design, construction, performance and test requirement for low-voltage Insulation Piercing Connectors (IPC) using for low voltage overhead distribution systems and suitable for connecting low voltage PVC-insulated aluminium cables and PVC-jacket XLPE-insulated copper
cables.
Standards
The IPC shall be manufactured and tested in accordance with the following standard:
BS EN 50483-4: 2009
Test requirements for low voltage aerial bundled cable accessories –
Part 4: Connectors
And all other relevant standards, unless otherwise specified in these specifications.
PEA will accept the type test reports in accordance with the later edition of the above standards.
PEA will also accept the type test report in accordance with the previous edition of the above standard, if there is no significant change in any test items or no additional test item(s) compared with the above standard. On the other hand, if there is significant change in any test items or there are any additional test items, the previous edition type test report with the additional test report(s) of the significant change test item(s) and/or additional test item(s) will be also accepted.

16.2
Characteristics and construction
1c.2.1 General
The IPC shall be designed to make a connection between the uncut main cable and branch cable by
maintaining cable’s mechanical and electrical properties and shall be capable of connecting aluminium
stranded conductor and copper stranded conductor. The IPC shall be suitable for using on a live line
works without striping off the insulation of main and branch cables. There is NO electrical live part on
the connector that can be reached directly during and after installation.
Contact teeth of the IPC shall be imbedded in mould plastic and filled with oxide inhibiting
compound.
Torque control nut draws the two halves of the connector together and shall be sheared off when the
teeth have pierced the insulation and made proper contact.
1c.2.2 Design and construction
(1) The housing of the IPC shall be made entirely of glass fiber reinforced plastic with mechanical-
proof, weather-proof and electrical insulated properties.
(2) Screws and nuts, used for fitting with the IPC, shall be torque control shear head type for
providing an adequate clamping torque to achieve proper connections without using any special
tools. The minimum and maximum torque shall be according to manufacturer’s design. The shear
heads shall be made of aluminium or metal or plastic. After the head is sheared off, the IPC shall
remain possible to remove by operator. The screws, nuts and washers shall be made of non-
corrosive material, such as stainless steel or hot dip galvanized or zinc flake coating steel, which
shall maintain the pressure of the connector on the cable throughout the service life of the
connector. The screws and nuts shall be insulated from the contact blades and any conductive
parts thus providing a maximum safety for an operator even during live line installations.
(3) The IPC shall not have detachable parts to prevent them from missing during transportations or
fall apart during installation and while in service.
(4) The IPC shall perform piercing and connecting on main and branch cables simultaneously. (5) The contact teeth shall be copper or brass with tin plated. The number and the length of the teeth
shall be adequate enough to penetrate the insulation of the cable to achieve proper connections
while simultaneously insulating and sealing the connection without striping off the insulation. To
ensure a good electrical contact, I bolt connector shall be provided with minimum of two lower
and upper contact teeth. The connector teeth shall be factory greased and sealed to retard water or
moisture ingress and corrosion. There shall not be any appreciable change in contact resistance
caused by temperature after overloads and load cycling.

(6) The IPC shall be water proof and the water tightness, the interior surfaces of the IPC shall be
filled with the rubber seal around contact teeth shall be compatible with grease used. Rubber seal
shall be in a manner to provide proper sealing around the piercing point in order to prevent
moisture penetration and to avoid the damage to insulation beyond piercing point. Rubber parts
shall comprised of material that exhibit resistance to aging caused by heating or other weather
conditions.
(7) The connector shall have a end cap for sealing cut end of the branch cable on either side of the
connector in order to prevent moisture penetration. The end cap shall be made of weather and UV
resistant plastic insulated material. End cap shall be seal the cut end of branch cable. The life span
of the end cap shall be the same as the IPC itself.
(8) All the metallic parts other than contact teeth and fastener (e.g. bolt, nut, washer and torque
control shear head), shall be stainless steel or hot-dip galvanized or zinc flake coating steel.
(9) The IPC shall have good finish and shall be free from all flaws, sharp radii of curvature and
suitably rounded off.
Markings
The markings shall be marked legibly and durably on the IPC’s body, marking by using stickers shall
be not accepted, as follows:
(1) Manufacturer’s name or trademark
(2) Type or Model
(3) Month and year of manufacture or batch number
(4) Range of conductor’s size (mm) for both main and branch
(5) Nominal operating torque
(6) Other according to manufacturer’s design
Manufacturing experience and field trial requirement
The proposed IPC shall have been supplied to customers outside country of the manufacturer for not
less than five (5) years counted to the bid closing date. The supply list indicating type of IPC, country
and name of customers and year of delivery shall be submitted with the bid.
The proposed IPC shall be passed, at least 12 months, field trial in PEA’s distribution system. The
bidders have to submit PEA’s letter of certification of the field trial with the bid.
The IPC offered without the letter of certification will be rejected.

Packing
Each item shall be packed separately in suitable packages in sets or pieces.
Packages of same item may be packed together in suitable cases.

The proposed IPC shall be passed type test item in accordance with the BS EN 50483-4 as follows:
(1) Mechanical tests
(1.1) Test for mechanic damage to the main conductor

(1.3) Connector bolt tightening test
(14) Shear head function test
(1.5) Low temperature impact test
(2) Dielectric voltage test (Class 1 – alternate voltage to be applied is 6 kV)
(3) Low temperature assembly test
(4) Environmental tests
(4.1) Corrosion test
(4.2) Climatic ageing test
(5) Electrical ageing test (Class A or B)
The type tests shall be conducted or inspected by the acknowledged testing laboratories/institutes as
following:
(1) Independent laboratories/institutes which are members of the Short-circuit Testing Liaison (STL)
or independent laboratories/institutes which are accredited according to TIS 17025 or ISO/IEC
17025 with the scope of accreditation covered the relevant test items, standards and equipment.
The certification and scope of accreditation of the independent laboratories/institutes shall be
submitted with the bid for consideration.
(2) Thailand’s national laboratories, institutes, universities and electric utilities, as follows:

• National Metal and Materials Technology Center (MTEC)
• Electrical and Electronic Products Testing Center (PTEC)
• Thai Industrial Standards Institute (TISI)
• Electrical and Electronics Institute (EEI)
• Department of Science Service (DSS)
• Testing Laboratory, Electrical Engineering Department, Faculty of Engineering, Chulalongkorn
  University
• Electricity Generating Authority of Thailand (EGAT)
• Metropolitan Electricity Authority (MEA)
• Provincial Electricity Authority (PEA)
• Other laboratories, institutes, universities or electric utilities approved by PEA
  In case of the foreign manufacturers have experience of more than twenty (20) years in design,
  manufacture and sell the IPC, PEA will accept type and design test report(s) conducted by the
  manufacturer’s laboratory or other independent laboratories without qualification mentioned in (1) or (2).

  Documents showing the manufacturer’s experience such as reference list shall be submitted with the
  bid for consideration.
  The bidders or manufacturers who prefer to carry out the type and design tests of the IPC with the
  laboratories or by the manufacturer themselves without the qualification mentioned above, the detail
  of the test facilities of the laboratories or the manufacturer shall be submitted to PEA for approval
  before proceeding the tests and before the bid closing date. PEA reserves the right to send
  representatives to inspect and witness the tests with the cost of the bidders or manufacturers.
  The type test report done by the laboratories in Thailand or local manufacturers shall be valid within
  five (5) years counted from the issued date in the test report to the bid closing date.
  The bidders have to submit the type test reports of the proposed IPC with the bid.
  PEA will also accept other documents or other conditions instead of the type test reports in the
  following conditions:
  (1) In case the proposed IPC has been supplied to PEA and get the order from PEA’s Procurement
  Department or Substation Work Department or Transmission and Distribution System Work
  Department (from PEA’s head office), the Purchase Order (PO) or contract with List of supplier or
  Proposal form can be submitted with the bid, or
  (2) In case the proposed IPC has been registered for PEA Product Acceptance, the not-expired
  registration certificate counted to the bid closing date can be submitted with the bid, or
  (3) In case the proposed IPC has been registered for Product lists for substation turnkey project, the
  not-expired registration certificate counted to the bid closing date can be submitted with the bid
  instead
  However the document in all above conditions shall be proved that the IPC specified in the PO or registration certificate shall be the same product, type/model and all ratings as the proposed IPC for
  this bid.
  The cost of all tests and reports shall be borne by the Bidders/Manufacturer/Contractor.

  The sample of the proposed IPC shall pass the following acceptance test items:
  (1) Visual check
  (2) Shear head breaking torques test at ambient temperature. The breaking torques shall be within
  ranges according to manufacturer’s standard.
  (3) Dielectric voltage test (Class 1 - alternate voltage to be applied is 4 kV) according to BS EN
  50483-4 clause 8.1.3.1
  PEA’s acceptance committee will randomly select samples of proposed IPC from each lot. The
  number of the samples for each lot and criteria for consideration shall be according to Table 1.
  PEA reserves the right to test the samples by PEA’s laboratory or by supplier’s factory or by
  acknowledged independent testing laboratories as mentioned in le.1. In case of testing by the
  supplier’s factory or by the independent testing laboratories, PEA reserved the right to send
  representatives to inspect and witness the tests.
  The cost of the acceptance tests shall be borne by the Contractor.

  In case the failing samples are not more than the maximum number of failing sample in the acceptance
  test according to the Table 1, the contractor has to take responsibility as following procedure.
  (1) The contractor has to recheck all delivered IPC in that lot and repair or fix the defective IPC in
  that lot.
  (2) The contractor shall analyze the problem and send the report to PEA’s acceptance committee
  before the lot accepted.
  (3) The IPC which are repaired or fixed in that lot shall be retested only in the relevant test items.
  After the tests, the additional IPC shall be supplied by the contractor with free of charge to
  compensate the samples which are tested in the destructive test with the same amount of the
  samples.

ผู้ยื่นข้อเสนอสามารถยื่นเอกสาร หรือหลักฐานอื่นเพื่อประกอบการพิจารณาจัดซื้อ จัดจ้าง หรือจ้าง ก่อสร้าง แทนการยื่นรายงานผลการทดสอบเฉพาะแบบ (Type test report) หรือหนังสือรับรองผลการทดสอบ เฉพาะแบบ (Type test certificate) ได้ ดังนี้
(1) กรณีที่เป็นอุปกรณ์ที่การไฟฟ้าส่วนภูมิภาคสํานักงานใหญ่ โดยฝ่ายจัดหา หรือฝ่ายงานสถานีไฟฟ้า หรือ ฝ่ายงานระบบไฟฟ้า เคยรับไว้ใช้งานจากการจัดซื้อ จัดจ้าง หรืองานจ้างก่อสร้างแล้ว ผู้ยื่นข้อเสนอสามารถ ยื่นสําเนาหนังสือสั่งซื้อ/จ้าง (Purchase order) หรือสําเนาหนังสือสัญญาจ้างก่อสร้างพร้อมบัญชีแสดง ปริมาณวัสดุ (Bill of Quantities: BOQ) ที่ออกโดยการไฟฟ้าส่วนภูมิภาค แทนได้ หรือ
(2) กรณีที่อุปกรณ์ที่เสนอได้รับการขึ้นทะเบียน และควบคุมคุณภาพผลิตภัณฑ์ (PEA Product Acceptance) แล้ว ผู้ยื่นข้อเสนอสามารถยื่นเอกสารรับรองการขึ้นทะเบียนฯ ที่ยังไม่หมดอายุในวันที่ยื่นเอกสาร แทน ได้ หรือ
(3) กรณีที่อุปกรณ์ที่เสนอราคา ได้รับการขึ้นทะเบียนอุปกรณ์หลักในงานจ้างก่อสร้างสถานีไฟฟ้า (Product list) แล้ว ผู้ยื่นข้อเสนอสามารถยื่นเอกสารรับรองการขึ้นทะเบียนฯ ที่ยังไม่หมดอายุในวันที่ยื่นเอกสาร แทนได้

All items of the type or design tests shall be conducted or inspected by the acknowledged testing laboratories/institutes as following:
(1) Laboratories/institutes which are members of the Short-circuit Testing Liaison (STL) or independent laboratories/institutes which are accredited according to TIS 17025 or ISO/IEC 17025 with the scope of accreditation covered the relevant test items, standards and equipment. The certification and scope of accreditation of the independent laboratories/institutes shall be submitted with the bid for consideration.
(2) Thailand’s national laboratories, institutes, universities and electric utilities, as follows:

In case of the foreign manufacturers have experience of more than twenty (20) years in design, manufacture and sell such the proposed equipment for using in equal to or higher than system voltages of the proposed equipment, PEA will accept type or design test reports conducted by the manufacturer’s laboratory or other independent laboratories without qualification mentioned in (1) or (2). Documents showing the manufacturer’s experience such as reference list shall be submitted with the bid for consideration.

The bidders or manufacturers who prefer to carry out the type or design tests of the proposed equipment by the laboratories or by the manufacturer themselves without the qualification mentioned above, the detail of the test facilities of the laboratories or the manufacturer shall be submitted to PEA for approval before proceeding the tests and before the bid closing date. PEA reserves the right to send representatives to inspect and witness the tests with the cost of the bidders or manufacturers.
The type or design test reports done by the laboratories in Thailand or local manufacturers shall be valid within five (5) years counted from the issued date in the test report to the bid closing date.

เงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุ
ผู้ยื่นข้อเสนอ จะต้องปฏิบัติตามเงื่อนไขประกอบการจัดซื้อพัสดุดังนี้
ข้อ ๑ “ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงาน ผลการทดสอบเฉพาะแบบ (Type test reports) และเอกสารอื่นๆ ตามที่ได้ระบุไว้ในรายละเอียดสเปค (Specification) ให้ครบถ้วนพร้อมกับการยื่นข้อเสนอ โดยเอกสารทางเทคนิคดังกล่าวจะต้องเป็นภาพสีเหมือนกับเอกสาร ต้นฉบับ หากผู้ยื่นข้อเสนอยื่นเสนอเอกสารเป็นภาพขาวดํา การไฟฟ้าส่วนภูมิภาคมีสิทธิร้องขอเอกสารภาพสี เพื่อเปรียบเทียบกับเอกสารภาพขาวดําที่เสนอมา และต้องเป็นภาษาไทยหรือภาษาอังกฤษ กรณีเป็นภาษาอื่น นอกเหนือจากข้างต้น ต้องแปลเป็นภาษาไทยหรือภาษาอังกฤษเท่านั้น สําหรับเอกสารทางเทคนิคที่ผู้ยื่น ข้อเสนอโดยวิธีคัดเลือกจะต้องกรอกรายละเอียดโดยวิธีการพิมพ์เท่านั้น การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะไม่รับ พิจารณาผู้ยื่นข้อเสนอที่ยื่นเอกสารทางเทคนิคไม่ครบถ้วน หรือไม่เป็นไปตามที่ระบุข้างต้น
ข้อ ๒ การไฟฟ้าส่วนภูมิภาคจะพิจารณาเฉพาะเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงานผลการทดสอบเฉพาะแบบ (Type test reports) หรือเอกสารอื่นๆที่ระบุผลิตภัณฑ์ เป็นแบบ (Type) หรือเป็นรุ่น (Model) ที่ตรงกับที่ผู้ยื่นข้อเสนอระบุไว้ในรายการที่เสนอราคาเท่านั้น เว้นแต่ รายละเอียดสเปค (Specification) ระบุความต้องการเอกสารทางเทคนิคไว้เป็นอย่างอื่น
ข้อ ๓ กรณีผู้ยื่นข้อเสนอ เสนอผลิตภัณฑ์ที่เป็นเซอร์กิตเบรกเกอร์ สวิตซ์ และอุปกรณ์ตัดตอนในระบบ จําหน่าย ผู้ยื่นข้อเสนอจะต้องดําเนินการ ดังนี้
๓.๑ เซอร์กิตเบรกเกอร์ ที่จะจัดซื้อตั้งแต่ระบบ ๒๒ kV ขึ้นไป จะต้องมีคุณสมบัติเป็นไปตาม รายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้
๓.๑.๑ ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว
ไม่น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานโดยไม่มีปัญหาในสถานีไฟฟ้าของภาครัฐ และ/หรือเอกชนในประเทศ ที่เชื่อถือได้ มาแล้วไม่น้อยกว่า ๑ แห่ง เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือประสบการณ์ในการผลิต และ/หรือ การติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการ ขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยื่นข้อเสนอ หรือ
๓.๑.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product list หรือการขึ้นทะเบียนอื่นๆ ที่ การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
๓.๑.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาค มาพร้อมกับการยื่นข้อเสนอ

๓.๒ สวิตซ์ และอุปกรณ์ตัดตอนในระบบจําหน่ายที่จะจัดซื้อ ตั้งแต่ระบบ ๒๒ kV ขึ้นไป aulun Dropout fuse cutout, Disconnecting switches, Air break switches, Remote controlled switches (SF, gas load break switches). Automatic switching equipment for switching power capacitor bank และ Recloser จะต้องมีคุณสมบัติเป็นไปตามรายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้
๓.๒.๑ ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว ไม่ น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานในระบบจําหน่ายมาแล้วไม่น้อยกว่า ๔๐๐ ชุด เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยื่น
ข้อเสนอ หรือ
๓.๒.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product List หรือการขึ้นทะเบียนอื่นๆ ที่การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
๓.๒.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาคมาพร้อมกับการยื่นข้อเสนอ
๓.๓ ผู้ยื่นข้อเสนอสามารถเสนอขายเซอร์กิตเบรกเกอร์ สวิตซ์หรืออุปกรณ์ตัดตอนในระบบ จําหน่าย จากผู้ผลิตที่ไม่มีคุณสมบัติตามที่ระบุไว้ในข้อ ๓.๒ หรือ ๓.๒ ดังกล่าวได้ แต่ต้องเป็นผู้ที่ผลิตภายใต้ ใบอนุญาต (License) และจะต้องประทับตราเครื่องหมายการค้า (Brand-Name or Trade-mark) เดิมของ ผู้ให้ใบอนุญาตบนพัสดุ โดยผู้ให้ใบอนุญาต (Licensor) จะต้องมีคุณสมบัติตามข้อ ๓.๑.๑ หรือ ๓.๒.๑ แล้วแต่
กรณี
โดยกรณีนี้ผู้ผลิตภายใต้ใบอนุญาตจะต้องทําการทดสอบเฉพาะแบบ (Design or Type
tests) เซอร์กิตเบรกเกอร์ สวิตซ์ หรืออุปกรณ์ตัดตอนในระบบจําหน่ายตามมาตรฐานที่กําหนดไว้ใน รายละเอียดสเปค (Specification) ใหม่ทั้งหมด
ทั้งนี้ ผู้ยื่นข้อเสนอต้องยื่นใบอนุญาต (License) ที่ยังไม่หมดอายุ มาพร้อมกับเอกสารแสดง ประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า ของผู้ให้ใบอนุญาต (Licensor) มาพร้อมกับ การยื่นข้อเสนอ
๓.๔ หากผู้ยื่นข้อเสนอ เสนอรายละเอียดไม่เป็นไปตามข้อ ๓.๑,๓.๒ และ ๓.๓ ข้างต้น การไฟฟ้าส่วนภูมิภาคสงวนสิทธิที่จะไม่จัดซื้อ

ข้อ ๔ กรณีที่อุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๐๕ kV และระบบจําหน่าย ๒๒ KV และ ๓๓ kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตซ์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึงมิเตอร์สําหรับวัดพลังงานไฟฟ้า ผลิตภัณฑ์ใดก็ตามที่ การไฟฟ้าส่วนภูมิภาค จัดซื้อในแต่ ละสัญญา และติดตั้งใช้งานภายในระยะเวลา ๒ ปี นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งผลการตรวจ รับงวดสุดท้าย หรือภายในระยะเวลาอื่นตามที่รายละเอียดสเปค (Specification) กําหนด มีสถิติการชํารุดอัน เนื่องมาจากคุณภาพของผลิตภัณฑ์ เกินกว่าเกณฑ์ที่กําหนดไว้ในรายละเอียดสเปค (Specification) หรือกําหนด ไว้ในเงื่อนไขอื่นๆ ในขอบเขตของงาน (TOR) หรือกําหนดไว้ในสัญญาจัดซื้อ การไฟฟ้าส่วนภูมิภาคจะตัดสิทธิการ เสนอราคาผลิตภัณฑ์รุ่น (Model) / แคตตาล็อค (Catalogue No.) ดังกล่าว และจะไม่จัดซื้อเป็นการชั่วคราว ทั้งในระหว่างการพิจารณาจัดซื้อ และที่จะประกาศจัดซื้อใหม่จนกว่าผู้ผลิตหรือ ผู้แทนจําหน่ายผลิตภัณฑ์นั้นๆ จะส่งแผนการปรับปรุงคุณภาพผลิตภัณฑ์ และดําเนินการแก้ไขให้เป็นที่ยอมรับหรือได้รับการถอดถอนออกจาก
บัญชีรายชื่อผลิตภัณฑ์ที่ต้องปรับปรุงคุณภาพจากการไฟฟ้าส่วนภูมิภาคแล้ว และต้องพ้นกําหนดระยะเวลา 5 เตือน นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งตัดสิทธิการเสนอราคาผลิตภัณฑ์ดังกล่าวด้วย
ทั้งนี้ เงื่อนไขดังกล่าวจะไม่มีผลใช้บังคับย้อนหลังไปถึงการจัดซื้อที่ยังไม่มีเงื่อนไขนี้กําหนดไว้
ข้อ ๕ กรณีการจัดซื้ออุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๐๕ KV และระบบ จําหน่าย ๒๒ kV และ mm kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตซ์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึง มิเตอร์สําหรับวัดพลังงานไฟฟ้า การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะส่ง เจ้าหน้าที่ของการไฟฟ้าส่วนภูมิภาค หรือผู้แทนที่ได้รับการแต่งตั้งจากการไฟฟ้าส่วนภูมิภาคเข้าไปตรวจสอบ กระบวนการผลิตและการควบคุมคุณภาพ ณ โรงงานผู้ผลิต ตามเงื่อนไขและข้อกําหนดของการไฟฟ้าส่วน ภูมิภาค ก่อนการส่งมอบ โดยการไฟฟ้าส่วนภูมิภาคจะเป็นผู้ออกค่าใช้จ่ายในการเดินทาง และเบี้ยเลี้ยงของ เจ้าหน้าที่ฯหรือค่าจ้างผู้แทนฯเท่านั้น ทั้งนี้ กรณีการจัดซื้อหม้อแปลงมีรายละเอียดและขั้นตอนที่ผู้ได้รับการ สั่งซื้อต้องปฏิบัติตามเอกสารแนบจํานวน ๒ แผ่น กรณีพัสดุหรืออุปกรณ์ที่เสนอข้างต้น หากได้รับการรับรอง ตาม PEA Product Acceptance ให้ดําเนินการตามข้อ 5

ข้อ ๖ กรณีพัสดุที่จะจัดซื้อเป็นรายการที่ได้รับการขึ้นทะเบียนตามกระบวนการ PEA Product Acceptance การไฟฟ้าส่วนภูมิภาคจะดําเนินการดังนี้
๖.๑ ในการพิจารณาทางเทคนิค หากผู้ยื่นเสนอ เสนอผลิตภัณฑ์ที่ได้รับการขึ้นทะเบียน ตาม กระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้น ทะเบียนฯ ณ วันที่ยื่นเสนอราคา ให้แนบใบขึ้นทะเบียนฯ ของการไฟฟ้าส่วนภูมิภาค พร้อมเอกสาร ประกอบการเสนอราคาส่วนที่ ๒ โดยไม่ต้องยื่นเอกสาร แคตตาล็อกและ/แบบรูป แสดงรายละเอียด คุณลักษณะเฉพาะ ในกรณีที่ยื่นแคตตาล็อกฯ พร้อมใบขึ้นทะเบียนฯ ผู้เสนอราคาจะต้องจัดทําหนังสือยืนยัน เลือกเอกสารอย่างใดอย่างหนึ่งให้ การไฟฟ้าส่วนภูมิภาคทราบ
ตาม
๖.๒ ในขั้นตอนการตรวจรับพัสดุที่จัดซื้อ หากพัสดุรายการใดได้รับการขึ้นทะเบียน กระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้น

ทะเบียนฯ โดยคู่สัญญาต้องทําการทดสอบประจําและทดสอบเพื่อการตรวจรับ (โดยมีหัวข้อการทดสอบตามที่ ระบุในสเปค) ที่โรงงานผู้ผลิต/หน่วยทดสอบที่การไฟฟ้าส่วนภูมิภาคยอมรับ และส่งผลทดสอบดังกล่าวให้การ ไฟฟ้าส่วนภูมิภาค ทั้งนี้ ให้ใช้ใบขึ้นทะเบียนฯ ที่คงสถานะ การขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ใบขึ้น ทะเบียนฯ แทนการตรวจสอบการผลิตและการทดสอบ ณ โรงงานผู้ผลิต
ภายหลังทําสัญญา หากพบว่าการขึ้นทะเบียนของการไฟฟ้าส่วนภูมิภาค สิ้นสถานะหรืออยู่ ระหว่างถูกพักใช้ใบขึ้นทะเบียน การไฟฟ้าส่วนภูมิภาคจะดําเนินการตรวจรับพัสดุดังกล่าวตามเงื่อนไข หัวข้อทดสอบตามที่ระบุในสเปค และวิธีการตรวจรับพัสดุ ของการไฟฟ้าส่วนภูมิภาคที่บังคับใช้อยู่ในปัจจุบัน
ข้อ ๗ ผู้ชนะการเสนอราคาจะต้องแจ้งกําหนดวันส่งมอบพัสดุเป็นลายลักษณ์อักษรให้หน่วยงานจัดซื้อ และ/หรือ หน่วยงานที่จุดจัดส่งของการไฟฟ้าส่วนภูมิภาคทราบล่วงหน้าไม่น้อยกว่า ๓ วันทําการ เพื่อที่จะได้ กําหนดนัดวันตรวจรับต่อไปและจะต้องส่งมอบพัสดุภายในวันและเวลาทําการของหน่วยงาน
ข้อ 4 พัสดุที่การไฟฟ้าส่วนภูมิภาคกําหนดให้มีการทดสอบเพื่อการตรวจรับในหัวข้อที่เป็นการทดสอบ แบบทําลาย จนพัสดุไม่สามารถนํากลับมาใช้งานได้ คู่สัญญาจะต้องนําพัสดุใหม่มาทดแทนเพื่อให้ครบจํานวน ตามที่ระบุไว้ในสัญญาก่อนการไฟฟ้าส่วนภูมิภาครับมอบพัสดุไว้ใช้งาน โดยการไฟฟ้าส่วนภูมิภาคจะมีหนังสือ แจ้งให้ส่งของมาทดแทน ภายใน ๕ วันทําการนับจากวันที่ได้รับหนังสือแจ้ง หากคู่สัญญาไม่นํามาทดแทน ภายในเวลาที่กําหนด การไฟฟ้าส่วนภูมิภาคจะคิดค่าปรับกรณีส่งของล่าช้าในอัตราร้อยละ ๐.๒๐ ของมูลค่า พัสดุที่นํามาทดแทน และผู้ขายต้องรับพัสดุที่ทดสอบแล้วชํารุดคืนกลับไป ภายใน ๓๐ วัน หลังจากได้นําพัสดุ มาทดแทนให้การไฟฟ้าส่วนภูมิภาคแล้ว หากผู้ขายไม่ประสงค์จะรับพัสดุคืนให้ทําหนังสือแจ้งการไฟฟ้าส่วน ภูมิภาคทราบเพื่อที่จะดําเนินการต่อไป
๓๐ วัน
ข้อ ๔ การชําระราคาพัสดุที่ตกลงซื้อขายกันการไฟฟ้าส่วนภูมิภาคจะชําระภายในเวลา นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้ทําการตรวจรับพัสดุที่คู่สัญญาส่งมอบถูกต้องเรียบร้อยแล้วในแต่ละงวด
ข้อ ๑๐ ผู้ชนะการเสนอราคาจะต้องรับประกันความชํารุดบกพร่องอันเนื่องมาจากการใช้งานตามปกติ ของพัสดุเป็นเวลาไม่น้อยกว่า ๑ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว เว้นแต่
๑๐.๑ ปูนซีเมนต์ปอร์ตแลนด์ประเภทเกิดแรงสูงเร็ว ต้องรับประกันคุณภาพเป็นเวลาไม่น้อย กว่า ๓๐ วัน นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
๑๐.๒ พัสดุประเภทดังต่อไปนี้ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๓ ปี เว้นแต่ รายละเอียดสเปค (Specification) กําหนดระยะเวลารับประกันคุณภาพไว้มากกว่า ๓ ปี นับถัดวันที่การไฟฟ้า ส่วนภูมิภาคได้รับมอบแล้ว ให้ถือระยะเวลารับประกันคุณภาพที่กําหนดไว้ในรายละเอียดสเปค

• หม้อแปลงไฟฟ้ากําลัง ที่สเปคกําหนดรายละเอียดให้เป็นไปตามมาตรฐาน มอก. ๓๘๔ หรือมาตรฐานฉบับอื่นที่สํานักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) กําหนดให้เป็นมาตรฐานผลิตภัณฑ์อุตสาหกรรมสําหรับหม้อแปลง ไฟฟ้ากําลัง

  ๑๐.๓ พัสดุที่จะจัดซื้อเป็น Porcelain cable spacer with grip locks and High-Density Polyethylene (HDPE) cable spacers and snap-tie ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัด จากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
  ๑o.c Remote controlled switches for lolo kV and mm KV o Hz distribution
  system ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว ยกเว้น Battery ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๒ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบ
  แล้ว
  ๑๐.๕ Electronic energy meters ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
  ๑๐.๖ พัสดุ นอกเหนือจากที่ระบุไว้ในข้อ ๑๐.๑ ถึง ๑๐.๕ หากรายละเอียดสเปค (Specification) มีการระบุระยะเวลารับประกันคุณภาพไว้เป็นอย่างอื่น ให้ถือระยะเวลารับประกันคุณภาพที่
  กําหนดไว้ในรายละเอียดสเปค
  ถ้าพัสดุเกิดความบกพร่องเนื่องจากวัสดุและหรือฝีมือไม่ดี ต้องรีบจัดการแก้ไขหรือเปลี่ยนใหม่ ให้เรียบร้อยโดยไม่คิดมูลค่า ภายใน ๓๐ วัน นับถัดจากวันที่ได้รับแจ้งจากการไฟฟ้าส่วนภูมิภาค และหากความ บกพร่องดังกล่าวเป็นเหตุให้เกิดความเสียหายหรือเกิดอุบัติเหตุใดๆขึ้น ผู้ชนะการเสนอราคาจะต้องรับผิดชอบ ชดใช้ค่าเสียหายทั้งหมด ตามข้อกําหนดทั่วไป และ/หรือรายละเอียดสเปค (Specification) จะกําหนดไว้ โดย ไม่มีข้อโต้แย้งใดๆ
  ในกรณีที่ผู้ชนะการเสนอราคารับพัสดุไปแก้ไข หรือการไฟฟ้าส่วนภูมิภาคส่งมอบพัสดุให้ผู้
  ชนะการเสนอราคาไปดําเนินการแก้ไข และผู้ชนะการเสนอราคาส่งมอบพัสดุที่แก้ไขแล้วคืนเกินกําหนดเวลา
  ๓๐ วัน ผู้ชนะการเสนอราคาต้องขยายกําหนดเวลารับประกันความชํารุดบกพร่องเท่ากับจํานวนวันที่เกินจาก กําหนด ๓๐ วัน โดยนับต่อจากวันครบกําหนดเวลารับประกันเติม สําหรับกรณีที่แก้ไขแล้วเสร็จพ้นกําหนดเวลา รับประกัน ให้ขยายกําหนดตามจํานวนวันที่เกินจากกําหนด ๓๐ วัน โดยนับต่อจากวันส่งมอบพัสดุที่แก้ไขเสร็จ เรียบร้อย แล้วแต่กรณี และยอมให้การไฟฟ้าส่วนภูมิภาคปรับเป็นรายวันในอัตรา ร้อยละ ๐.๐๔๑๐๙ ของ ราคาพัสดุรวมภาษีมูลค่าเพิ่ม ที่แก้ไขเกินกําหนด
  ข้อ ๑๑ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ ๓๐๐ ล้านบาทขึ้นไป (ตามประกาศคณะกรรมการ ความร่วมมือป้องกันการทุจริต เรื่อง มาตรฐานขั้นต่ําของนโยบายและแนวทางป้องกันการทุจริตในการจัดซื้อ จัดจ้างที่ผู้ประกอบการ ต้องจัดให้มี ตามมาตรา ๑๙ แห่งพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุ ภาครัฐ พ.ศ. ๒๕๖๐) ผู้เข้าร่วมการเสนอราคาจะต้องมีนโยบายและแนวทางการป้องกันการทุจริตในการจัดซื้อ จัดจ้าง พร้อมทั้ง ต้องแนบเอกสารหลักฐาน และแบบตรวจสอบข้อมูลของผู้ประกอบการที่จะเข้าร่วมการเสนอ ราคาในโครงการที่มีวงเงินตั้งแต่ ๓๐๐ ล้านบาทขึ้นไป ประกอบเป็นเอกสารการเสนอราคา โดยผู้ประกอบการ จะต้องมีการดําเนินการตามแบบตรวจสอบข้อมูลครบถ้วนทุกข้อจึงจะผ่านการพิจารณาคุณสมบัติของผู้เสนอ

  ข้อ ๑๒ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ 2,000 ล้านบาทขึ้นไป จะต้องดําเนินการตามประกาศ คณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) เรื่องแนวทางและวิธีการในการดําเนินงานโครงการ ความร่วมมือป้องกันการทุจริตในการจัดซื้อจัดจ้างภาครัฐ แบบของข้อตกลงคุณธรรม การคัดเลือก ผู้สังเกตการณ์ และการจัดทํารายงานตามมาตรา ๑๗ และ มาตรา ๑๘ แห่งพระราชบัญญัติการจัดซื้อจัดจ้าง และการบริหารพัสดุภาครัฐ พ.ศ. ๒๕๖๐ และได้รับ คัดเลือก จากคณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) ให้จัดทําข้อตกลงคุณธรรม (integrity pact :IP)
  ผู้ประสงค์จะเข้าร่วมการเสนอราคาในโครงการจัดทําข้อตกลงคุณธรรมจะต้องลงนามใน
  ข้อตกลงคุณธรรมซึ่งเป็นเอกสารที่ยื่นพร้อมกับเอกสารเสนอราคา หากไม่ลงนามในข้อตกลงคุณธรรมจะไม่มี
  สิทธิเข้าร่วมการเสนอราคาในโครงการนั้น
  ข้อ ๑๓ กรณีหม้อแปลงไฟฟ้าเกิดการชํารุดระหว่างการใช้งานและอยู่ภายในระยะเวลารับประกัน การ ไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิในการผ่าพิสูจน์หม้อแปลงไฟฟ้า เพื่อหาสาเหตุการชํารุด โดยให้คู่สัญญาเข้าร่วม ในกระบวนการผ่าพิสูจน์ หากผลการผ่าพิสูจน์ปรากฏว่า ใช้วัสดุอุปกรณ์ไม่เป็นไปตามข้อกําหนดทางเทคนิค (Specification) ที่การไฟฟ้าส่วนภูมิภาคกําหนด การไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิบอกเลิกสัญญา และเรียก ค่าเสียหาย พร้อมทั้งพิจารณาให้เป็นผู้ทิ้งงาน
  ข้อ ๑๔ ในกรณีพัสดุที่การไฟฟ้าส่วนภูมิภาค (กฟภ.) จัดซื้อได้มีการกําหนดให้มีการทดสอบ กฟภ. สงวน สิทธิที่จะเรียกเก็บค่าบริการทดสอบกับผู้ยื่นข้อเสนอ/คู่สัญญา โดย กฟภ. จะเรียกเก็บค่าบริการทดสอบ ดังนี้
  ๑๔.๑ งานให้บริการทดสอบเพื่อประกอบการพิจารณาผลการจัดซื้อ งานให้บริการทดสอบ
  เพื่อตรวจรับ งานให้บริการทดสอบอุปกรณ์/พัสดุในโครงการจ้างเหมาก่อสร้างระบบไฟฟ้า งานให้บริการ ทดสอบเพื่อตรวจสอบและรับรองคุณภาพของผลิตภัณฑ์ และงานให้บริการทดสอบอื่นๆ ให้คิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
  ๑๔.๒ สําหรับการทดสอบอุปกรณ์/พัสดุ มีการคิดค่าบริการ แบ่งเป็น ๒ ลักษณะ ดังนี้
  ๑๔.๒.๓ การทดสอบโดยหน่วยงานทดสอบของ กฟภ. จะดําเนินการคิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
  ๑๔.๒.๒ การทดสอบโดยหน่วยทดสอบเครือข่าย หรือหน่วยทดสอบภายนอก ที่ กฟภ. ยอมรับ หากมีเจ้าหน้าที่จาก กฟภ. เข้าร่วมเป็นสักขีพยานในการทดสอบ (Witness test) จะดําเนินการคิดค่า ดําเนินการให้บริการในอัตรา ๓,๐๐๐ บาท/งาน/วัน (ไม่รวมภาษีมูลค่าเพิ่ม) หรือตามอัตราที่ กฟภ. กําหนดไว้ ตามประเภทอุปกรณ์ (ถ้ามี)
  ทั้งนี้ กฟภ. จะเรียกเก็บค่าบริการทดสอบ รวมข้อ ๑๔.๒.๑ และ ๑๔.๒.๒ ไม่เกินร้อยละ ๑๐ ของมูลค่ารวมการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ (ไม่รวมภาษีมูลค่าเพิ่ม) หากการขอรับบริการ ทดสอบใดไม่กําหนดมูลค่าการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ กฟภ. ขอสงวนสิทธิคิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้ ตามค่าใช้จ่ายที่เกิดขึ้นจากการทดสอบจริงทั้งหมด

  หากมีการใช้รถยนต์หรือยานพาหนะของ กฟภ. ในการเดินทางไปเข้าร่วมเป็นสักขีพยานใน การทดสอบดังกล่าว จะมีการคิดค่าบริการเพิ่มขึ้นตามประเภทของรถยนต์ที่ใช้ในการเดินทางตามอัตราที่ กฟภ. กําหนดไว้
  ในกรณีที่ผู้ยื่นข้อเสนอ/คู่สัญญา ไม่ส่งมอบหลักฐานการชําระค่าบริการทดสอบอุปกรณ์/พัสดุ หน่วยงานทดสอบของ กฟภ. มีสิทธิบอกเลิกการขอรับบริการทดสอบในครั้งนั้นๆ
  ทั้งนี้ สามารถตรวจสอบข้อมูลสําคัญการทดสอบอุปกรณ์ ประกอบด้วยอัตราค่าบริการ ทดสอบอุปกรณ์ รายละเอียดการตรวจรับพัสดุ รายชื่อหน่วยทดสอบเครือข่ายที่ กฟภ. ยอมรับ และสามารถ ค้นหาหน่วยงานทดสอบ รายการพัสดุพร้อมทั้งหัวข้อการทดสอบ เพื่อประกอบการพิจารณาผลการจัดซื้อ หรือ เพื่อการตรวจรับพัสดุที่จะเรียกเก็บค่าบริการทดสอบ ได้ที่ www.pea.co.th -> ข่าวสารประกาศ -> หัวข้อ
