รายละเอียดการจ้าง
สำนักงานคณะกรรมการการเลือกตั้ง (กกต.) มีความประสงค์จะจัดจ้างที่ปรึกษาเพื่อทำการศึกษาสำรวจ ร่างขอบเขตงาน และร่างเอกสารประกวดราคา (TOR) สำหรับโครงการปรับปรุงแก้ไขระบบไฟฟ้าและอาคาร รวมถึงระบบปรับอากาศ โดยมีเป้าหมายเพื่อให้ได้เอกสารทางเทคนิคและข้อกำหนดที่ถูกต้อง ครบถ้วน และพร้อมสำหรับการประกวดราคาจัดจ้างผู้รับจ้างในการดำเนินงานก่อสร้างปรับปรุงต่อไป
ขอบเขตงานหลักของที่ปรึกษาประกอบด้วย การสำรวจเก็บข้อมูลและศึกษาสภาพปัจจุบันของระบบไฟฟ้า ระบบปรับอากาศ โครงสร้างอาคาร และสภาพแวดล้อมของสถานที่ปฏิบัติการทั้งหมดของ กกต. ซึ่งครอบคลุมหลายอาคาร ได้แก่ อาคารกกต. (ศูนย์ราชการฯ ถ.แจ้งวัฒนะ) อาคารสำนักงานกลาง (ศูนย์ราชการฯ ถ.แจ้งวัฒนะ) อาคารกองทุนพัฒนาการเลือกตั้ง และอาคารศูนย์เทคโนโลยีสารสนเทศและการสื่อสาร
จากผลการสำรวจ ที่ปรึกษาจะต้องวิเคราะห์ความต้องการและออกแบบทางวิศวกรรมเบื้องต้น จากนั้นจึงจัดทำเอกสารสำคัญ 2 ชุดหลัก ได้แก่ 1) ร่างขอบเขตงาน (TOR) ที่ระบุข้อกำหนด รายละเอียดงาน และเงื่อนไขการจ้างงานก่อสร้าง และ 2) ร่างเอกสารประกวดราคา (Tender Document) ที่ประกอบด้วยข้อกำหนดทางเทคนิค เงื่อนไขสัญญา และแบบฟอร์มต่างๆ ที่จำเป็นสำหรับการจัดซื้อจัดจ้างผ่านระบบ e-GP งบประมาณค่าที่ปรึกษาในการศึกษานี้กำหนดไว้ที่ 2,300,000 บาท (สองล้านสามแสนบาทถ้วน)
The Office of the Election Commission of Thailand (ECT) intends to hire a consultant to conduct a survey, draft the Terms of Reference (TOR), and tender documents for the project to improve and rectify electrical systems, buildings, and air conditioning systems. The goal is to obtain accurate, complete technical documents and specifications ready for bidding to hire a contractor for the actual construction/renovation work.
The consultant’s main scope of work includes surveying and studying the current conditions of electrical systems, air conditioning systems, building structures, and the environment at all ECT operational sites. These sites cover multiple buildings, including the ECT Building (Government Complex, Chaeng Wattana Road), the Central Office Building (Government Complex, Chaeng Wattana Road), the Election Development Fund Building, and the ICT Center Building.
Based on the survey results, the consultant must analyze requirements and conduct preliminary engineering design. Subsequently, the consultant must produce two key document sets: 1) A draft Terms of Reference (TOR) specifying work requirements, details, and construction contract conditions, and 2) A draft Tender Document containing technical specifications, contract conditions, and necessary forms for procurement via the e-GP system. The budget for this consulting study is set at 2,300,000 Baht (Two Million Three Hundred Thousand Baht Only).
