โครงการยกระดับการสร้างความเป็นธรรมทางการค้า โดยบูรณาการเทคโนโลยีและปัญญาประดิษฐ์ เป็นโครงการขนาดใหญ่ของกรมการค้าต่างประเทศที่มีเป้าหมายในการปฏิรูปและเพิ่มประสิทธิภาพกระบวนการทำงานด้านมาตรการปกป้องและตอบโต้ทางการค้าให้ทันสมัย รวดเร็ว และแม่นยำมากขึ้น
ขอบเขตงานหลักประกอบด้วยการพัฒนา Integrated System ที่เป็นระบบประมวลผลข้อมูลและสนับสนุนการดำเนินงานด้วยปัญญาประดิษฐ์ ซึ่งรวมระบบย่อย 5 ระบบเข้าด้วยกัน ได้แก่ 1) ระบบปัญญาประดิษฐ์สำหรับควบคุมและบริหารกระบวนงานอัจฉริยะ (Workflow) 2) ระบบปัญญาประดิษฐ์สนับสนุนการโต้ตอบ ตรวจสอบเอกสาร คำขอ และสืบค้นข้อมูลประกอบ (AI Chatbot & Document Processing) 3) ระบบปัญญาประดิษฐ์สนับสนุนการวิเคราะห์ข้อมูลเพื่อสนับสนุนการไต่สวน 4) ระบบปัญญาประดิษฐ์สำหรับบริหารและสืบค้นฐานข้อมูลความรู้ (Knowledge Base) และ 5) ระบบปัญญาประดิษฐ์สำหรับติดตาม วิเคราะห์ และแจ้งเตือนความเสี่ยง (Risk Monitoring & Alert)
นอกจากระบบซอฟต์แวร์แล้ว โครงการยังรวมถึงการจัดหาอุปกรณ์บันทึกเสียงคุณภาพสูงสำหรับการบันทึกและถอดเทปการประชุม และการจัดหาระบบคลาวด์คอมพิวติ้ง (Public Cloud) พร้อมเครื่องแม่ข่ายเสมือน (Cloud Server) ที่มีสเปคสูงสำหรับการพัฒนา ทดสอบ และให้บริการระบบจริง โครงการนี้มุ่งเปลี่ยนการทำงานจากรูปแบบเดิม (Manual) เป็นดิจิทัลและอัตโนมัติ โดยใช้ AI ช่วยในทุกขั้นตอน ตั้งแต่การให้คำปรึกษาเบื้องต้นผ่านแชตบอต การวิเคราะห์และคัดกรองข้อมูล การเฝ้าระวังความเสี่ยงเชิงรุก ไปจนถึงการสนับสนุนการตัดสินใจของผู้บริหารผ่าน Dashboard
This project aims to develop a data processing and AI-powered operational support system for the Department of Foreign Trade. The scope involves creating an Integrated System comprising five key subsystems: 1) An AI system for controlling and managing intelligent workflows, 2) An AI system for interactive support, document verification, request processing, and data retrieval, 3) An AI system for data analysis to support investigations, 4) An AI system for managing and searching a knowledge database, and 5) An AI system for monitoring, analyzing, and risk alerting. The project focuses on modernizing and enhancing the efficiency of trade remedy (AD/CVD/SG/AC) investigation processes through AI technology and cloud infrastructure. It also includes the procurement of professional audio recording equipment and compliant, high-specification cloud computing resources (servers and storage) for development, testing, and production. The initiative seeks to transform traditional manual operations into a digital, automated, and proactive model using AI across all stages, from initial consultation via chatbot to risk monitoring and executive decision support.
