รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์เพื่อจัดจ้างผู้ให้บริการที่มีความเชี่ยวชาญเฉพาะสำหรับการบำรุงรักษาและซ่อมแซมระบบคอมพิวเตอร์ใน “โครงการบริหารจัดการระบบสำรองข้อมูล” ของกรมศุลกากร เนื่องจากระบบดังกล่าวออกแบบมาเพื่อสำรองและกู้คืนข้อมูลให้กับระบบงานสำคัญต่างๆ ของกรม ซึ่งเชื่อมโยงกับระบบ National Single Window (NSW) และให้บริการข้อมูลแก่ผู้ประกอบการนำเข้า-ส่งออกตลอด 24 ชั่วโมง การบำรุงรักษาที่มีประสิทธิภาพจึงเป็นสิ่งจำเป็นเพื่อรักษาความต่อเนื่องและความปลอดภัยของบริการตามกฎหมายที่เกี่ยวข้อง เช่น พ.ร.บ. คุ้มครองข้อมูลส่วนบุคคล และ พ.ร.บ. การรักษาความมั่นคงปลอดภัยไซเบอร์
ขอบเขตงานครอบคลุมการให้บริการบำรุงรักษาแบบครบวงจร ทั้งในส่วนของการบริหารจัดการ การสนับสนุน การทำ Preventive Maintenance (PM) ตลอดอายุสัญญา การบำรุงรักษาซอฟต์แวร์ประยุกต์ (Application Software) และซอฟต์แวร์ระบบ (System and Environmental Software) รวมถึงการซ่อมแซม แก้ไข หรือเปลี่ยนแทนอุปกรณ์ฮาร์ดแซวร์ที่ชำรุด ซึ่งครอบคลุมเซิร์ฟเวอร์ อุปกรณ์เครือข่าย ระบบไฟฟ้า ระบบรักษาความปลอดภัย (Firewall, IDS/IPS) และอุปกรณ์ต่อพ่วงอื่นๆ
ผู้รับจ้างต้องสามารถให้บริการในพื้นที่กรุงเทพมหานครและปริมณฑล (สมุทรสาคร สมุทรปราการ นนทบุรี ปทุมธานี) ได้อย่างรวดเร็ว เพื่อรักษาอัตราการให้บริการ (Service Level) ของระบบให้อยู่ในระดับสูงสุด และต้องรับผิดชอบค่าใช้จ่ายทั้งหมดรวมถึงอะไหล่และค่าแรง โดยไม่มีค่าใช้จ่ายเพิ่มเติมสำหรับกรมศุลกากร
This project aims to hire a specialized service provider for the maintenance and repair of computer systems under the “Data Backup Management System Project” of the Customs Department. The system is crucial for backing up and recovering data from the department’s vital operational systems, which are linked to the National Single Window (NSW) and provide 24/7 services to importers and exporters. Effective maintenance is essential to ensure service continuity and data security in compliance with relevant laws like the Personal Data Protection Act and the Cybersecurity Act.
The scope of work includes comprehensive maintenance services: administration and support, Preventive Maintenance (PM), application and system software maintenance, as well as repair, replacement, and adjustment services for hardware. This covers servers, network devices, power systems, security appliances (firewalls, IDS/IPS), and other peripherals.
The contractor must be able to provide rapid on-site service within Bangkok and its vicinity (Samut Sakhon, Samut Prakan, Nonthaburi, Pathum Thani) to maintain a high service level. The proposed price must be all-inclusive, covering all labor, spare parts (including batteries), taxes, and any necessary equipment without additional cost to the Customs Department.
