โครงการนี้มีเป้าหมายเพื่อจัดหาและบำรุงรักษาโครงสร้างพื้นฐานระบบเทคโนโลยีดิจิทัลที่ทันสมัย มีเสถียรภาพ และปลอดภัยสำหรับกองกองทุนและส่งเสริมความเสมอภาคคนพิการ กรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ ซึ่งทำหน้าที่ให้บริการข้อมูลสำคัญ เช่น ข้อมูลคนพิการ การจ้างงาน การส่งเงินสมทบ การกู้ยืมเงิน และการเงินการบัญชี
ขอบเขตงานหลักคือการเช่าระบบแม่ข่ายแบบ Cloud Computing จากศูนย์ข้อมูล (Data Center) ที่มีมาตรฐานความปลอดภัยในระดับสูง ได้แก่ มาตรฐาน ISO/IEC 27001, ISO/IEC 20000-1 และ ISO 27701:2019 พร้อมกับ Service Level Agreement (SLA) ไม่ต่ำกว่า 99.90% เพื่อรองรับการทำงานของระบบงานดิจิทัลต่างๆ ของกองทุนฯ ให้สามารถให้บริการได้อย่างต่อเนื่องตลอด 24 ชั่วโมง นอกจากนี้ยังรวมถึงการเช่าเครือข่ายสัญญาณความเร็วสูงเพื่อใช้ในการเชื่อมโยงกับระบบรับชำระเงิน (Counter Service) ที่อยู่ในศูนย์ข้อมูลมาตรฐานเดียวกัน
โครงการนี้จึงไม่ใช่แค่การจัดหาฮาร์ดแวร์หรือซอฟต์แวร์ แต่เป็นการจ้างบริการครบวงจร (Service) ที่ครอบคลุมการให้บริการระบบแม่ข่าย การบำรุงรักษาเพื่อให้ระบบทำงานได้อย่างต่อเนื่อง และการปรับปรุงประสิทธิภาพให้ทันสมัยรองรับการขยายตัวของงานในอนาคต โดยมีงบประมาณกลาง 5,500,000 บาท
This project aims to procure and maintain a modern, stable, and secure digital technology infrastructure for the Fund and Promotion of Equality for Persons with Disabilities Division under the Department of Empowerment of Persons with Disabilities. The department manages critical data systems for persons with disabilities, employment, contributions, loans, and financial operations.
The core scope of work is the rental of Cloud Computing server systems from a certified, high-security Data Center (meeting standards: ISO/IEC 27001, ISO/IEC 20000-1, ISO 27701:2019) with a Service Level Agreement (SLA) of at least 99.90% uptime. This infrastructure will host the division’s various digital systems to ensure 24/7 service availability. Additionally, the project includes leasing a high-speed network circuit to connect with a secure, certified Data Center hosting the payment counter service.
Therefore, this project is not merely hardware or software procurement but a comprehensive service contract covering server hosting, maintenance for continuous operation, and performance enhancement to support future mission expansion. The estimated budget is 5,500,000 THB.
