• เพื่อจัดซื้อเครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) จำนวน 10 ชุด สำหรับใช้ในภารกิจหลักของการไฟฟ้าส่วนภูมิภาค
• เพื่อยกระดับการตรวจวัดและวิเคราะห์คุณภาพไฟฟ้าให้เป็นไปตามมาตรฐานสากล (EN50160, IEC 61000-4-30 Class A)
• เพื่อรองรับการดำเนินงานตามแผนงานสนับสนุนการดำเนินงาน ระยะที่ 6 ประจำปี 2568

• จัดหาเครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) จำนวน 10 ชุด ตามมาตรฐาน RTES-202/2553
• จัดหาคอมพิวเตอร์โน้ตบุ๊ก (สเปก Core i9 หรือดีกว่า) จำนวน 10 เครื่อง
• จัดหาอุปกรณ์เสริม ได้แก่ Probe วัดแรงดันไฟฟ้าแบบจิก (Vampire grip) เพิ่มเติม 4 ตัวต่อชุด และแบตเตอรี่สำรอง 1 ชุดต่อชุด
• จัดทำหลักสูตรฝึกอบรม (Training Course) การใช้งานและการบำรุงรักษาให้แก่เจ้าหน้าที่ กฟภ. จำนวน 1 วัน
• การรับประกันสินค้า 5 ปี พร้อมบริการหลังการขายและการอัปเกรดซอฟต์แวร์ตลอดระยะเวลารับประกัน

• ระยะเวลาส่งมอบพัสดุ: ภายใน 90 วัน นับถัดจากวันที่ลงนามในสัญญาซื้อขาย

• Eligibility Requirements: ต้องเป็นนิติบุคคลหรือบุคคลธรรมดาที่มีอาชีพรับจ้างดังกล่าว และลงทะเบียนในระบบ e-GP ของกรมบัญชีกลาง
• Standards Compliance: ผลิตภัณฑ์ต้องเป็นไปตามมาตรฐาน RTES-202/2553 หรือดีกว่า และรองรับมาตรฐานสากลที่เกี่ยวข้อง
• Experience: ต้องมีประวัติการดำเนินงานที่น่าเชื่อถือ และมีเอกสารอ้างอิงผลงานที่ผ่านมา
• Technical Capabilities: ต้องเป็นตัวแทนจำหน่ายอย่างเป็นทางการ (Authorized Dealer) จากบริษัทผู้ผลิต
• Personnel: ต้องมีบุคลากรที่มีความเชี่ยวชาญในการจัดหลักสูตรฝึกอบรมการใช้งานเครื่องมือ

• พิจารณาตัดสินโดยใช้เกณฑ์ราคา (Price-based)
• ราคารวมต้องถูกต้องตามมาตรฐานที่ กฟภ. กำหนด (RTES-202/2553)
• พิจารณาจากคุณสมบัติทางเทคนิค ความน่าเชื่อถือของผลิตภัณฑ์ และประวัติการดำเนินงานของผู้เสนอราคา

จัดซื้อเครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) จํานวน 10 ชุด ตามแผนงานสนับสนุนการดําเนินงาน ระยะที่ 6 ปี 2568 ( รหัสแผนการจัดซื้อ เลขที่ P69030005565 )
1.ความเป็นมา
การไฟฟ้าส่วนภูมิภาคเขต 3 (ภาคกลาง) จังหวัดนครปฐม มีความประสงค์จะจัดหาพัสดุ ตามรายละเอียดประกอบงบประมาณแผนงานสนับสนุนการดําเนินงานระยะที่ 6 ประจําปี 2568 (1 มกราคม 2568 – 31 ธันวาคม 2568 ) แผนงานจัดหาเครื่องมือเครื่องใช้และยานพาหนะสําหรับปฏิบัติงานตามภารกิจ หลักของ กฟภ.
2.วัตถุประสงค์
เพื่อจัดซื้อเครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) จํานวน 10 ชุด ตามแผนงานสนับสนุน การดําเนินงานระยะที่ 6 ประจําปี 2568 วงเงินงบประมาณ 7,490,000.- บาท รวมภาษีมูลค่าเพิ่ม (เจ็ดล้าน สี่แสนเก้าหมื่นบาทถ้วน)
3.คุณสมบัติของผู้เสนอราคา
3.1 มีความสามารถตามกฎหมาย 3.2 ไม่เป็นบุคคลล้มละลาย 3.3 ไม่อยู่ระหว่างเลิกกิจการ
3.4 ไม่เป็นบุคคลซึ่งอยู่ระหว่างถูกระงับการยื่นข้อเสนอหรือทําสัญญากับหน่ายงานของรัฐไว้ชั่วคราว เนื่องจากเป็นผู้ที่ไม่ผ่านเกณฑ์การประเมินผลการปฏิบัติงานของผู้ประกอบการตามระเบียบที่รัฐมนตรี ว่าการกระทรวงการคลังกําหนดตามที่ประกาศเผยแพร่ในระบบเครือข่ายสารสนเทศของกรมบัญชีกลาง
3.5 ไม่เป็นบุคคลซึ่งถูกระบุชื่อไว้ในบัญชีรายชื่อผู้ทิ้งงาน และได้แจ้งเวียนชื่อให้เป็นผู้ทิ้งงานของรัฐ ในระบบเครือข่ายสารสนเทศของกรมบัญชีกลาง ซึ่งรวมถึงนิติบุคคลที่ผู้ทิ้งงานเป็นหุ้นส่วนผู้จัดการ กรรมการ ผู้จัดการ ผู้บริหาร ผู้มีอํานาจในการดําเนินงานในกิจการของนิติบุคคลนั้นด้วย
3.6 มีคุณสมบัติและไม่มีลักษณะต้องห้ามตามที่คณะกรรมการนโยบายการจัดซื้อจัดจ้างและ
การบริหารพัสดุภาครัฐกําหนดในราชกิจจานุเบกษา
3.7 เป็นนิติบุคคลหรือบุคคลธรรมดา ผู้มีอาชีพรับจ้างดังกล่าว

3.9 ไม่เป็นผู้ได้รับเอกสิทธิ์หรือความคุ้มกัน ซึ่งอาจปฏิเสธไม่ยอมขึ้นศาลไทย เว้นแต่รัฐบาลของผู้ยื่น เสนอได้มีคําสั่งให้สละเอกสิทธิ์ความคุ้มกันเช่นว่านั้น
3.10 ผู้ยื่นข้อเสนอต้องลงทะเบียนที่มีข้อมูลถูกต้องครบถ้วนในระบบจัดซื้อจัดจ้างภาครัฐด้วย อิเล็กทรอนิกส์ (Electronic Government Procurement : e-GP) ของกรมบัญชีกลาง

   4.1 การไฟฟ้าส่วนภูมิภาคจะพิจารณาจัดซื้อเครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) จํานวน 10 ชุด ที่มีคุณสมบัติพื้นฐานเป็นไปตามมาตรฐานการไฟฟ้าส่วนภูมิภาคหรือดีกว่า โดยคํานึงถึง ประโยชน์การนําไปใช้งาน และเทคโนโลยีที่เปลี่ยนไป เพื่อให้เหมาะสมกับสภาพปัจจุบัน ทั้งด้านราคาและ ประสิทธิภาพเป็นหลัก
   4.1.1 เครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) ที่เสนอต้องมีคุณสมบัติตัวเครื่อ พื้นฐานต้องเป็นไปตามสเปคเลขที่ RTES-202/2553 ส่วนคุณสมบัติของ Computer Notebook เพื่อให้ เหมาะสมกับสภาพปัจจุบันขอให้อ้างอิงตามข้อ 4.1.12
   4.1.2 ตัวเครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) ต้องถูกออกแบบมาเป็น Portable โดยตรงมาจากโรงงาน ไม่ใช่เป็นการนําเครื่องวัดประเภทอื่นมาดัดแปลงเพื่อให้มีคุณลักษณะดังกล่าว
   4.1.3 การวัดค่าพารามิเตอร์ต่างๆ ทางไฟฟ้าตามคุณสมบัติพื้นฐานที่การไฟฟ้าส่วนภูมิภาค กําหนดต้องสามารถดําเนินการวัดค่าและบันทึกทุกพารามิเตอร์ได้พร้อมกันในเวลาเดียวกัน (Simultaneous)
   4.1.4 หลังจากการตรวจวัดสามารถเรียกดูข้อมูล ในลักษณะของกราฟแสดงผล หรือรายงานได้ โดยตรงจากตัวเครื่องโดยไม่ต้องอาศัยคอมพิวเตอร์
   4.1.5 ซอฟต์แวร์ (Software) สําหรับการตั้งค่า (Setting) การวิเคราะห์ข้อมูล (Analysis) การจัดทํารายงาน (Report) ที่ใช้งานบนคอมพิวเตอร์ ต้องมีความเหมาะสมกับการใช้งาน ในการวิเคราะห์ พารามิเตอร์ต่างๆ ตามคุณสมบัติการวัดพื้นฐาน

   4.1.7 เนื่องจากในการตรวจประเมินคุณภาพไฟฟ้าของ การไฟฟ้าส่วนภูมิภาค อ้างอิงตาม มาตรฐานสากล EN50160 และตามมาตรฐานสเปก กฟภ. เลขที่ เลขที่ RTES-202/2553 หน้าที่ 6 หัวข้อ Software “The report generation shall provide the power quality report with charts displaying line
   disturbance with a list of all incidents by timestamp and EN50160 compliance report. ” ดังนั้น Software ที่ใช้งานต้องสามารถระบุค่าที่ได้จากการตรวจวัดคุณภาพไฟฟ้าที่ CP95 ได้
   4.1.8 ตัวเครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) ต้องมีการรับประกัน 5 ปี พร้อม ให้บริการหลังการขาย รวมถึงการ Upgrade ซอฟต์แวร์ที่เกี่ยวข้อง ตลอดระยะเวลาที่รับประกัน
   4.1.9 สามารถใช้งานกับโปรแกรม PQ View ได้

  ทั้งนี้ เป็นดุลยพินิจของคณะกรรมการ เป็นผู้พิจารณารายละเอียดแต่ละหัวข้อ โดยคุณภาพของ เครื่องวัดคุณภาพไฟฟ้า (Disturbance Analyzer) ต้องเป็นที่ยอมรับของสากล สามารถหาข้อมูลอ้างอิงได้
  4.2 ผู้เสนอราคาขายจะต้องเป็นผู้ที่ได้รับการแต่งตั้งให้เป็นตัวแทนขายอย่างเป็นทางการจาก บริษัทผู้ผลิต (Authorized Dealer)
  4.3 ผู้เสนอราคาขายจะต้องจัดหา Training Course จํานวน 1 วัน
  4.4 ผู้เสนอราคาขายจะต้องจัดหา Probe สําหรับตรวจวัดแรงดันไฟฟ้าแบบจิก (Vampire grip) เพิ่มอีกอย่างละ 4 ตัวต่อเครื่องวัดคุณภาพไฟฟ้า 1 เครื่อง
  4.5 ผู้เสนอราคาขายจะต้องจัดหา Rechargeable battery สําหรับใช้กับเครื่องวัดคุณภาพไฟฟ้า เพิ่มอีกอย่างละ 1 ชุดต่อเครื่องวัดคุณภาพไฟฟ้า 1 เครื่อง
  4.6 การไฟฟ้าส่วนภูมิภาคสงวนสิทธิ์ที่จะไม่รับราคาต่ําสุด หรือราคาหนึ่งราคาใด หรือ ราคาที่เสนอ ทั้งหมดได้ และอาจพิจารณาเลือกซื้อในจํานวน หรือขนาด หรือเฉพาะรายการหนึ่งรายการใด หรืออาจจะ ยกเลิกการสอบราคาโดยไม่พิจารณาจัดซื้อเลยก็ได้ สุดแต่จะพิจารณา โดยคํานึงถึงประโยชน์ หรือ ความเสียหายที่อาจจะเกิดขึ้นของการไฟฟ้าส่วนภูมิภาคหรือกฎหมายใดๆ ที่เกี่ยวข้องเป็นสําคัญ และให้ถือว่า การตัดสินของการไฟฟ้าส่วนภูมิภาคเป็นเด็ดขาด โดยผู้เสนอราคาจะเรียกร้องค่าเสียหายใดๆ มิได้

  4.7 การไฟฟ้าส่วนภูมิภาคจะนําข้อมูลเกี่ยวกับสถานะทางการเงินตลอดจนประวัติการดําเนินงานที่ ผ่านมาของผู้เสนอราคามาใช้ประกอบการพิจารณา เช่น คุณภาพของผลิตภัณฑ์, ประวัติการส่งมอบ, ผลการ ตรวจรับผลิตภัณฑ์ที่ผ่านมาของผู้เสนอราคาไม่อาจโต้แย้งใดๆ ทั้งสิ้น ในกรณีผู้เสนอราคาต่ําสุด และมี รายละเอียดถูกต้องตามรายละเอียดที่กําหนด แต่การไฟฟ้าส่วนภูมิภาคไม่เคยซื้อเครื่องมือกับผู้เสนอราคา ดังกล่าวมาก่อน และไม่มั่นใจในคุณภาพ การไฟฟ้าส่วนภูมิภาคสงวนสิทธิ์ที่จะซื้อ หรือไม่ซื้อก็ได้
  4.8 ในกรณีที่อุปกรณ์ที่วางจําหน่ายในปัจจุบันมีการเปลี่ยนแปลงคุณสมบัติในบางรายการ อันเนื่องมาจากบริษัทผู้ผลิตยกเลิกการผลิตรุ่นเดิม มีการเปลี่ยนแปลงรุ่นใหม่ ทําให้ผู้เสนอราคาไม่สามารถ จัดหารุ่นที่มีคุณสมบัติตรงตามที่เสนอ ณ วันยื่นซองประกวดราคาได้ คณะกรรมการจะใช้ดุลยพินิจในการ พิจารณาถึงมูลค่า และคุณสมบัติการทํางานต้องไม่ด้อยกว่าเดิม โดยคํานึงถึงประโยชน์ของการไฟฟ้า ส่วนภูมิภาคเป็นหลัก
  5.ระยะเวลาดําเนินการ ระยะเวลาส่งมอบพัสดุและสถานที่จัดส่ง
  5.1 กําหนดส่งมอบ ให้จัดส่งพัสดุงวดเดียว ภายใน 90 วัน นับถัดจากวันที่ลงนามในสัญญาซื้อขาย 5.2 สถานที่ส่งมอบ : แผนกคุณภาพไฟฟ้าและจัดการโรงไฟฟ้าขนาดเล็ก กองปฏิบัติการ ฝ่ายปฏิบัติการและบํารุงรักษา การไฟฟ้าส่วนภูมิภาคเขต 3 (ภาคกลาง) จังหวัดนครปฐม
  5.3 ระยะเวลารับประกันคุณภาพ 5 ปี
  5.4 การไฟฟ้าส่วนภูมิภาค สงวนสิทธิ์ค่าปรับกรณีส่งมอบพัสดุเกินเวลากําหนด โดยคิดค่าปรับเป็น รายวันในอัตราร้อยละ 0.20 ของราคาพัสดุที่ยังไม่ได้รับมอบโดยรวมภาษีมูลค่าเพิ่ม
  5.5 การไฟฟ้าส่วนภูมิภาค สงวนสิทธิ์ที่จะไม่รับมอบพัสดุ/งานนั้น ถ้าปรากฏว่าพัสดุ/งานนั้น มีลักษณะไม่ตรงตามรายการที่ระบุไว้ในสัญญา กรณีนี้ผู้ขาย/ผู้รับจ้าง ต้องดําเนินการแก้ไขให้ถูกต้องตาม สัญญาทุกประการ ด้วยค่าใช้จ่ายของผู้ขาย/ผู้รับจ้างเอง และระยะเวลาที่เสียไปเพราะเหตุดังกล่าว ผู้ขาย/ ผู้รับจ้าง จะนํามาอ้างเป็นเหตุขอขยายเวลาทําการตามสัญญา หรือของด หรือลดค่าปรับไม่ได้
  6.เงื่อนไขการชําระเงิน

  การไฟฟ้าส่วนภูมิภาค จะชําระเงินตามจํานวนในสัญญาหลังจากที่คณะกรรมการตรวจรับพัสดุ ได้ตรวจรับพัสดุและผ่านการทดสอบเรียบร้อยแล้ว
  7.วงเงินในการจัดหา
  วงเงินงบประมาณ 7,490,000.- บาท (เจ็ดล้านสี่แสนเก้าหมื่นบาทถ้วน) ซึ่งเป็นราคาที่รวม ภาษีมูลค่าเพิ่มและภาษีอื่นๆ ค่าขนส่ง ค่าจดทะเบียน และค่าใช้จ่ายอื่นๆ ทั้งปวง
  8.หลักเกณฑ์การพิจารณาคัดเลือกข้อเสนอ

   Standard
   The tools, equipment, and apparatus shall be manufactured and tested in accordance with the latest IEC, VDE, ASTM, BS, TIS, or equivalent; unless otherwise specified in these specifications.
   Principal requirement
   All tools, equipment, and apparatus shall be made of good material and workmanship to meet public utility requirements.
   The tools, equipment, and apparatus shall be easy in handling, safety during operation, and required only ordinary maintenance.
   Technical details are given under “C3 Schedule of detailed requirement” .
   Samples shall be supplied on request.
   Packing
   Each item shall be packed separately in suitable package(s) to avoid damage during transportation.
