กองทุนบำเหน็จบำนาญข้าราชการ (กบข.) มีความต้องการจ้างบริการระบบบริหารจัดการและควบคุมการใช้งานอินเทอร์เน็ต (Internet Proxy) เพื่อป้องกันภัยคุกคามทางไซเบอร์ รักษาความมั่นคงปลอดภัยของข้อมูลและระบบสารสนเทศขององค์กร รวมถึงควบคุมการใช้อินเทอร์เน็ตได้อย่างมีประสิทธิภาพและเป็นศูนย์กลาง
โครงการนี้มีวัตถุประสงค์เพื่อให้มีระบบบริหารจัดการและควบคุมการใช้อินเทอร์เน็ตที่ทันสมัย รองรับการเข้าถึงข้อมูลจากทุกสถานที่และอุปกรณ์อย่างปลอดภัย และเพิ่มประสิทธิภาพการบริหารนโยบายความปลอดภัย
ขอบเขตงานแบ่งออกเป็น 3 ระยะชัดเจน:
- ระยะที่ 1 (ติดตั้งระบบพื้นฐาน): ดำเนินการติดตั้ง/ตั้งค่าระบบ Internet Proxy พร้อมใช้งานภายใน 30 เมษายน 2569 โดยระบบต้องมีคุณสมบัติรองรับผู้ใช้ ≥500 คน, โครงสร้างแบบ Security as a Service, Multi-Category URL Filtering, การจัดเก็บ Log ≥100 วัน/ผู้ใช้, มี Dedicated Cloud Instances และมี Connection Location ในประเทศไทย
- ระยะที่ 2 (ยกระดับเป็น SSE): พัฒนาระบบให้เป็นไปตามกรอบ Security Service Edge (SSE) ให้แล้วเสร็จภายใน 31 ธันวาคม 2569 โดยเพิ่มความสามารถเช่น Zero Trust Network Access, Cloud Secure Web Gateway, การป้องกัน DNS Tunneling, Advanced Malware Detection แบบ Cloud-Based Sandbox with AI/ML, และการรองรับการติดตั้ง Agent บนหลากหลายระบบปฏิบัติการ
- ระยะที่ 3 (บริการบำรุงรักษา): ให้บริการใช้งานและบำรุงรักษาระบบในรูปแบบ Managed Service เป็นเวลา 3 ปี (1 พ.ค. 2569 - 30 เม.ย. 2572) รวมถึงการฝึกอบรม การส่งข้อมูลไปยังระบบ XDR/SIEM ของ กบข. การปรับแต่ง Policy ตามคำแนะนำของ CSOC และการให้คำปรึกษาทางเทคนิคตลอด 24 ชม.
วงเงินจัดจ้างสำหรับโครงการนี้คือ 3,600,000 บาท (สามล้านหกแสนบาทถ้วน) รวมภาษีมูลค่าเพิ่มและค่าใช้จ่ายทั้งหมดแล้ว
The Government Pension Fund (GPF) is seeking to hire a service for an Internet Proxy management and control system to enhance cybersecurity. This project aims to protect against cyber threats, secure organizational data and information systems, and efficiently manage and control internet usage.
The project objectives are to establish a modern internet proxy management system, ensure secure access to data from any location and device, and improve centralized security policy management.
The scope of work is divided into three distinct phases:
- Phase 1 (Basic System Installation): Install/configure the Internet Proxy system to be operational by April 30, 2026. The system must support ≥500 users, have a Security as a Service architecture, Multi-Category URL Filtering, store logs for ≥100 days/user, have Dedicated Cloud Instances, and a connection location in Thailand.
- Phase 2 (Upgrade to SSE): Enhance the system to align with the Security Service Edge (SSE) framework, to be completed by December 31, 2026. This includes adding capabilities such as Zero Trust Network Access, Cloud Secure Web Gateway, DNS Tunneling prevention, Cloud-Based Advanced Malware Detection with AI/ML Sandbox, and support for deploying Agents on various operating systems.
- Phase 3 (Maintenance Service): Provide operational and maintenance services in a Managed Service model for 3 years (May 1, 2026 - April 30, 2029). This includes training, feeding data into GPF’s XDR/SIEM systems, adjusting policies per CSOC recommendations, and providing 24/7 technical consultation.
The project’s approved budget is 3,600,000 THB (Three million six hundred thousand Baht), inclusive of VAT and all other expenses.
