ฝ่ายการช่างโยธา การรถไฟแห่งประเทศไทย (รฟท.) มีความประสงค์จ้างบริการข้อมูลสภาพภูมิอากาศและแจ้งเตือนภัยพิบัติสำหรับศูนย์ทางถาวร โดยมีวัตถุประสงค์เพื่อใช้ข้อมูลจากอุปกรณ์ตรวจวัดสภาพอากาศที่ติดตั้งไว้ 12 สถานี ในการติดตาม เฝ้าระวัง เตือนภัย และเก็บรวบรวมข้อมูล เพื่อสร้างความปลอดภัยต่อการเดินรถ
ขอบเขตงานครอบคลุมการบริการแบบครบวงจร ได้แก่ 1) การดูแลรักษาและซ่อมแซมอุปกรณ์ตรวจวัดสภาพอากาศ 12 สถานีทันทีที่เกิดความชำรุด 2) การวิเคราะห์ฐานข้อมูลสภาพภูมิอากาศเพื่อประเมินความเสี่ยงต่อทางรถไฟ สถานี และผู้โดยสาร พร้อมให้คำแนะนำเชิงปฏิบัติการ 3) การพัฒนาและให้บริการระบบรายงานผลผ่าน Web Application และ Mobile Application ที่มีฟังก์ชันแสดงผลข้อมูลในรูปแบบตาราง แผนที่ และกราฟ พร้อมระบบแจ้งเตือนภัยอัตโนมัติ และ Dashboard สรุปข้อมูลการตัดสินใจ 4) การติดตามเฝ้าระวังสภาพอากาศแบบเรียลไทม์ตลอด 24 ชั่วโมง และพยากรณ์ล่วงหน้าไม่น้อยกว่า 7 วัน 5) การจัดทำรายงานสรุปข้อมูลสภาพภูมิอากาศและภัยพิบัติประจำเดือน จำนวน 8 เล่ม ตลอดระยะเวลาสัญญา 8 เดือน
The State Railway of Thailand’s (SRT) Permanent Way Center, Civil Engineering Division, is seeking a contractor for climate data and disaster warning services over an 8-month period, with a budget of 2,462,000 THB. The project aims to enhance railway operational safety by utilizing data from 12 installed weather monitoring stations.
The scope of work includes comprehensive services: 1) Immediate maintenance and repair of weather monitoring equipment at 12 stations. 2) Analysis of climate data to assess risks to railway tracks, stations, and passengers, along with providing operational recommendations. 3) Development and provision of a reporting system via Web and Mobile Applications featuring data display in tables, maps, and graphs, an automatic alert system, and a decision-making dashboard. 4) Continuous 24/7 real-time weather monitoring and forecasting for at least 7 days in advance. 5) Monthly compilation of climate data and disaster reports, totaling 8 volumes over the 8-month contract duration.
