รายละเอียดการจ้าง
โครงการนี้เป็นการจ้างเหมาบริการรถตรวจวัดคุณภาพอากาศแบบเคลื่อนที่ขนาดเล็ก (Semi Mobile Unit) ของการนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.) เพื่อสนับสนุนการทำงานของศูนย์เฝ้าระวังและควบคุมคุณภาพสิ่งแวดล้อม (EMCC) ในพื้นที่นิคมอุตสาหกรรมมาบตาพุด จังหวัดระยอง เป็นระยะเวลาทั้งสิ้น 60 เดือน
ขอบเขตงานครอบคลุมการจัดหา พัฒนา ติดตั้ง และบริหารจัดการชุดรถตรวจวัดฯ ครบชุด ประกอบด้วย 1) รถตรวจวัดคุณภาพอากาศแบบเคลื่อนที่ (Semi Mobile Unit) พร้อมติดตั้งเครื่องมือตรวจวัดสารอินทรีย์ระเหยง่าย (Benzene, Toluene, Ethylbenzene, Xylene, 1,3 Butadiene) และเครื่องมือตรวจวัดสภาพอากาศทางอุตุนิยมวิทยา 2) ชุดแบตเตอรี่เคลื่อนที่ความจุไม่น้อยกว่า 90 kWh และ 3) รถยนต์สำหรับลากรถตรวจวัดฯ
ผู้รับจ้างมีหน้าที่ดูแล บำรุงรักษา ซ่อมแซม อุปกรณ์ทั้งหมดตลอดสัญญา จัดหาบุคลากรปฏิบัติงานตลอด 24 ชั่วโมง วิเคราะห์ข้อมูลรายงานผลตรวจวัดคุณภาพอากาศเป็นรายเดือน และเชื่อมต่อข้อมูลการตรวจวัดแบบเรียลไทม์เข้ากับศูนย์ EMCC ของ กนอ. ผ่านโปรแกรม Envista ARM โครงการนี้มีวงเงินงบประมาณรวม 17,000,000 บาท และใช้เกณฑ์การคัดเลือกผู้เสนอราคาต่ำสุด (เกณฑ์ราคา)
This project is a 60-month service hire contract for a small semi-mobile air quality monitoring unit by the Industrial Estate Authority of Thailand (IEAT). The objective is to support the Environmental Monitoring & Control Center (EMCC) in the Map Ta Phut Industrial Estate area, Rayong Province.
The scope of work includes the provision, development, installation, and comprehensive management of a complete mobile monitoring system. This system consists of: 1) A semi-mobile air quality monitoring unit equipped with instruments to measure volatile organic compounds (VOCs) like Benzene, Toluene, Ethylbenzene, Xylene, 1,3 Butadiene, and meteorological parameters; 2) A mobile battery pack with a capacity of at least 90 kWh; and 3) A towing vehicle.
The contractor is responsible for the operation, maintenance, and repair of all equipment throughout the contract period. This includes providing 24/7 operational personnel, analyzing data, submitting monthly air quality measurement reports, and integrating real-time monitoring data into IEAT’s existing EMCC system via the Envista ARM software. The project has a total budget of 17,000,000 THB, and the selection will be based on the lowest price criterion.
