กรมการขนส่งทางบกได้เปิดการประกวดราคาเพื่อพัฒนาและปรับปรุงระบบสารสนเทศสำหรับการตรวจประเมินมาตรฐานด้านการขนส่งสินค้าทางถนน ซึ่งได้แก่ มาตรฐานคุณภาพบริการขนส่งด้วยรถบรรทุก (Q Mark) และมาตรฐานคุณภาพการขนส่งสินค้าเกษตรและอาหารด้วยรถบรรทุกแบบควบคุมอุณหภูมิ (Q Cold Chain) โครงการนี้มีเป้าหมายหลักเพื่อแก้ไขข้อจำกัดของระบบเดิมที่ไม่รองรับกระบวนการรายงานผลการดำเนินงานของบุคลากรจัดการด้านความปลอดภัยในการขนส่ง (Transport Safety Manager: TSM) และการให้คำแนะนำของผู้ตรวจประเมินอิสระ (Inspection Body: IB) อย่างเป็นระบบ
ขอบเขตงานมุ่งเน้นการพัฒนาเทคโนโลยีสารสนเทศให้สามารถบันทึก รายงาน และวิเคราะห์ข้อมูลที่เกี่ยวข้องกับการดำเนินการด้านความปลอดภัยได้อย่างมีประสิทธิภาพ รวมถึงการสร้างฐานข้อมูลที่เชื่อมโยงกันเพื่อสนับสนุนการวิเคราะห์เชิงลึกในมิติต่าง ๆ เช่น ความปลอดภัยของผู้ปฏิบัติงาน ยานพาหนะ กระบวนการจัดส่งสินค้า และการฝึกอบรม ผลลัพธ์สุดท้ายของโครงการคือระบบที่ช่วยให้กรมการขนส่งทางบกสามารถยกระดับการกำกับดูแลและขับเคลื่อนนโยบายด้านความปลอดภัยในการขนส่งสินค้าทางถนนได้อย่างเป็นรูปธรรม และวางรากฐานวัฒนธรรมความปลอดภัยที่แข็งแกร่งในภาคการขนส่งของประเทศ
The Department of Land Transport (DLT) is procuring the development and improvement of an information system for assessing the Q Mark quality standard. The project aims to enhance the supervision of road freight transport operators’ safety. The core objective is to develop and upgrade the IT system used for evaluating road freight transport standards (Q Mark and Q Cold Chain) to systematically support the reporting and monitoring of safety performance by Transport Safety Managers (TSMs) and independent inspectors. The work involves creating and enhancing a database that can record, report, and analyze safety-related data, and link information to provide in-depth insights into various safety dimensions. The final system is intended to empower the DLT to effectively oversee and drive road freight safety policies and foster a stronger safety culture within Thailand’s logistics sector.
