โครงการนี้มีวัตถุประสงค์เพื่อยกระดับความพร้อมรองรับภาวะฉุกเฉินทางสาธารณสุขของกรมควบคุมโรค ผ่านการพัฒนาระบบสารสนเทศทางห้องปฏิบัติการ (Laboratory Information Management System - LIMS) ที่มีประสิทธิภาพ โดยจะดำเนินการจ้างเหมาออกแบบและจัดทำต้นแบบระบบ (Prototype) สำหรับเชื่อมโยงข้อมูลระหว่างห้องปฏิบัติการระดับเขตกับส่วนกลาง
ขอบเขตงานหลักประกอบด้วย การวิเคราะห์และออกแบบระบบสารสนเทศที่ครอบคลุมกระบวนการทำงานของห้องปฏิบัติการทั้งหมด เริ่มตั้งแต่การบันทึกและนำเข้าข้อมูลผู้ป่วยและตัวอย่าง การสั่งตรวจ การจัดการและติดตามสถานะสิ่งส่งตรวจ การบันทึกและรายงานผลการวิเคราะห์ จนถึงการออกใบแจ้งหนี้ โดยระบบต้องรองรับเชื้อก่อโรคสำคัญตามพันธกิจของกรมควบคุมโรค เช่น โรคเอดส์ โรคติดเชื้อนำโดยแมลง โรคติดเชื้อระบบทางเดินหายใจ วัณโรค และไวรัสตับอักเสบ
นอกจากระบบจัดการงานภายในแล้ว โครงการยังเน้นการออกแบบชุดข้อมูลมาตรฐานกลางและระบบเชื่อมโยงข้อมูล (Data Integration) เพื่อให้สามารถแลกเปลี่ยนข้อมูลผลการตรวจวิเคราะห์แบบเรียลไทม์ระหว่างหน่วยงานได้ รวมถึงการเชื่อมโยงกับระบบเฝ้าระวังโรค (เช่น การแจ้งเตือนเมื่อพบโรคติดต่ออันตราย) และระบบภายนอก เช่น โปรแกรม NAP Plus สำหรับผู้ติดเชื้อเอชไอวี ผู้รับจ้างต้องส่งมอบระบบต้นแบบที่ติดตั้งในพื้นที่ที่กรมควบคุมโรคกำหนด พร้อมการทดสอบใช้งาน การอบรมผู้ใช้ และการรับประกันระบบเป็นเวลา 1 ปี
This project, initiated by the Department of Disease Control (DDC) through the Bamrasnaradura Infectious Diseases Institute, aims to procure the design and development of a Laboratory Information Management System (LIMS) prototype. The core objective is to create a standardized data system to link laboratory information across the 12 Regional Offices of Disease Prevention and Control (DPC 1-12) with the central office.
The scope of work involves a comprehensive analysis and design of a LIMS that manages the entire laboratory workflow. This includes patient and specimen data entry, test ordering, specimen tracking, result recording and reporting, and billing functionalities. The system must support key pathogens under the DDC’s mandate, such as HIV/AIDS, vector-borne diseases, respiratory infections, tuberculosis, and viral hepatitis.
Beyond core LIMS functions, the project focuses on designing a central standardized data set and integration framework (Database & Data Integration) to enable real-time data exchange for disease surveillance and control. This includes linking with external systems like the NAP Plus program for HIV patients. The contractor is required to deliver, install, and test the prototype on a DDC-designated server (e.g., GDCC), provide user training, and offer a 1-year warranty for the system.
