องค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน) หรือ อพท. โดยสำนักงานพื้นที่พิเศษหมู่เกาะช้างและพื้นที่เชื่อมโยง มีแผนขับเคลื่อนการพัฒนาการท่องเที่ยวอำเภอเกาะช้างตามหลักเกณฑ์การท่องเที่ยวอย่างยั่งยืนโลก (GSTC) จึงจัดจ้างเหมาบริการเพื่อพัฒนาศักยภาพกลไกการบริหารจัดการการท่องเที่ยวในพื้นที่
โครงการนี้มีวัตถุประสงค์หลักเพื่อพัฒนาศักยภาพและสร้างความรู้ความเข้าใจในเกณฑ์ GSTC แก่คณะทำงานขับเคลื่อนการพัฒนาการท่องเที่ยวอำเภอเกาะช้าง ภาคีเครือข่าย และเจ้าหน้าที่ อพท. โดยมีขอบเขตงานหลักครอบคลุม 4 กิจกรรมสำคัญ ได้แก่ 1) จัดอบรมหลักสูตร GSTC Sustainable Tourism Training Program (STTP) จำนวน 2 วัน 1 ครั้ง 2) จัดศึกษาดูงานการพัฒนาแหล่งท่องเที่ยวในประเทศตามเกณฑ์ GSTC เป็นระยะเวลา 4 วัน 3 คืน สำหรับผู้เข้าร่วมไม่น้อยกว่า 30 คน พร้อมบริการครบวงจร 3) จัดประชุมคณะทำงานขับเคลื่อนการพัฒนาการท่องเที่ยวอำเภอเกาะช้างตามหลักเกณฑ์ GSTC จำนวน 2 ครั้ง และ 4) ดำเนินการสำรวจและประเมินผลความพึงพอใจของภาคีเครือข่ายด้านการท่องเที่ยวตามแนวทาง GSTC โดยเก็บข้อมูลจากกลุ่มตัวอย่างนักท่องเที่ยว ชุมชนท้องถิ่น และผู้ประกอบการ
ผู้รับจ้างต้องจัดทำรายงานสรุปผลการจัดกิจกรรมทั้งหมด พร้อมรวบรวมไฟล์งานบรรจุใน External Hard Disk ส่งมอบให้ อพท. งบประมาณโครงการ 2,400,000 บาท ระยะเวลาดำเนินงานทั้งโครงการ 150 วัน นับจากวันลงนามในสัญญา
The Designated Areas for Sustainable Tourism Administration (Public Organization) or DASTA, through its Koh Chang and Linkage Areas Sustainable Tourism Special Area Office, aims to hire a contractor to develop capacity and prototype management mechanisms for tourism in the Koh Chang DASTA area for the fiscal year 2026.
The project’s primary objectives are to enhance the capacity and build understanding of the Global Sustainable Tourism Council (GSTC) Criteria among the Koh Chang District Tourism Development Driving Committee, network partners, and DASTA officers. The core scope of work includes four key activities: 1) Organizing a 2-day GSTC Sustainable Tourism Training Program (STTP) workshop. 2) Conducting a 4-day, 3-night domestic study tour to GSTC-aligned tourist destinations for at least 30 participants, including full logistics. 3) Convening two meetings of the Koh Chang District Tourism Development Driving Committee according to GSTC principles. 4) Conducting a survey to assess the satisfaction of tourism network partners regarding the GSTC approach, collecting data from tourist, local community, and entrepreneur samples.
The contractor must deliver a comprehensive summary report of all activities and compile all digital files on an external hard drive for submission to DASTA. The project budget is 2,400,000 THB, with a total implementation period of 150 days from the contract signing date.
