• บัตรรับประกันและเอกสารรับรองการเข้ารับบริการบำรุงรักษา
• รายงานผลการทดสอบความมั่นคงแข็งแรงและระบบไฟฟ้า
• อะไหล่สำหรับการบำรุงรักษาเชิงป้องกัน (Preventive maintenance parts)

• ระยะเวลาส่งมอบภายใน 730 วัน นับถัดจากวันลงนามในสัญญา

• Standards Compliance: กระเช้าไฟฟ้าต้องผลิตและทดสอบตามมาตรฐาน ANSI A 92.2
• Experience: รถยนต์บรรทุก (Brand) ต้องเคยจำหน่ายในประเทศไทยมาแล้วไม่น้อยกว่า 5,000 คัน (อ้างอิงสถิติกรมการขนส่งทางบก)
• Previous Project Cost: -
• Technical Capabilities: ต้องมีศูนย์บริการไม่น้อยกว่า 10 แห่งทั่วประเทศ (ไม่รวมกรุงเทพฯ) และมีโรงซ่อม (Workshop) ที่ได้รับการรับรองจากผู้ผลิตกระเช้าไฟฟ้า
• Personnel: ต้องมีพนักงานที่ผ่านการฝึกอบรมการซ่อมบำรุงกระเช้าไฟฟ้าประจำอยู่ที่โรงซ่อม พร้อมใบรับรองการผ่านการฝึกอบรม

• พิจารณาจากคุณสมบัติทางเทคนิค (แคตตาล็อก, แบบรูป, รายการคำนวณ, ผลการทดสอบ)
• ความครบถ้วนของเอกสารตามที่ระบุใน “Required document for technical evaluation”
• ความสามารถในการให้บริการหลังการขายและศูนย์บริการ
• ราคา (โดยไม่รวมราคาอุปกรณ์เสริมที่เป็น Optional)

General material and packing instructions
Additional to the general instructions, the following shall be observed :

Scope
These specifications cover hotline insulator washer (i.e., truck with aerial device and insulator
washing trailer) and accessories, for operation on distribution lines and substations of up to 33 kV
system, with the objectives of service continuity and service reliability.

Standard
The truck with aerial device and accessories shall be manufactured and tested in accordance with the
latest ANSI A 92,2; unless otherwise specified in these specifications.
Principal requirement
The truck with aerial device, insulator washing trailer, and accessories shall be built and outfitted to
fulfil the traffic regulations of Thailand (left side traffic) and right hand steering. Manufacturer of the
proposed aerial device / insulator washing trailer shall indicate his official representative agent for
Thailand and guarantee that the stock of ali spare parts for normal wear is maintained in Thailand and
submit with the bid.
Surface of parts, not chromic finishing, shall be colour-coated on rust inhibiting or adequate
undercoat, according to manufacturer’s standard, the description of the surface of parts shall be
submitted with the bid.
The electrical installation shall be 12 V or 24 V and of anti-interference type.
Each truck with aerial device, shall be supplied with the following accessories:
(1) One (1) spare wheel with tyre, mounted properly on a suitable place with safety lock and
padlock; the padlock may be excluded if the spare wheel is mounted interior of the truck body.
(2) One (1) set of standard tools in a suitable box.
(3) Others according to the manufacturer’s design and as specified in
“C3 Schedule of detailed requirement”
Packing
The truck with aerial device, insulator washing trailer, and accessories shall be delivered to PEA and
ready for operation.

Catalogue and drawing :
The catalogue of truck, aerial device, insulator washing trailer with technical specifications detail
shall be submitted with the bid.
The working range curve (working radius-rated load curve) of the proposed aerial device shall be
submitted with the bid.
The drawing with main dimensions of the proposed truck with aerial device and insulator washing
trailer with mounting equipment shall also be given and submitted with the bid.
For every truck, the certified engine type performance curves or performance table at various engine
speed which show net horsepower and torque corrected to standard atmospheric conditions shall be
submitted with the bid.
A list of optional accessories may be added to the bid, giving extra prices, if it seems to the bidder
that they are suitable and practical for electric utility duties. For the optional accessories offered, the
bidder shall add to the bid special catalogues and/or drawings with main dimensions and exact
description, giving all technical details and also mounting instructions.

Note: Conditions for documentation and consideration

1. The successful bidder shall supply service manual in English as follows:
   1.1 Service manual for engine repair.
   1.2 Service manual for transmission repair, if any.
   1.3 Operating and maintenance instructions for aerial device. (English and Thai in case order
   of four (4) units or more)
   1.4 Component part numbers of truck,
   1.5 Component part numbers of aerial device.
   The above three (3) sets of manuals (1.1 to 1.5) shall be sent to the following address :
   One (1) set,
   sent to Technician and Hotline Training Division.
   Two (2) sets, sent to Mechanical Service and Maintenance Division.
   One (1) set,
   sent to Personnel Development Division.
   At PEA’s Central Office

5. Training Course at PEA’s Central office or Contractor’s office, comprising:
   5.1 Technical operation of engine, transmission, brake system, electrical system, hydraulic
   aerial device system, chassis, and body of trucks; for two (2) persons per each unit and not
   less than five (5) days.
   5.2 For PEA driver training course for operating, checking, and maintenance of trucks
   with hydraulic aerial device and accessories; for two (2) persons per each unit and not
   less than five (5) days.
   All instruction sheets for every trainee during training shall be in THAI language.
6. Critical documents of the hotline insulator washer, for 33 kV system, shall be fulfilled and
   submitted with the bid, as follow,
   6.1 In case of purchasing Hotline insulator washer (Item 1.1, Item 1.2 and Item 1.3), the
   critical documents of the hotline insulator washer, for 33 kV system (See Page 11 of 19 to
   Page 14 of 19) shall be fulfilled and submitted with the bid.

Bucket, two (2) one-man fiberglass buckets, size not bigger than 65 x 65 x
110 cm, with maximum load in each one- man bucket shall not be less than
100 kg, install platform steel with tube rubber for supporting each bucket to
decrease the vibration of bucket while the truck is moving (see Drawing No.
SA2-015/34040). Both buckets shall be automatically horizontal tilt and
hydraulically rotated not less than 90 degree with independent control for

Brake, full air brake, double line compressed air system, completed with spring
brake for parking and automatic emergency braking. The compressed air shall be
taken from the towing vehicle through air hoses and SAE type connectors.

the lower part of the insulated portion of the upper boom and wired with

have metallic couplings which connect the inside and outside of any hose and
shall be adjacent to the lower test electrode assembly. (According to latest
ANSI A 92.2 standard; see drawing figure 2 attached.)
(4) One (1) set of spotlight, portable, with clamp, power supply cord of 10 m
long, and plug.

2. The bidder shall be sole distributor or authorized representative of the proposed
   aerial device / insulator washing trailer. The certification shall be issued by the
   manufacturer or by the authorized representatives shall be submitted with the bid.
3. The catalogue of yellow flash light and portable fire extinguisher shall be submitted
   with the bid.
4. The original aerial device manufacturer has to confirm that the proposed aerial
   device shall be manufactured and tested according to latest ANSI A 92.2 standard
   and shall be certified by qualified engineer (e.g. member of ANSI A 92.2, principal
   engineer, etc.), and submitted with the bid.
5. The sufficient details describing maintenance and service team of the proposed
   aerial device / insulator washing trailer for after sale service at any site in Thailand
   shall be submitted with the bid. In case of having any failure in operation of the
   hotline insulator washer at any site in Thailand and PEA’s officer has already called
   to the contractor, the contractor must send service team or technician to check and
   solve the problem within seventy-two (72) hours and must be finished within fifteen
   (15) working days; otherwise (in guarantee period) :

   5.1 The contractor must be charged ten-thousand baht (10,000 Baht) per day to PEA.
   5.2 All expense for solving the problem must be paid by the contractor.
6. The calculation for the gradeability shall be designed by engineer and confirmed by !
   truck manufacturer; and submitted with the bid.
7. The calculation for the stability and weight distribution shall be designed by engineer
   and confirmed by original aerial device manufacturer; and submitted with the bid.
8. The load distribution on each axle of aerial device truck must be less than 90
   percent of rated capacity of axle.
9. The drawing and detail for installation of platform steel with tube rubber shall be
   designed by engineer; and submitted with the bid.
10. The diagram of full air brake system of the truck for use with insulator washing
    trailer and of insulator washing trailer brake system shall be submitted with the bid.
11. The bidder has to quote optional accessories with a list of quantities and their
    itemized prices, if any : PEA reserves the right to purchase the optional accessories
    by some or all of items, to adjust their quantities, or to cancel them.
12. Evaluation and comparison of bid price shall not include the optional accessories.
13. The bidder has to offer the hotline insulator washer (Tnick with aerial device,
    compartment, and insulator washing trailer) and accessories in complete unit from
    the aerial device companies with long experience in this field and well-known in the
    market, if the bidder cannot meet these requirements the bidder has to follow these
    conditions:
    13.1 All parts of aerial device and compartment to be installed locally shall be
    supplied from original manufacturer.
    13.2 The installation of the aerial device and compartment in Thailand shall be
    accepted only if having the license and designed from aerial device
    manufacturers and under supervision of the engineer or qualified technician of
    aerial device’s manufacturer.

    13.3 Frame shall be designed according to DIN, ANSI, BS-Standard, or equivalent
    for installing the aerial device and compartment; and the safety-factor of
    frame at critical point shall not be less than 2.4 (yield). The calculation sheets
    showing the safety-factor of the frame shall be designed by engineer and
    submitted with the bid.
    13.4 The sufficient references describing the previous experience of the manufacturer
    for mounting the aerial device and compartment on the truck shall be submitted
    with the bid.
    13.5 The Contractor has to allow PEA’s inspectors to observe the assembly from
    time to time.
14. Service Centers of offered truck shall have dispersion around Thailand and not less
    than ten (10) Service Centers (those in Bangkok are not included) : for checking,
    maintenance, repairing, and supporting genuine spare parts after sale; such as
    checking at 1000, 5000, 10000, 15000, 20000, 25000, 30000, 35000, 40000, 45000
    and 50000 km operation. (See ANNEX 1)

16. The other process of fiberglass reinforced plastic upper boom can be offered, but
    the details of technical specification (Such as safety factor, tensile strength,
    torsional strength, deflection, etc.) shall be submitted with the bid to the PEA’s
    committees for approving.
17. The Contractor shall provide certified report of stability and electrical tests
    according to latest ANSI A 92.2 standard the report issued by the original aerial
    device manufacturer.
18. The Contractor shall provide two (2) sets per each truck of aluminium anodize plate
    in Thai language attached on suitable place to indicate operating and periodically
    preventive maintenance and service schedule for truck and aerial device.

ศูนย์บริการของ Trucks ต้องมีรายละเอียดดังต่อไปนี้

1. ศูนย์บริการต้องเป็นสถานที่ ที่มีอาณาเขตที่ชัดเจน สะดวก ปลอดภัย และมีสิ่งปลูกสร้างที่ถาวร 2. ศูนย์บริการต้องมีพื้นที่ที่สามารถนํา Trucks ของ ผลิตภัณฑ์นั้นๆ เข้ารับบริการในส่วนของการตรวจสอบ
   บําารุงรักษา ซ่อมแซมได้ และมีการสํารองอะไหล่แท้ที่เหมาะสมต่อการให้บริการ
2. ศูนย์บริการต้องมีเจ้าหน้าที่ที่ชํานาญการที่เพียงพอในการให้บริการตามข้อ 2.
3. ศูนย์บริการต้องมีป้ายแสดงชื่อของนิติบุคคล หรือบุคคล พร้อมป้ายที่แสดงชื่อของผลิตภัณฑ์ที่เสนอ 5. ศูนย์บริการต้องเป็นนิติบุคคล หรือบุคคล ที่ได้รับการแต่งตั้งจากผู้ผลิต หรือผู้แทนจําหน่ายโดยตรงจากผู้ผลิต หรือ
   ผู้แทนจําหน่าย Trucks ผลิตภัณฑ์ที่เสนอราคาเท่านั้น
4. ศูนย์บริการ (ตามข้อ 1. -5.) ต้องเป็นมาตรฐานเดียวกันทุกแห่ง และเปิดให้บริการอยู่ในปัจจุบัน

   โรงซ่อม (Workshop) ต้องมีรายละเอียดดังต่อไปนี้
5. โรงซ่อม (Workshop) ต้องได้รับการแต่งตั้งจากผู้ผลิต หรือ ผู้แทนจําหน่ายของผลิตภัณฑ์เครนกระเช้า (Brand) ที่ เสนอ เพื่อให้สามารถบริการด้านซ่อมแซม บํารุงรักษา และ ด้านอะไหล่ผลิตภัณฑ์เครนกระเช้า (Brand) ที่เสนอได้ (เอกสารแต่งตั้งดังกล่าวจะต้องจัดส่งในวันเสนอราคา)
6. โรงซ่อม (Workshop) ต้องมีพนักงานผู้ผ่านการฝึกอบรมการซ่อมแซม และบํารุงรักษา ผลิตภัณฑ์เครนกระเช้า (Brand) ที่เสนอขายจากผู้ผลิตไม่น้อยกว่า 1 คน ทํางานประจําอยู่ที่โรงซ่อม (Workshop) ดังกล่าว โดยต้องแนบ ใบรับรองการผ่านการฝึกอบรมฯ ที่ออกให้โดยผู้ผลิต และแนบใบรับรองสภาพการจ้างของผู้ผ่านการฝึกอบรมฯ ผู้นั้น ที่ออกให้โดยโรงซ่อม (Workshop) (เอกสารทั้ง 2 นี้ จะต้องจัดส่งในวันเสนอราคา โดยใบรับรองสภาพการ จ้างต้องลงวันที่ไม่เกิน 7 วัน ก่อนวันเสนอราคา เพื่อยืนยันว่าพนักงานผู้นั้นยังคงปฏิบัติงานประจําที่โรงซ่อม (Workshop) ดังกล่าวอยู่
7. โรงซ่อม (Workshop) นี้ต้องมีเอกสารอนุญาตประเภทใดประเภทหนึ่ง (ต้องจัดส่งเอกสารอนุญาตตามข้อ 3.1
   หรือ 3.2 ประเภทใดประเภทหนึ่ง ในวันเสนอราคา) ที่ไม่ขาดการต่ออายุ ตามข้อต่อไปนี้คือ
   3.1 ใบอนุญาตประกอบกิจการโรงงาน จากกระทรวงอุตสาหกรรม ตามแบบ รง.4 ลําดับที่ 70 หรือ 77 หรือ 95 3.2 หนังสืออนุญาตให้ประกอบกิจการที่เกี่ยวข้องกับการประกอบติดตั้ง หรือ ซ่อมแซมบํารุงรักษารถประเภท

เงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุ
ผู้ยื่นข้อเสนอ จะต้องปฏิบัติตามเงื่อนไขประกอบการจัดซื้อพัสดุดังนี้
ข้อ ๑ “ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงาน ผลการทดสอบเฉพาะแบบ (Type test reports) และเอกสารอื่นๆ ตามที่ได้ระบุไว้ในรายละเอียดสเปค (Specification) ให้ครบถ้วนพร้อมกับการยื่นข้อเสนอ โดยเอกสารทางเทคนิคดังกล่าวจะต้องเป็นภาพสีเหมือนกับเอกสาร
ต้นฉบับ หากผู้ยื่นข้อเสนอยื่นเสนอเอกสารเป็นภาพขาวดํา การไฟฟ้าส่วนภูมิภาคมีสิทธิร้องขอเอกสารภาพสี เพื่อเปรียบเทียบกับเอกสารภาพขาวดําที่เสนอมา และต้องเป็นภาษาไทยหรือภาษาอังกฤษ กรณีเป็นภาษาอื่น นอกเหนือจากข้างต้น ต้องแปลเป็นภาษาไทยหรือภาษาอังกฤษเท่านั้น สําหรับเอกสารทางเทคนิคที่ผู้ยื่น ข้อเสนอโดยวิธีคัดเลือกจะต้องกรอกรายละเอียดโดยวิธีการพิมพ์เท่านั้น การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะไม่รับ พิจารณาผู้ยื่นข้อเสนอที่ยื่นเอกสารทางเทคนิคไม่ครบถ้วน หรือไม่เป็นไปตามที่ระบุข้างต้น
ข้อ ๒ การไฟฟ้าส่วนภูมิภาคจะพิจารณาเฉพาะเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงานผลการทดสอบเฉพาะแบบ (Type test reports) หรือเอกสารอื่นๆ ที่ระบุผลิตภัณฑ์ เป็นแบบ (Type) หรือเป็นรุ่น (Model) ที่ตรงกับที่ผู้ยื่นข้อเสนอระบุไว้ในรายการที่เสนอราคาเท่านั้น เว้นแต่ รายละเอียดสเปค (Specification) ระบุความต้องการเอกสารทางเทคนิคไว้เป็นอย่างอื่น
ข้อ ๓ กรณีผู้ยื่นข้อเสนอ เสนอผลิตภัณฑ์ที่เป็นเซอร์กิตเบรกเกอร์ สวิตซ์ และอุปกรณ์ตัดตอนในระบบ จําหน่าย ผู้ยื่นข้อเสนอจะต้องดําเนินการ ดังนี้
๓.๑ เซอร์กิตเบรกเกอร์ ที่จะจัดซื้อตั้งแต่ระบบ ๒๒ kV ขึ้นไป จะต้องมีคุณสมบัติเป็นไปตาม รายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้

๓.๑.๑ ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว
ไม่น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานโดยไม่มีปัญหาในสถานีไฟฟ้าของภาครัฐ และ/หรือเอกชนในประเทศ ที่เชื่อถือได้ มาแล้วไม่น้อยกว่า ๑ แห่ง เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือประสบการณ์ในการผลิต และ/หรือ การติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการ ขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยื่นข้อเสนอ หรือ
๓.๑.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product List หรือการขึ้นทะเบียนอื่นๆ ที่ การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
๓.๑.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาค มาพร้อมกับการยื่นข้อเสนอ

๓.๒ สวิตซ์ และอุปกรณ์ตัดตอนในระบบจําหน่ายที่จะจัดซื้อ ตั้งแต่ระบบ ๒๒ KV ขึ้นไป aulun Dropout fuse cutout, Disconnecting switches, Air break switches, Remote controlled switches (SF, gas load break switches). Automatic switching equipment for switching power capacitor bank และ Recloser จะต้องมีคุณสมบัติเป็นไปตามรายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้
๑.๒.๑ ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว ไม่ น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานในระบบจําหน่ายมาแล้วไม่น้อยกว่า ๔๐๐ ชุด เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยืน
ข้อเสนอ หรือ
๓.๒.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product List หรือการขึ้นทะเบียนอื่นๆ ที่การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
๓.๒.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาคมาพร้อมกับการยื่นข้อเสนอ
๓.๓ ผู้ยื่นข้อเสนอสามารถเสนอขายเซอร์กิตเบรกเกอร์ สวิตช์หรืออุปกรณ์ตัดตอนในระบบ จําหน่าย จากผู้ผลิตที่ไม่มีคุณสมบัติตามที่ระบุไว้ในข้อ ๓.๒ หรือ ๓.๒ ดังกล่าวได้ แต่ต้องเป็นผู้ที่ผลิตภายใต้ ใบอนุญาต (License) และจะต้องประทับตราเครื่องหมายการค้า (Brand-Name or Trade-mark) เดิมของ ผู้ให้ใบอนุญาตบนพัสดุ โดยผู้ให้ใบอนุญาต (Licensor) จะต้องมีคุณสมบัติตามข้อ ๓.๑.๑ หรือ ๓.๒.๑ แล้วแต่
กรณี
โดยกรณีนี้ผู้ผลิตภายใต้ใบอนุญาตจะต้องทําการทดสอบเฉพาะแบบ (Design or Type
tests) เซอร์กิตเบรกเกอร์ สวิตซ์ หรืออุปกรณ์ตัดตอนในระบบจําหน่ายตามมาตรฐานที่กําหนดไว้ใน รายละเอียดสเปค (Specification) ใหม่ทั้งหมด
ทั้งนี้ ผู้ยื่นข้อเสนอต้องยื่นใบอนุญาต (License) ที่ยังไม่หมดอายุ มาพร้อมกับเอกสารแสดง ประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า ของผู้ให้ใบอนุญาต (Licensor) มาพร้อมกับ การยื่นข้อเสนอ
๓.๔ หากผู้ยื่นข้อเสนอ เสนอรายละเอียดไม่เป็นไปตามข้อ ๓.๑,๓.๒ และ ๓.๓ ข้างต้น การไฟฟ้าส่วนภูมิภาคสงวนสิทธิที่จะไม่จัดซื้อ

ข้อ ๔ กรณีที่อุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๑๕ KV และระบบจําหน่าย ๒๒ และ ๓๓ kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตช์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึงมิเตอร์สําหรับวัดพลังงานไฟฟ้า ผลิตภัณฑ์ใดก็ตามที่ การไฟฟ้าส่วนภูมิภาค จัดซื้อในแต่ ละสัญญา และติดตั้งใช้งานภายในระยะเวลา 5 ปี นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งผลการตรวจ รับงวดสุดท้าย หรือภายในระยะเวลาอื่นตามที่รายละเอียดสเปค (Specification) กําหนด มีสถิติการชํารุดอัน เนื่องมาจากคุณภาพของผลิตภัณฑ์ เกินกว่าเกณฑ์ที่กําหนดไว้ในรายละเอียดสเปค (Specification) หรือกําหนด ไว้ในเงื่อนไขอื่นๆ ในขอบเขตของงาน (TOR) หรือกําหนดไว้ในสัญญาจัดซื้อ การไฟฟ้าส่วนภูมิภาคจะตัดสิทธิการ เสนอราคาผลิตภัณฑ์รุ่น (Model) / แคตตาล็อค (Catalogue No.) ดังกล่าว และจะไม่จัดซื้อเป็นการชั่วคราว ทั้งในระหว่างการพิจารณาจัดซื้อ และที่จะประกาศจัดซื้อใหม่จนกว่าผู้ผลิตหรือ ผู้แทนจําหน่ายผลิตภัณฑ์นั้นๆ จะส่งแผนการปรับปรุงคุณภาพผลิตภัณฑ์ และดําเนินการแก้ไขให้เป็นที่ยอมรับหรือได้รับการถอดถอนออกจาก
บัญชีรายชื่อผลิตภัณฑ์ที่ต้องปรับปรุงคุณภาพจากการไฟฟ้าส่วนภูมิภาคแล้ว และต้องพ้นกําหนดระยะเวลา 5 เดือน นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งตัดสิทธิการเสนอราคาผลิตภัณฑ์ดังกล่าวด้วย
ทั้งนี้ เงื่อนไขดังกล่าวจะไม่มีผลใช้บังคับย้อนหลังไปถึงการจัดซื้อที่ยังไม่มีเงื่อนไขนี้กําหนดไว้
ข้อ ๕ กรณีการจัดซื้ออุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๑๕ kV และระบบ จําหน่าย ๒๒ kV และ ๓๓ kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตซ์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึง มิเตอร์สําหรับวัดพลังงานไฟฟ้า การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะส่ง เจ้าหน้าที่ของการไฟฟ้าส่วนภูมิภาค หรือผู้แทนที่ได้รับการแต่งตั้งจากการไฟฟ้าส่วนภูมิภาคเข้าไปตรวจสอบ กระบวนการผลิตและการควบคุมคุณภาพ ณ โรงงานผู้ผลิต ตามเงื่อนไขและข้อกําหนดของการไฟฟ้าส่วน ภูมิภาค ก่อนการส่งมอบ โดยการไฟฟ้าส่วนภูมิภาคจะเป็นผู้ออกค่าใช้จ่ายในการเดินทาง และเบี้ยเลี้ยงของ เจ้าหน้าที่ฯหรือค่าจ้างผู้แทนฯเท่านั้น ทั้งนี้ กรณีการจัดซื้อหม้อแปลงมีรายละเอียดและขั้นตอนที่ผู้ได้รับการ สั่งซื้อต้องปฏิบัติตามเอกสารแนบจํานวน ๒ แผ่น กรณีพัสดุหรืออุปกรณ์ที่เสนอข้างต้น หากได้รับการรับรอง ตาม PEA Product Acceptance ให้ดําเนินการตามข้อ 5
ข้อ ๖ กรณีพัสดุที่จะจัดซื้อเป็นรายการที่ได้รับการขึ้นทะเบียนตามกระบวนการ PEA Product Acceptance การไฟฟ้าส่วนภูมิภาคจะดําเนินการดังนี้
๖.๑ ในการพิจารณาทางเทคนิค หากผู้ยื่นเสนอ เสนอผลิตภัณฑ์ที่ได้รับการขึ้นทะเบียน ตามกระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้นทะเบียนฯ ณ วันที่ยื่นเสนอราคา ให้แนบใบขึ้นทะเบียนฯ ของการไฟฟ้าส่วนภูมิภาค พร้อมเอกสาร ประกอบการเสนอราคาส่วนที่ ๒ โดยไม่ต้องยื่นเอกสาร แคตตาล็อกและ/แบบรูป แสดงรายละเอียด คุณลักษณะเฉพาะ ในกรณีที่ยื่นแคตตาล็อกฯ พร้อมใบขึ้นทะเบียนฯ ผู้เสนอราคาจะต้องจัดทําหนังสือยืนยัน เลือกเอกสารอย่างใดอย่างหนึ่งให้ การไฟฟ้าส่วนภูมิภาคทราบ
๖.๒ ในขั้นตอนการตรวจรับพัสดุที่จัดซื้อ หากพัสดุรายการใดได้รับการขึ้นทะเบียน ตามกระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้

ใบขึ้นทะเบียนฯ โดยคู่สัญญาต้องทําการทดสอบประจําและทดสอบเพื่อการตรวจรับ (โดยมีหัวข้อการทดสอบ ตามที่ระบุในสเปค) ที่โรงงานผู้ผลิต/หน่วยทดสอบที่การไฟฟ้าส่วนภูมิภาคยอมรับ และส่งผลทดสอบดังกล่าว ให้การไฟฟ้าส่วนภูมิภาค ทั้งนี้ ให้ใช้ใบขึ้นทะเบียนฯ ที่คงสถานะ การขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้นทะเบียนฯ แทนการตรวจสอบการผลิตและการทดสอบ ณ โรงงานผู้ผลิต
ภายหลังทําสัญญา หากพบว่าการขึ้นทะเบียนของการไฟฟ้าส่วนภูมิภาค สิ้นสถานะหรืออยู่ ระหว่างถูกพักใช้ใบขึ้นทะเบียน การไฟฟ้าส่วนภูมิภาคจะดําเนินการตรวจรับพัสดุดังกล่าวตามเงื่อนไข หัวข้อทดสอบตามที่ระบุในสเปค และวิธีการตรวจรับพัสดุ ของการไฟฟ้าส่วนภูมิภาคที่บังคับใช้อยู่ในปัจจุบัน
ข้อ
๗ ผู้ชนะการเสนอราคาจะต้องแจ้งกําหนดวันส่งมอบพัสดุเป็นลายลักษณ์อักษรให้หน่วยงานจัดซื้อ และ/หรือ หน่วยงานที่จุดจัดส่งของการไฟฟ้าส่วนภูมิภาคทราบล่วงหน้าไม่น้อยกว่า ๓ วันทําการ เพื่อที่จะได้ กําหนดนัดวันตรวจรับต่อไปและจะต้องส่งมอบพัสดุภายในวันและเวลาทําการของหน่วยงาน
ข้อ ๔ พัสดุที่การไฟฟ้าส่วนภูมิภาคกําหนดให้มีการทดสอบเพื่อการตรวจรับในหัวข้อที่เป็นการทดสอบ แบบทําลาย จนพัสดุไม่สามารถนํากลับมาใช้งานได้ คู่สัญญาจะต้องนําพัสดุใหม่มาทดแทนเพื่อให้ครบจํานวน ตามที่ระบุไว้ในสัญญาก่อนการไฟฟ้าส่วนภูมิภาครับมอบพัสดุไว้ใช้งาน โดยการไฟฟ้าส่วนภูมิภาคจะมีหนังสือ แจ้งให้ส่งของมาทดแทน ภายใน ๕ วันทําการนับจากวันที่ได้รับหนังสือแจ้ง หากคู่สัญญาไม่นํามาทดแทน ภายในเวลาที่กําหนด การไฟฟ้าส่วนภูมิภาคจะคิดค่าปรับกรณีส่งของล่าช้าในอัตราร้อยละ ๐.๒๐ ของมูลค่า พัสดุที่นํามาทดแทน และผู้ขายต้องรับพัสดุที่ทดสอบแล้วชํารุดคืนกลับไป ภายใน ๓๐ วัน หลังจากได้นําพัสดุ มาทดแทนให้การไฟฟ้าส่วนภูมิภาคแล้ว หากผู้ขายไม่ประสงค์จะรับพัสดุคืนให้ทําหนังสือแจ้งการไฟฟ้าส่วน ภูมิภาคทราบเพื่อที่จะดําเนินการต่อไป
ข้อ ๔ การชําระราคาพัสดุที่ตกลงซื้อขายกันการไฟฟ้าส่วนภูมิภาคจะชําระภายในเวลา ๓๐ วัน นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้ทําการตรวจรับพัสดุที่คู่สัญญาส่งมอบถูกต้องเรียบร้อยแล้วในแต่ละงวด
ผู้ชนะการเสนอราคาจะต้องรับประกันความชํารุดบกพร่องอันเนื่องมาจากการใช้งานตามปกติ
ของพัสดุเป็นเวลาไม่น้อยกว่า ๑ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว เว้นแต่
๑๐.๑ ปูนซีเมนต์ปอร์ตแลนด์ประเภทเกิดแรงสูงเร็ว ต้องรับประกันคุณภาพเป็นเวลาไม่น้อย กว่า ๓๐ วัน นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
๑๐.๒ พัสดุประเภทดังต่อไปนี้ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๓ ปี เว้นแต่ รายละเอียดสเปค (Specification) กําหนดระยะเวลารับประกันคุณภาพไว้มากกว่า ๓ ปี นับถัดวันที่การไฟฟ้า ส่วนภูมิภาคได้รับมอบแล้ว ให้ถือระยะเวลารับประกันคุณภาพที่กําหนดไว้ในรายละเอียดสเปค
-หม้อแปลงไฟฟ้ากําลัง ที่สเปคกําหนดรายละเอียดให้เป็นไปตามมาตรฐาน
มอก. ๒๓๙๔ หรือมาตรฐานฉบับอื่นที่สํานักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) กําหนดให้เป็นมาตรฐานผลิตภัณฑ์อุตสาหกรรมสําหรับหม้อแปลง ไฟฟ้ากําาลัง

๑๐.๓ พัสดุที่จะจัดซื้อเป็น Porcelain cable spacer with grip locks and High-Density Polyethylene (HDPE) cable spacers and snap-tie ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัด จากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
๑๐.๔ Remote controlled switches for lolo kV and mm kV do Hz distribution
system ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว ยกเว้น Battery ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๒ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบ

๑๐.๕ Electronic energy meters ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
๑๐.๖ พัสดุ นอกเหนือจากที่ระบุไว้ในข้อ ๑๐.๑ ถึง ๑๐.๕ หากรายละเอียดสเปค (Specification) มีการระบุระยะเวลารับประกันคุณภาพไว้เป็นอย่างอื่น ให้ถือระยะเวลารับประกันคุณภาพที่ กําหนดไว้ในรายละเอียดสเปค
ถ้าพัสดุเกิดความบกพร่องเนื่องจากวัสดุและหรือฝีมือไม่ดี ต้องรีบจัดการแก้ไขหรือเปลี่ยนใหม่ ให้เรียบร้อยโดยไม่คิดมูลค่า ภายใน ๓๐ วัน นับถัดจากวันที่ได้รับแจ้งจากการไฟฟ้าส่วนภูมิภาค และหากความ บกพร่องดังกล่าวเป็นเหตุให้เกิดความเสียหายหรือเกิดอุบัติเหตุใดๆขึ้น ผู้ชนะการเสนอราคาจะต้องรับผิดชอบ ชดใช้ค่าเสียหายทั้งหมด ตามข้อกําหนดทั่วไป และ/หรือรายละเอียดสเปค (Specification) จะกําหนดไว้ โดย ไม่มีข้อโต้แย้งใดๆ
ในกรณีที่ผู้ชนะการเสนอราคารับพัสดุไปแก้ไข หรือการไฟฟ้าส่วนภูมิภาคส่งมอบพัสดุให้ผู้
ชนะการเสนอราคาไปดําเนินการแก้ไข และผู้ชนะการเสนอราคาส่งมอบพัสดุที่แก้ไขแล้วคืนเกินกําหนดเวลา
๓๐ วัน ผู้ชนะการเสนอราคาต้องขยายกําหนดเวลารับประกันความชํารุดบกพร่องเท่ากับจํานวนวันที่เกินจาก กําหนด ๓๐ วัน โดยนับต่อจากวันครบกําหนดเวลารับประกันเดิม สําหรับกรณีที่แก้ไขแล้วเสร็จพ้นกําหนดเวลา รับประกัน ให้ขยายกําหนดตามจํานวนวันที่เกินจากกําหนด ๓๐ วัน โดยนับต่อจากวันส่งมอบพัสดุที่แก้ไขเสร็จ เรียบร้อย แล้วแต่กรณี และยอมให้การไฟฟ้าส่วนภูมิภาคปรับเป็นรายวันในอัตรา ร้อยละ ๐.๐๔๑๐๙ ของ ราคาพัสดุรวมภาษีมูลค่าเพิ่ม ที่แก้ไขเกินกําหนด
ข้อ ๑๑ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ ๓๐๐ ล้านบาทขึ้นไป รวมถึงการจัดซื้อจัดจ้างแบบเป็น กลุ่มประกวดราคา (Bid Group) ที่มีวงเงินตั้งแต่ ๓๐๐ ล้านบาทขึ้นไป (ตามประกาศคณะกรรมการ ความร่วมมือป้องกันการทุจริต เรื่อง มาตรฐานขั้นต่ําของนโยบายและแนวทางป้องกันการทุจริตในการจัดซื้อ จัดจ้างที่ผู้ประกอบการ ต้องจัดให้มี ตามมาตรา ๑๙ แห่งพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุ ภาครัฐ พ.ศ. ๒๕๖๐) ผู้เข้าร่วมการเสนอราคาจะต้องมีนโยบายและแนวทางการป้องกันการทุจริตในการจัดซื้อ จัดจ้าง พร้อมทั้ง ต้องแนบเอกสารหลักฐาน และแบบตรวจสอบข้อมูลของผู้ประกอบการที่จะเข้าร่วมการเสนอ ราคาในโครงการที่มีวงเงินตั้งแต่ ๓๐๐ ล้านบาทขึ้นไป ประกอบเป็นเอกสารการเสนอราคา โดยผู้ประกอบการ จะต้องมีการดําเนินการตามแบบตรวจสอบข้อมูลครบถ้วนทุกข้อจึงจะผ่านการพิจารณาคุณสมบัติของผู้เสนอ

ข้อ ๑๒ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ ๑,๐๐๐ ล้านบาทขึ้นไป จะต้องดําเนินการตามประกาศ คณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) เรื่องแนวทางและวิธีการในการดําเนินงานโครงการ ความร่วมมือป้องกันการทุจริตในการจัดซื้อจัดจ้างภาครัฐ แบบของข้อตกลงคุณธรรม การคัดเลือก ผู้สังเกตการณ์ และการจัดทํารายงานตามมาตรา ๑๗ และ มาตรา ๑๘ แห่งพระราชบัญญัติการจัดซื้อจัดจ้าง และการบริหารพัสดุภาครัฐ พ.ศ. ๒๕๖๐ และได้รับ คัดเลือก จากคณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) ให้จัดทําข้อตกลงคุณธรรม (integrity pact :iP)
ผู้ประสงค์จะเข้าร่วมการเสนอราคาในโครงการจัดทําข้อตกลงคุณธรรมจะต้องลงนามใน
ข้อตกลงคุณธรรมซึ่งเป็นเอกสารที่ยื่นพร้อมกับเอกสารเสนอราคา หากไม่ลงนามในข้อตกลงคุณธรรมจะไม่มี
สิทธิเข้าร่วมการเสนอราคาในโครงการนั้น
ข้อ ๑๓ กรณีหม้อแปลงไฟฟ้าเกิดการชํารุดระหว่างการใช้งานและอยู่ภายในระยะเวลารับประกัน การ ไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิในการผ่าพิสูจน์หม้อแปลงไฟฟ้า เพื่อหาสาเหตุการชํารุด โดยให้คู่สัญญาเข้าร่วม ในกระบวนการผ่าพิสูจน์ หากผลการผ่าพิสูจน์ปรากฏว่า ใช้วัสดุอุปกรณ์ไม่เป็นไปตามข้อกําหนดทางเทคนิค (Specification) ที่การไฟฟ้าส่วนภูมิภาคกําหนด การไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิบอกเลิกสัญญา และเรียก ค่าเสียหาย พร้อมทั้งพิจารณาให้เป็นผู้ทิ้งงาน
ข้อ ๑๔ ในกรณีพัสดุที่การไฟฟ้าส่วนภูมิภาค (กฟภ.) จัดซื้อได้มีการกําหนดให้มีการทดสอบ กฟภ. สงวน สิทธิที่จะเรียกเก็บค่าบริการทดสอบกับผู้ยื่นข้อเสนอ คู่สัญญา โดย กฟภ. จะเรียกเก็บค่าบริการทดสอบ ดังนี้
๑๔.๑ งานให้บริการทดสอบเพื่อประกอบการพิจารณาผลการจัดซื้อ งานให้บริการทดสอบ
เพื่อตรวจรับ งานให้บริการทดสอบอุปกรณ์/พัสดุในโครงการจ้างเหมาก่อสร้างระบบไฟฟ้า งานให้บริการ ทดสอบเพื่อตรวจสอบและรับรองคุณภาพของผลิตภัณฑ์ และงานให้บริการทดสอบอื่นๆ ให้คิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
๑๔.๒ สําหรับการทดสอบอุปกรณ์/พัสดุ มีการคิดค่าบริการ แบ่งเป็น ๒ ลักษณะ ดังนี้
๑๔.๒.๑ การทดสอบโดยหน่วยงานทดสอบของ กฟภ. จะดําเนินการคิดค่าบริการ
ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
๑๔.๒.๒ การทดสอบโดยหน่วยทดสอบเครือข่าย หรือหน่วยทดสอบภายนอก ที่ กฟภ. ยอมรับ หากมีเจ้าหน้าที่จาก กฟภ. เข้าร่วมเป็นสักขีพยานในการทดสอบ (Witness test) จะดําเนินการคิดค่า ดําเนินการให้บริการในอัตรา ๓,๐๐๐ บาท/งาน/วัน (ไม่รวมภาษีมูลค่าเพิ่ม) หรือตามอัตราที่ กฟภ. กําหนดไว้ ตามประเภทอุปกรณ์ (ถ้ามี)
ทั้งนี้ กฟภ. จะเรียกเก็บค่าบริการทดสอบ รวมข้อ ๑๔.๒.๑ และ ๑๔.๒.๒ ไม่เกินร้อยละ ๑๐ ของมูลค่ารวมการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ (ไม่รวมภาษีมูลค่าเพิ่ม) หากการขอรับบริการ ทดสอบใดไม่กําหนดมูลค่าการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ กฟภ. ขอสงวนสิทธิคิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้ ตามค่าใช้จ่ายที่เกิดขึ้นจากการทดสอบจริงทั้งหมด

หากมีการใช้รถยนต์หรือยานพาหนะของ กฟภ. ในการเดินทางไปเข้าร่วมเป็นสักขีพยานใน การทดสอบดังกล่าว จะมีการคิดค่าบริการเพิ่มขึ้นตามประเภทของรถยนต์ที่ใช้ในการเดินทางตามอัตราที่ กฟภ. กําหนดไว้
ในกรณีที่ผู้ยื่นข้อเสนอ/คู่สัญญา ไม่ส่งมอบหลักฐานการชําระค่าบริการทดสอบอุปกรณ์/พัสดุ
หน่วยงานทดสอบของ กฟภ. มีสิทธิบอกเลิกการขอรับบริการทดสอบในครั้งนั้นๆ
ทั้งนี้ สามารถตรวจสอบข้อมูลสําคัญการทดสอบอุปกรณ์ ประกอบด้วยอัตราค่าบริการ ทดสอบอุปกรณ์ รายละเอียดการตรวจรับพัสดุ รายชื่อหน่วยทดสอบเครือข่ายที่ กฟภ. ยอมรับ และสามารถ ค้นหาหน่วยงานทดสอบ รายการพัสดุพร้อมทั้งหัวข้อการทดสอบ เพื่อประกอบการพิจารณาผลการจัดซื้อ หรือ เพื่อการตรวจรับพัสดุที่จะเรียกเก็บค่าบริการทดสอบ ได้ที่ www.pea.co.th -> ข่าวสารประกาศ -> หัวข้อ “ข้อมูลสําคัญการทดสอบอุปกรณ์

รายละเอียดเพิ่มเติมประกอบการจัดซื้อรถยนต์
ข้อ ๑ ผู้ชนะการเสนอราคา ต้องดําเนินการจดทะเบียนรถยนต์ตามที่มีประกาศหรือคําสั่งของกรม ขนส่งทางบก หรือกฎหมายอื่นๆที่เกี่ยวข้องกับการจดทะเบียนรถยนต์ หลังจากที่คณะกรรมการฯ ตรวจรับพัสดุ ไว้ถูกต้อง และการไฟฟ้าส่วนภูมิภาคได้ทําประกันคุ้มครองผู้ประสบภัยจากรถ ตาม พรบ. คุ้มครองผู้ประสบภัย จากรถ พ.ศ. ๒๕๓๕ แล้ว โดยผู้ชนะการเสนอราคา ต้องทดรองจ่ายค่าธรรมเนียมในการจดทะเบียนรถยนต์ ดังกล่าว ตามอัตราซึ่งทางราชการกําหนดทั้งหมดแทนการไฟฟ้าส่วนภูมิภาคก่อนด้วย สําหรับค่าใช้จ่ายที่ นอกเหนือจากค่าธรรมเนียมการจดทะเบียนรถยนต์ ผู้ชนะการเสนอราคา ต้องรับผิดชอบภายในกําหนด
ระยะเวลาการรับประกันคุณภาพ
ข้อ ๒ ผู้ชนะการเสนอราคา จะต้องส่งมอบพัสดุที่ชนะการเสนอราคาต่อคณะกรรมการตรวจรับของ การไฟฟ้าส่วนภูมิภาค เพื่อให้คณะกรรมการฯทําการตรวจรับ พัสดุ ก่อนที่ผู้ชนะการเสนอราคา จะนําพัสดุ ดังกล่าวไปจดทะเบียนรถยนต์ตามเงื่อนไข ข้อ (๑) ดังกล่าวข้างต้นตามเงื่อนไขดังต่อไปนี้
๒.๑ กรณีที่รถยนต์ที่ซื้อเป็นรถยนต์แบบที่ประกอบแล้วเสร็จเป็นคันรถโดยไม่ต้องต่อเติม เช่น รถยนต์ประเภทบุคคล ฯลฯ คู่สัญญาต้องส่งมอบยานพาหนะที่มีรายละเอียด ดังนี้ ยางรถยนต์ทุกเส้นที่ส่ง มอบมาพร้อมกับยานพาหนะจะต้องผลิตมาไม่เกิน ๑ ปี นับถึงวันส่งมอบงวดแรก, คู่สัญญาจะต้องส่งมอบ ยานพาหนะที่มีน้ํามันเชื้อเพลิงเต็มถังในวันที่ส่งมอบ และแบตเตอรี่ที่ติดตั้งมากับยานพาหนะที่ส่งมอบ จะต้องเป็นแบบ Maintenance free ผู้ชนะการเสนอราคาจะต้องส่งมอบพัสดุต่อคณะกรรมการตรวจรับฯ ภายในกําหนดเวลาตามสัญญาซื้อขาย ณ สถานที่ของผู้ชนะการเสนอราคา แต่ทั้งนี้จะถือว่าผู้ชนะการเสนอ ราคา ได้ส่งมอบพัสดุครบถ้วนถูกต้องตามสัญญาซื้อขายแล้ว ต่อเมื่อผู้ชนะการเสนอราคา ได้นําพัสดุซึ่งผู้ชนะ การเสนอราคา และป้ายทะเบียนรถยนต์สําหรับพัสดุดังกล่าว มาส่งมอบให้แก่การไฟฟ้าส่วนภูมิภาคโดย
ครบถ้วนถูกต้องตามสัญญาซื้อขายทุกประการด้วย
๒.๒ กรณีที่รถยนต์จะต้องมีการประกอบอุปกรณ์สําคัญเพิ่มเติมจากตัวรถ และรถยนต์ที่ต้อง ต่อเติมและ/หรือดัดแปลง เช่น รถยนต์แก้กระแสไฟฟ้าขัดข้อง รถยนต์บรรทุกติดเครนประเภทต่างๆ รถยนต์ บรรทุกพร้อมติดตั้งกระบะ รถยนต์บรรทุกพร้อมตู้เก็บเครื่องมือฯลฯ การไฟฟ้าส่วนภูมิภาค จะให้คณะกรรมการ ตรวจรับไปทําการตรวจสอบรถที่โรงงานของผู้ผลิตและ/หรือผู้ประกอบเป็นระยะๆ โดยให้ผู้ชนะการเสนอราคา แจ้งให้ทราบทุกครั้งที่มีการประกอบชิ้นส่วนสําคัญแต่ละขั้นตอน ตัวอย่างเช่น รถฮอทไลน์กระเช้าฯ เมื่อมีการ ประกอบโครงสร้างตัวรถเรียบร้อยแล้ว ก็ให้ผู้ชนะการเสนอราคา แจ้งให้ การไฟฟ้าส่วนภูมิภาคทราบ เพื่อให้ คณะกรรมการตรวจรับฯ ดังกล่าวไปทําการตรวจรับ ต่อมาเมื่อมีการประกอบที่นั่ง, กระจกรถ ยางรถยนต์ทุก เส้นที่ส่งมอบมาพร้อมกับยานพาหนะจะต้องผลิตมาไม่เกิน ๑ ปี นับถึงวันส่งมอบงวดแรก, คู่สัญญาจะต้อง ส่งมอบยานพาหนะที่มีน้ํามันเชื้อเพลิงเต็มถังในวันที่ส่งมอบ และแบตเตอรี่ที่ติดตั้งมากับยานพาหนะที่ส่ง มอบจะต้องเป็นแบบ Maintenance free ฯลฯ เสร็จแล้วก็แจ้งให้การไฟฟ้าส่วนภูมิภาคทราบเพื่อให้ คณะกรรมการตรวจรับฯ ไปทําการตรวจรับอีก ดังนี้เรื่อยไปจนกว่าพัสดุดังกล่าวจะประกอบเสร็จสิ้นสมบูรณ์ ตามสัญญาซื้อขายแล้ว ทั้งนี้ เพื่อเป็นการขจัดปัญหาในการส่งของ ไม่ถูกต้อง แต่อย่างไรก็ตามจะถือว่าผู้ชนะ การเสนอราคา ได้ส่งมอบพัสดุ ครบถ้วนถูกต้องตามสัญญาซื้อขายแล้ว ต่อเมื่อผู้ชนะการเสนอราคา ได้นําพัสดุ ซึ่งชนะการเสนอราคาและป้ายทะเบียนรถยนต์สําหรับพัสดุดังกล่าวมา ส่งมอบให้แก่ การไฟฟ้าส่วนภูมิภาคโดย ครบถ้วนถูกต้องตามสัญญาซื้อขายทุกประการด้วย

ข้อ ๓ ผู้ชนะการเสนอราคา จะต้องแจ้งกําหนดวันที่ ที่จะทําการส่งมอบพัสดุตามข้อ ๒(๒.๑) หรือ พัสดุ ซึ่งผู้ชนะการเสนอราคา ได้ประกอบเสร็จสิ้นสมบูรณ์แล้วตามข้อ ๒(๒.๒) ดังกล่าวข้างต้นเป็นหนังสือส่งให้กอง ผู้เกี่ยวข้อง การไฟฟ้าส่วนภูมิภาค ได้ทราบล่วงหน้าเป็นเวลาไม่น้อยกว่า ๓ วันทําการ (โดยไม่นับวันที่ส่งหนังสือ แจ้งฯ ดังกล่าวรวมเข้าด้วย) ทั้งนี้ ผู้ชนะการเสนอราคา ต้องนําส่งด้วยตนเองซึ่งในกรณีนี้การไฟฟ้าส่วนภูมิภาค จะถือว่าผู้ชนะการเสนอราคา ได้ส่งมอบพัสดุดังกล่าวในวันที่ ๔ ของวันทําการ นับถัดจากวันที่การไฟฟ้าส่วน ภูมิภาคได้รับหนังสือแจ้งดังกล่าวแล้ว
ผู้ชนะการเสนอราคา ยินยอมรับผิดในกรณีที่ส่งมอบพัสดุดังกล่าวล่าช้า หรือ ไม่ถูกต้องตาม
สัญญาซื้อขาย โดยจะต้องชําระค่าปรับดังต่อไปนี้
๑. กรณีส่งมอบพัสดุล่วงเลยกําหนดเวลาตามที่ระบุไว้ในสัญญาซื้อขายยอมให้ปรับ เป็นรายวันในอัตราร้อยละ ๐.๒ ของราคาพัสดุซึ่งรวมภาษีมูลค่าเพิ่มที่ยังไม่ส่งมอบ ถ้าไม่ถึงวันหรือเศษของวัน ให้คิดเป็นหนึ่งวัน จนกว่าจะส่งมอบพัสดุครบถ้วนถูกต้องตามสัญญาซื้อขายทุกประการ ทั้งนี้การปรับดังกล่าวให้ ใช้กับกรณีที่ ผู้ชนะการเสนอราคาทําการแก้ไขพัสดุให้ถูกต้องตามสัญญาซื้อขาย ไม่ว่ากรณีใดๆให้แก่การไฟฟ้า
ส่วนภูมิภาคเมื่อล่วงเลยกําหนดส่งมอบของตามสัญญาซื้อขายดังกล่าวด้วย
๒. เมื่อคณะกรรมการตรวจรับฯของการไฟฟ้าส่วนภูมิภาค ได้ทําการตรวจรับพัสดุ ตาม ข้อ ๒(๒.๑) หรือ ๒๒.๒) แล้ว หากปรากฏว่าพัสดุ มีรายละเอียดถูกต้องตามสัญญาซื้อขายทุกประการแล้ว การไฟฟ้าส่วนภูมิภาคจะมีหนังสือแจ้งให้ผู้ชนะการเสนอราคา นําพัสดุดังกล่าวไปจดทะเบียนรถยนต์ให้
การไฟฟ้าส่วนภูมิภาคต่อไป
ข้อ ๔ ผู้ชนะการเสนอราคา เมื่อดําเนินการจดทะเบียนรถยนต์ให้แก่การไฟฟ้าส่วนภูมิภาคตามเงื่อนไข ข้อ (๑) ดังกล่าวข้างต้นเสร็จสิ้นเรียบร้อยแล้ว ผู้ชนะการเสนอราคา ต้องมีหนังสือแจ้งกําหนดวันที่ที่จะจัดส่ง พัสดุ และป้ายทะเบียนรถยนต์ให้แก่การไฟฟ้าส่วนภูมิภาค เพื่อให้การไฟฟ้าส่วนภูมิภาคได้ทราบและเตรียมการ รับมอบล่วงหน้า ไม่น้อยกว่า ๓ วันทําการด้วย
ข้อ ๕ ผู้ชนะการเสนอราคา จะต้องรับประกันความชํารุดบกพร่องอันเนื่องมาจากการใช้งานตามปกติ ของพัสดุที่เสนอราคาได้เป็นเวลาไม่น้อยกว่า ๑ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบพัสดุ และป้าย ทะเบียนรถยนต์สําหรับพัสดุดังกล่าว ซึ่งถูกต้องครบถ้วนตามสัญญาซื้อขายทุกประการจาก ผู้ชนะการเสนอ ราคาเรียบร้อยแล้ว ถ้าความชํารุดบกพร่องเกิดจากวัสดุ หรือฝีมือไม่ดีผู้ชนะการเสนอราคา ต้องรีบจัดการแก้ไข หรือเปลี่ยนพัสดุใหม่ให้เรียบร้อยโดยไม่คิดมูลค่าภายใน ๓๐ วัน นับถัดจากวันที่ได้รับแจ้งจากการไฟฟ้าส่วน ภูมิภาค และหากความชํารุดบกพร่องดังกล่าวเป็นเหตุให้เกิดความเสียหายหรืออุบัติเหตุใดๆขึ้นแล้ว ผู้ชนะการ เสนอราคา จะต้องรับผิดชอบชดใช้ค่าเสียหายทั้งหมดโดยไม่มีข้อโต้แย้งใดๆทั้งสิ้น
กรณีรถยนต์ที่จัดซื้อเป็นรถยนต์ที่กรมขนส่งทางบกกําหนดให้มีการติดตั้งอุปกรณ์ต่างๆเพื่อใช้ ในการจดทะเบียนรถยนต์ ผู้เสนอราคาต้องแนบรายละเอียดของอุปกรณ์ที่ผ่านการรับรองของกรมขนส่งทางบก ในการยื่นข้อเสนอ
