รายละเอียดการจ้าง
สำนักงานคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (สกพอ.) มีความประสงค์จะจัดจ้างพัฒนาระบบติดตามและรายงานผลการจัดการสาธารณูปโภคในเขตส่งเสริมเศรษฐกิจพิเศษ หรือ SEPZ Utility Management Monitoring Center (UMMC) โดยมีวัตถุประสงค์หลักเพื่อสร้างระบบกลางสำหรับการติดตามและรายงานผลการจัดการสาธารณูปโภคในพื้นที่เขตส่งเสริมเศรษฐกิจพิเศษ (SEPZ) ตามมาตรฐานที่กำหนด
ระบบที่พัฒนาขึ้นจะเป็น Web-based Application ที่ทำหน้าที่เป็นศูนย์กลางสำหรับบันทึกข้อมูล สืบค้น จัดการข้อมูล ติดตามความพร้อมด้านโครงสร้างพื้นฐานระบบสาธารณูปโภค และที่สำคัญคือสามารถแจ้งเตือนค่าตรวจวัดทางคุณภาพสิ่งแวดล้อมได้แบบ Real-time ระบบนี้ต้องมีความสามารถในการเชื่อมต่อและประมวลผลข้อมูลแบบ Real-time จากระบบต้นทาง (Source Systems) เช่น ศูนย์เฝ้าระวังหรือระบบควบคุมกลาง (Monitoring/Control Center) ที่รวบรวมข้อมูลจากอุปกรณ์ตรวจวัด (IoT/Sensor/SCADA System) และต้องสามารถบูรณาการข้อมูลจากระบบต้นทางหลายแหล่ง (Data Integration) ได้อย่างมีประสิทธิภาพ
โครงการนี้มุ่งหวังให้ระบบ UMMC ช่วยเพิ่มประสิทธิภาพในการจัดการทรัพยากร ลดปัญหามลพิษ สร้างความเชื่อมั่นให้กับนักลงทุนและผู้ประกอบการในพื้นที่ ตลอดจนส่งเสริมการพัฒนาที่ยั่งยืนและเป็นมิตรต่อสิ่งแวดล้อมในเขตพัฒนาพิเศษภาคตะวันออก
The Office of the Eastern Economic Corridor Policy Committee (EEC) intends to procure the development of a Utility Management Monitoring Center (UMMC) system for Special Economic Promotion Zones (SEPZ). The primary objective is to establish a central system for monitoring and reporting on utility management within SEPZ areas in accordance with established standards.
The system to be developed will be a Web-based Application serving as a central hub for data recording, retrieval, management, monitoring of utility infrastructure readiness, and crucially, providing real-time alerts for environmental quality measurement values. The system must have the capability to connect and process data in real-time from source systems, such as monitoring or central control centers that gather data from measurement devices (IoT/Sensor/SCADA systems), and must be able to effectively integrate data from multiple source systems.
This project aims for the UMMC system to enhance resource management efficiency, reduce pollution problems, build confidence among investors and entrepreneurs in the area, and promote sustainable and environmentally friendly development within the Eastern Economic Corridor.
