สำนักงานสุขภาพดิจิทัล กระทรวงสาธารณสุข มีโครงการพัฒนาระบบแชทบอทปัญญาประดิษฐ์ (Health Education Chatbot) เพื่อเป็นเครื่องมือสนับสนุนการให้ความรู้และส่งเสริมความรอบรู้ด้านสุขภาพ (Health Literacy) แก่ประชาชนเกี่ยวกับโรคไม่ติดต่อเรื้อรัง (NCDs) อันได้แก่ โรคเบาหวาน ความดันโลหิตสูง ไขมันในเลือดผิดปกติ อ้วนลงพุง และโรคไตเรื้อรัง ระบบนี้มุ่งลดความเหลื่อมล้ำในการเข้าถึงข้อมูลสุขภาพที่ถูกต้อง และสนับสนุนงานของบุคลากรทางการแพทย์ในการตอบคำถามทั่วไป โดยไม่ทำหน้าที่วินิจฉัยหรือรักษาโรค
ขอบเขตงานครอบคลุมการวิเคราะห์ ออกแบบ พัฒนา และทดสอบระบบแชทบอทสมรรถนะสูง โดยใช้โมเดลภาษาใหญ่ (LLM) ร่วมกับเทคนิคต่างๆ เช่น Agentic Workflow, Retrieval-Augmented Generation (RAG) และ Rule-Based Algorithm เพื่อให้ระบบสามารถให้คำตอบที่แม่นยำ ถูกต้องตามแนวทางเวชปฏิบัติมาตรฐานของกระทรวงสาธารณสุข และรองรับการให้คำแนะนำแบบรายบุคคล (Personalized) จากข้อมูลสุขภาพที่ผู้ใช้ยินยอมให้
โครงการกำหนดให้มีการทดสอบประสิทธิภาพสองรอบในสถานพยาบาลเป้าหมาย โดยประเมินด้วย Rubric Score จากบุคลากรทางการแพทย์ และวัดประสิทธิภาพด้านเวลาในการตอบสนอง ผู้รับจ้างต้องส่งมอบงาน 3 งวดภายในระยะเวลาดำเนินการ 400 วัน ภายใต้งบประมาณรวม 9,000,000 บาท
The Digital Health Office under the Ministry of Public Health is launching a project to develop an AI-powered Chatbot (Health Education Chatbot). This system aims to serve as a tool for providing health education and promoting health literacy among the public regarding Non-Communicable Diseases (NCDs), including diabetes, hypertension, dyslipidemia, obesity/metabolic syndrome, and chronic kidney disease. The chatbot is designed to reduce disparities in access to accurate health information and support healthcare personnel in answering general inquiries, without functioning as a diagnostic or treatment tool.
The scope of work includes the analysis, design, development, and testing of a high-performance chatbot system. It will utilize Large Language Models (LLMs) combined with advanced techniques such as Agentic Workflow, Retrieval-Augmented Generation (RAG), and Rule-Based Algorithms to ensure accurate responses aligned with the Ministry’s standard clinical practice guidelines. The system will also support personalized lifestyle guidance based on user-consented health data.
The project mandates two rounds of performance testing at target healthcare facilities, evaluated using a Rubric Score by medical professionals and measuring response time performance. The contractor must deliver the work in 3 installments within a 400-day project duration, under a total budget of 9,000,000 THB.
