รายละเอียดการจ้าง
สำนักบริหารการทะเบียน กรมการปกครอง มีความประสงค์จัดหาระบบฐานข้อมูลสืบค้นหนังสืออิเล็กทรอนิกส์ (E-Book) แห่งใหม่เพื่อทดแทนระบบเดิมที่พัฒนาตามสัญญาจ้างตั้งแต่ปี 2549 เนื่องจากระบบปัจจุบันใช้เทคโนโลยีเก่าและต้องการให้รองรับเทคโนโลยีสมัยใหม่และอนาคต
ขอบเขตงานหลักประกอบด้วย 1) การจัดหา ติดตั้ง และตั้งค่าระบบฮาร์ดแวร์ ได้แก่ เครื่องคอมพิวเตอร์แม่ข่าย (Server) พร้อมโปรแกรมระบบปฏิบัติการที่มีสเปคตามที่กำหนด ณ สถานที่กรมการปกครอง คลอง 9 ลำลูกกา ปทุมธานี 2) การออกแบบและพัฒนาระบบซอฟต์แวร์แอปพลิเคชันสำหรับสืบค้นและอ่านหนังสืออิเล็กทรอนิกส์ (E-Book) ระบบใหม่ต้องเป็น Modern Web Application ที่มีความปลอดภัยสูง รองรับการขยายตัว (Scalability) และรองรับการแสดงผลแบบ Responsive Design บนทั้งคอมพิวเตอร์ แท็บเล็ต และสมาร์ทโฟน (รองรับทั้ง iOS และ Android) โดยต้องมีฟังก์ชันการค้นหาข้อความ (Keyword Search) แบบละเอียด จัดหมวดหมู่หนังสือได้ไม่จำกัด มีระบบจัดการสิทธิ์ผู้ใช้ (Role-based Access Control) และระบบรายงานสถิติ (Dashboard) 3) การพัฒนาระบบให้เชื่อมโยงและทำงานร่วมกับระบบงานเดิมของกรมการปกครองได้ 4) การถ่ายโอนฐานข้อมูลจากระบบเดิมสู่ระบบใหม่โดยครบถ้วนและไม่กระทบการทำงาน 5) การทดสอบระบบและจัดทำคู่มือผู้ใช้พร้อมถ่ายทอดความรู้ และ 6) การให้การสนับสนุนหลังการติดตั้งระบบ (Go-live Support)
โครงการมีวงเงินงบประมาณ 1,575,500 บาท และผู้เสนอราคาต้องดำเนินการส่งมอบงานให้แล้วเสร็จภายใน 150 วัน นับจากวันลงนามในสัญญา
The Department of Provincial Administration (DOPA) intends to procure a new electronic book (E-Book) search database system to replace the outdated legacy system developed under a 2006 contract. The project aims to adopt modern technology for future sustainability.
The core scope of work includes: 1) Supply, installation, and configuration of hardware systems, specifically a server with specified specifications and operating system software at the designated DOPA location in Lam Luk Ka, Pathum Thani. 2) Design and development of a new E-Book search and reading software application. The new system must be a secure, scalable Modern Web Application with Responsive Design, compatible with computers, tablets, and smartphones (supporting both iOS and Android). Key features must include detailed keyword search, unlimited book categorization, role-based access control, and a reporting dashboard. 3) Development to ensure integration and interoperability with DOPA’s existing systems. 4) Complete and non-disruptive migration of data from the old system to the new one. 5) System testing, user manual creation, and knowledge transfer. 6) Post-installation support (Go-live Support).
The project has a budget of 1,575,500 THB, and the winning bidder must complete and deliver all work within 150 days from the contract signing date.
