โครงการนี้มีวัตถุประสงค์หลักเพื่อจ้างพัฒนาแพลตฟอร์มข้อมูลดิจิทัลสำหรับการให้บริการและบูรณาการข้อมูลของสำนักงานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) โดยมุ่งเน้นการแก้ไขปัญหาข้อมูลที่กระจัดกระจายจากระบบงานต่างๆ ทำให้การเข้าถึงและเชื่อมโยงข้อมูลล่าช้า ขอบเขตการดำเนินงานครอบคลุมหลายขั้นตอนสำคัญ เริ่มจากการศึกษาวิเคราะห์แผนพัฒนาสถาปัตยกรรมองค์กร (EA) และผังกระบวนงาน (System Workflow) ของระบบการออกใบอนุญาตหลัก 7 ระบบ เช่น One Stop Service (OSS), ระบบบริหารความถี่วิทยุอัตโนมัติ (ASMS) และ NBTC Service Portal ต่อด้วยการรวบรวมความต้องการจากหน่วยงานภายในสายงานต่างๆ พร้อมวิเคราะห์และออกแบบสถาปัตยกรรมด้านข้อมูล (Data Architecture) ซึ่งรวมถึงการกำหนด Master Data, Common Data Set (CDS) และแนวทางการบริหารจัดการข้อมูลตามหลักธรรมาภิบาล
จากนั้น ผู้รับจ้างจะต้องออกแบบและพัฒนาแพลตฟอร์มดิจิทัลซึ่งประกอบด้วยระบบลงทะเบียนขอใช้บริการที่รองรับการยืนยันตัวตนหลายปัจจัย (MFA/2FA) และ ThaiD รวมถึงระบบ API Portal ที่พัฒนาตามหลัก RESTful API จำนวนไม่น้อยกว่า 40 API เพื่อให้บริการข้อมูลแบบอัตโนมัติ (Automated Service) ผ่านช่องทาง e-Service โดยแพลตฟอร์มจะต้องมีความปลอดภัย รองรับการทำงานในระบบนิเวศดิจิทัลของ กสทช. และส่งเสริมความโปร่งใสตามนโยบายการเปิดเผยข้อมูลภาครัฐ (Open Government Data) โครงการนี้จึงเป็นกลไกสำคัญในการขับเคลื่อนการเป็นรัฐบาลดิจิทัลและเพิ่มประสิทธิภาพการบริหารจัดการข้อมูลของหน่วยงานภาครัฐ
This project aims to hire a contractor to develop a Digital Data Platform for the service delivery and data integration of the Office of the National Broadcasting and Telecommunications Commission (NBTC) of Thailand. The primary goal is to address the issue of fragmented data scattered across various internal and external systems, which causes delays in data access and integration. The scope of work is comprehensive, beginning with a study and analysis of the Enterprise Architecture (EA) and System Workflow of seven key licensing systems, including the One Stop Service (OSS), Automated Spectrum Management System (ASMS), and NBTC Service Portal. This is followed by gathering requirements from various internal departments and designing the Data Architecture, which involves defining Master Data, Common Data Sets (CDS), and data governance guidelines.
Subsequently, the contractor must design and develop the digital platform. This platform includes a user registration system supporting Multi-Factor Authentication (MFA/2FA) and Thai Digital Identity (ThaiD), as well as an API Portal developed based on RESTful API principles with no fewer than 40 APIs. This enables automated data service delivery via e-Service channels. The platform must be secure, support the NBTC’s digital ecosystem, and promote transparency in line with Open Government Data policies. Therefore, this project is a key mechanism for driving digital government transformation and enhancing the efficiency of public sector data management.
