สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) เปิดประมูลจ้างบำรุงรักษาและปรับแต่งโปรแกรมระบบสารบรรณอิเล็กทรอนิกส์ เพื่อสนับสนุนการเชื่อมโยงข้อมูลระหว่างหน่วยงานภาครัฐ ปีงบประมาณ 2569 โครงการนี้มีเป้าหมายเพื่อให้ระบบสามารถใช้งานได้อย่างต่อเนื่อง มีประสิทธิภาพ และสอดคล้องกับระเบียบสำนักนายกรัฐมนตรีว่าด้วยงานสารบรรณ (ฉบับที่ 4) พ.ศ. 2564 รวมถึงพระราชบัญญัติการปฏิบัติราชการทางอิเล็กทรอนิกส์ พ.ศ. 2565 โดยสนับสนุนการทำงานแบบดิจิทัลเต็มรูปแบบและการบูรณาการข้อมูลระหว่างหน่วยงาน
ขอบเขตงานหลักประกอบด้วยการบำรุงรักษาระบบใน 2 รูปแบบ ได้แก่ การบำรุงรักษาเชิงป้องกัน (Preventive Maintenance) ซึ่งจะดำเนินการทุก 3 เดือน และการบำรุงรักษาเชิงแก้ไข (Corrective Maintenance) ที่ต้องเริ่มแก้ไขภายใน 4 ชั่วโมงและเสร็จภายใน 24 ชั่วโมงหลังจากได้รับแจ้งปัญหา นอกจากนี้ ผู้รับจ้างต้องพัฒนาหรือปรับปรุงส่วนติดต่อผู้ใช้ (UI), ซอร์สโค้ด, เว็บเซิร์ฟเวอร์ และฐานข้อมูลของระบบเมื่อมีความต้องการเปลี่ยนแปลงกระบวนการทำงานของ สศช. รวมถึงให้บริการศูนย์ช่วยเหลือ (Help Desk) ตลอด 24 ชั่วโมง และจัดทำรายงานสถิติการใช้งานระบบเป็นประจำ
ระบบสารบรรณอิเล็กทรอนิกส์ของ สศช. ใช้เทคโนโลยีหลัก ได้แก่ เว็บเซิร์ฟเวอร์ Apache, แอปพลิเคชันเซิร์ฟเวอร์ Jboss Wildfly, ระบบจัดการฐานข้อมูล MariaDB และพัฒนาด้วยภาษา HTML, JavaScript, ASP.NET และ C# แนวคิดการพัฒนาใช้การเขียนโปรแกรมเชิงวัตถุ (OOP) และ Object Relation Mapping (ORM)
The Office of the National Economic and Social Development Council (NESDB) is seeking bids for the maintenance and customization of an Electronic Document System (e-Document System) to support data linkage between government agencies for fiscal year 2026. This project aims to ensure the system’s continuous, efficient operation in compliance with the latest Prime Minister’s Office regulations on official documents and the Electronic Government Act B.E. 2565, supporting full digital transformation and inter-agency data integration.
The core scope of work includes two types of system maintenance: Preventive Maintenance to be performed every 3 months, and Corrective Maintenance which requires issue resolution to begin within 4 hours and be completed within 24 hours of notification. Additionally, the contractor must develop or customize the system’s User Interface (UI), source code, web server, and database according to NESDB’s changing workflow requirements. The contractor is also required to provide a 24/7 Help Desk service and produce regular system usage statistics reports.
The NESDB’s e-Document System is built on key technologies including Apache web server, Jboss Wildfly application server, MariaDB database, and is developed using HTML, JavaScript, ASP.NET, and C# programming languages, following Object-Oriented Programming (OOP) and Object Relation Mapping (ORM) concepts.
