รายละเอียดการจ้าง
สำนักงานศาลปกครองมีแผนแม่บทระยะ 20 ปี เพื่อพัฒนาสู่การเป็นศาลปกครองอิเล็กทรอนิกส์ (e-Admincourt) ภายในปี พ.ศ. 2570 โครงการนี้มีวัตถุประสงค์เพื่อจ้างพัฒนาระบบถอดความเสียงพูดอัตโนมัติโดยใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) และการประมวลผลภาษาธรรมชาติ (NLP) เพื่อสนับสนุนการทำงานของตุลาการและบุคลากร โดยลดเวลาและเพิ่มประสิทธิภาพในการจัดทำรายงานการประชุมและเอกสารคดีปกครอง
ระบบที่พัฒนาขึ้นต้องมีขีดความสามารถหลัก 3 ส่วน ได้แก่ (1) ระบบถอดความเสียงพูดสำหรับการประชุม (Upload File) ซึ่งรองรับการอัพโหลดไฟล์เสียงหลากหลายรูปแบบ และมีฟังก์ชันการจัดการข้อมูลการประชุม ถอดเสียงพร้อมกำกับเวลา (Time Stamp) จัดรูปแบบเอกสาร และสรุปสาระสำคัญอัตโนมัติ (2) ระบบถอดความเสียงพูดแบบใกล้เคียงเวลาจริง (Near Real-time) สำหรับสนับสนุนการจัดทำเอกสารในขั้นตอนต่างๆ ของกระบวนการพิจารณาคดี และ (3) การพัฒนา API (Application Programming Interface) เพื่อให้สามารถเชื่อมต่อและแลกเปลี่ยนข้อมูลกับระบบสารสนเทศของศาลปกครองได้อย่างมีประสิทธิภาพและปลอดภัย
โครงการกำหนดให้มีการวิเคราะห์ความต้องการผู้ใช้ ออกแบบระบบ พัฒนา ทดสอบความแม่นยำ (โดยกำหนดค่าความแม่นยำขั้นต่ำ) ติดตั้งระบบบนเซิร์ฟเวอร์ On-premise ที่มีสเปกสูง พร้อมทั้งส่งมอบซอร์สโค้ดทั้งหมด จัดฝึกอบรมผู้ดูแลระบบและผู้ใช้งาน และให้บริการรับประกันความชำรุดบกพร่องของระบบเป็นระยะเวลาไม่น้อยกว่า 1 ปี
The Administrative Court Office has a 20-year master plan to develop into an e-Admincourt by 2570 B.E. This project aims to procure the development of an automatic speech-to-text transcription system using Artificial Intelligence (AI) and Natural Language Processing (NLP) technologies to support judges and staff, aiming to reduce time and increase efficiency in preparing meeting minutes and administrative case documents.
The developed system must have three core capabilities: (1) A meeting transcription system (Upload File) supporting various audio file formats, with functions for managing meeting data, transcribing speech with time stamps, formatting documents, and automatic summarization. (2) A near real-time speech transcription system to support document creation in various stages of the case consideration process. (3) Development of APIs (Application Programming Interface) to enable efficient and secure data exchange and integration with the Administrative Court’s information systems.
The project requires user needs analysis, system design, development, accuracy testing (with specified minimum accuracy thresholds), installation on a high-specification on-premise server, delivery of all source code, training for system administrators and end-users, and provision of a warranty for system defects for a minimum period of 1 year.
