รายละเอียดการจ้าง
การไฟฟ้าส่วนภูมิภาค มีความประสงค์ที่จะจัดจ้างบริการทำลายข้อมูลบนสื่อบันทึกข้อมูลอิเล็กทรอนิกส์ (Data Media Disposal) เพื่อให้สามารถดำเนินงานตามนโยบายและแนวทางปฏิบัติความมั่นคงปลอดภัยสารสนเทศและไซเบอร์ พ.ศ. 2566 ซึ่งกำหนดให้มีการตรวจสอบการลบข้อมูลบนอุปกรณ์สารสนเทศก่อนการยกเลิกการใช้งานหรือนำกลับมาใช้ใหม่
ขอบเขตของงานหลักคือ การทำลายข้อมูลบนสื่อบันทึกข้อมูลอิเล็กทรอนิกส์ จำนวนรวมทั้งสิ้นไม่น้อยกว่า 700 ชิ้น โดยแบ่งเป็น 2 วิธีการ ได้แก่ 1) การทำลายข้อมูลโดยใช้เครื่องล้างสนามแม่เหล็ก (Hard Drive Degausser) รวมไม่น้อยกว่า 300 ชิ้น และ 2) การทำลายข้อมูลโดยใช้ซอฟต์แวร์ (Software-based Data Destruction) รวมไม่น้อยกว่า 400 ชิ้น โดยงานจะต้องดำเนินการให้แล้วเสร็จภายในระยะเวลาสัญญา 12 เดือน แบ่งการส่งมอบเป็น 2 งวด (ครั้งละ 6 เดือน)
ผู้รับจ้างต้องจัดทำแผนการทำงานส่งมอบภายใน 15 วันนับจากวันลงนามในสัญญา และต้องจัดทำรายงานสรุปผลการทำลายข้อมูลส่งมอบให้การไฟฟ้าส่วนภูมิภาคภายใน 7 วัน นับถัดจากวันที่ทำลายข้อมูลครบถ้วนแล้ว สิ่งสำคัญคือ ซอฟต์แวร์ที่ใช้ต้องมีคุณสมบัติตรงตามมาตรฐานการทำลายข้อมูลสากล (NIST 800-88, IEEE 2883-2020, DoD 5220.22-M) และสามารถออกรายงานการทำลายที่มี Digital Signature รับรองได้
The Provincial Electricity Authority (PEA) is procuring a data destruction service for electronic storage media (Data Media Disposal) to comply with its cybersecurity and information security policy. This policy mandates verifying data deletion on IT equipment before decommissioning or reuse.
The core scope of work is the secure destruction of data on electronic media, totaling no less than 700 items. This includes two primary methods: 1) Physical destruction using a Hard Drive Degausser for at least 300 items, and 2) Software-based data erasure for at least 400 items. The contract duration is 12 months, with deliverables split into two phases (every 6 months).
The winning bidder must submit a work plan within 15 days of contract signing and a summary report of the destruction results within 7 days after completion of each phase. Crucially, the software used must comply with international data destruction standards (NIST 800-88, IEEE 2883-2020, DoD 5220.22-M) and be capable of generating certified destruction reports with tamper-proof digital signatures.
