รายละเอียดการจ้าง
การกีฬาแห่งประเทศไทย (กกท.) มีความประสงค์จะปรับปรุงระบบบริหารยุทธศาสตร์อัจฉริยะ (New SMIS) ที่ใช้งานมาตั้งแต่ปี 2557 เนื่องจากการขยายตัวของการใช้งานทั้งในส่วนกลางและส่วนภูมิภาคทำให้จำเป็นต้องพัฒนาระบบให้รองรับผู้ใช้งานและข้อมูลที่เพิ่มมากขึ้น โดยเฉพาะการติดตามงบประมาณและผลการดำเนินงาน
ขอบเขตงานหลักมุ่งเน้นไปที่การพัฒนา Dashboard สำหรับแสดงภาพรวมงบประมาณในรูปแบบเว็บแอปพลิเคชัน (Web Application) ระบบจะต้องสามารถเชื่อมต่อกับฐานข้อมูลงบประมาณเดิมได้ รองรับการค้นหาและกรองข้อมูลตามปีงบประมาณ แหล่งงบประมาณ ฝ่าย/สำนัก และช่วงเวลา (ปี/ไตรมาส/เดือน) พร้อมแสดงผลเป็นกราฟแท่ง กราฟวงกลม และกราฟเส้น นอกจากนี้ต้องมีฟังก์ชันส่งออกรายงานเป็นไฟล์ PDF และ Microsoft Word ได้
อีกส่วนสำคัญคือการเพิ่มเมนูสำหรับบันทึกเงินรายได้ของ กกท. ส่วนภูมิภาค เพื่อช่วยในการติดตามการใช้จ่ายงบประมาณเงินรายได้ซึ่งเป็นส่วนหนึ่งของตัวชี้วัดตามแผนวิสาหกิจ การปรับปรุงทั้งหมดมีวัตถุประสงค์เพื่อให้ระบบสามารถเชื่อมโยงข้อมูลจากฐานข้อมูลเดียวกันได้อย่างเป็นระบบทั้งส่วนกลางและส่วนภูมิภาค เพิ่มประสิทธิภาพการติดตามการดำเนินงานและการบริหารงบประมาณ รวมถึงการรายงานผลที่ถูกต้องและทันท่วงทีต่อผู้บริหาร
The Sports Authority of Thailand (SAT) is inviting electronic bids for the enhancement of its Strategic Management Intelligent System (New SMIS). The project aims to improve the system’s efficiency in managing budgets and monitoring operational performance, especially with the expanded usage across central and regional offices.
The core scope of work involves the design and development of a budget overview Dashboard as a Web Application. This Dashboard must connect to existing budget databases, support search and filtering functions by fiscal year, budget source, department/division, and time period (year/quarter/month). It should display data visually using bar charts, pie charts, and line graphs, and include export functions to PDF and Microsoft Word formats.
A key additional requirement is the implementation of a new menu module for recording and tracking the revenue income of SAT’s regional offices. This enhancement is crucial for monitoring regional revenue expenditure as part of corporate performance indicators. Overall, the upgrade is intended to create a unified data system connecting central and regional offices, improve operational and budget management tracking, and enable accurate, timely reporting to executives.
