นิทรรศการเมืองไฟฟ้า ณ ศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ (ศูนย์วิทยาศาสตร์เพื่อการศึกษา เดิม) กรมส่งเสริมการเรียนรู้ กระทรวงศึกษาธิการ ดําเนินการภายใต้โครงการจัดสร้างนิทรรศการถาวรด้านพลังงาน ไฟฟ้า ตามบันทึกข้อตกลงความร่วมมือระหว่างกรมส่งเสริมการเรียนรู้ (สํานักงาน กศน. เดิม) และการไฟฟ้าฝ่ายผลิต แห่งประเทศไทย (กฟผ.) เมื่อวันที่ 13 สิงหาคม 2558 ได้รับการสนับสนุนงบประมาณจัดสร้างจากการไฟฟ้าฝ่ายผลิต แห่งประเทศไทย (กฟผ.) จํานวน 12,000,000 บาท จัดแสดงบนพื้นที่ขนาด 490 ตารางเมตร บริเวณชั้น 3 อาคาร พิพิธภัณฑ์วิทยาศาสตร์ (อาคาร 2) ของศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ เปิดให้บริการตั้งแต่วันที่ 7 กันยายน 2560 จนถึงปัจจุบัน การจัดแสดงนิทรรศการแบ่งออกเป็น 6 โซน ได้แก่ โซนที่ 1 วิวัฒนาการไฟฟ้า โซนที่ 2 หลักการเกิดไฟฟ้า โซนที่ 3 เทคโนโลยีการผลิตไฟฟ้า โซนที่ 4 ไฟฟ้ามาถึงเราได้อย่างไร โซนที่ 5 เผชิญวิกฤตพลังงาน ไฟฟ้า และโซนที่ 6 การอนุรักษ์พลังงานไฟฟ้า นิทรรศการเมืองไฟฟ้ามีรูปแบบการให้บริการรองรับทุกกลุ่มเป้าหมาย ประกอบด้วยการชมนิทรรศการตามอัธยาศัย การใช้นิทรรศการเป็นสื่อการเรียนรู้ประกอบกิจกรรม การจัดกิจกรรมเสริม นิทรรศการตามโครงการ/เทศกาล/โอกาสพิเศษต่าง ๆ การให้บริการศึกษาดูงาน ถ่ายทํารายการ และทัศนศึกษาจากหน่วยงาน ต่าง ๆ ทั้งในประเทศและต่างประเทศ และการชมนิทรรศการเสมือนจริง มีจํานวนผู้รับบริการนิทรรศการตั้งแต่เปิดบริการ มากกว่า 1.4 ล้านคน (มีการปิดบริการเนื่องจากสถานการณ์โควิด 19 และปิดปรับปรุงอาคารพิพิธภัณฑ์วิทยาศาสตร์ ตั้งแต่เดือนมีนาคม 2563-พฤษภาคม 2566)
สภาพนิทรรศการเมืองไฟฟ้าปัจจุบันมีความเก่าและทรุดโทรมตามอายุการใช้งาน สื่อแสดงไม่ทันสมัย อุปกรณ์ ขัดข้อง ชํารุดบ่อย ข้อมูลเกี่ยวกับการผลิตไฟฟ้าล้าสมัยและไม่เป็นปัจจุบัน นิทรรศการผ่านการใช้งานและรองรับผู้ชม จํานวนมากในแต่ละปี ส่งผลต่อความพึงพอใจของผู้รับบริการโดยรวมที่มีแนวโน้มลดลงเรื่อย ๆ สอดคล้องกับ ความคิดเห็นของผู้รับบริการที่ต้องการให้ปรับปรุงนิทรรศการให้พร้อมใช้งานและมีความทนทานยิ่งขึ้น ส่งผลให้ จําเป็นต้องมีการปรับปรุงนิทรรศการเมืองไฟฟ้าเพื่อเพิ่มคุณภาพของการบริการและส่งเสริมการเรียนรู้ที่มีประสิทธิภาพ
ให้กับประชาชนได้ในระยะยาวและยั่งยืน
ดังนั้น กรมส่งเสริมการเรียนรู้ ศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ จึงจัดทําโครงการปรับปรุง นิทรรศการเมืองไฟฟ้าขึ้น โดยได้รับการสนับสนุนงบประมาณจากการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) ภาคีเครือข่ายในการเผยแพร่องค์ความรู้ด้านพลังงาน วงเงิน 10,000,000 บาท ภายใต้บันทึกข้อตกลงความร่วมมือ เพื่อจัดทําและเผยแพร่องค์ความรู้นิทรรศการพลังงานไฟฟ้าระหว่างกรมส่งเสริมการเรียนรู้ (สกร.) กับ การไฟฟ้าฝ่าย ผลิตแห่งประเทศไทย (กฟผ.) ลงวันที่ 1 ธันวาคม 2568 เพื่อพัฒนานิทรรศการเมืองไฟฟ้าให้มีความทันสมัย สอดคล้อง กับเทคโนโลยีและแนวโน้มพลังงานในปัจจุบัน ตลอดจนสามารถตอบสนองความต้องการและสร้างประสบการณ์
การเรียนรู้ที่มีคุณภาพ ส่งเสริมการเรียนรู้ตลอดชีวิตแก่ประชาชนทุกกลุ่มวัยได้อย่างทั่วถึง ในธีมพลังงานไฟฟ้าที่สมดุล (Balanced Energy) ผ่านแนวคิด “ไฟฟ้าที่เหมาะสมกับโลก มั่นคงกับทุกคน”

2. วัตถุประสงค์
2.1 เพื่อปรับปรุงนิทรรศการเมืองไฟฟ้าของศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ให้มีเนื้อหา และรูปแบบการนําเสนอที่ทันสมัย ข้อมูลสอดคล้องกับปัจจุบัน
2.2 เพื่อส่งเสริมการเรียนรู้ตลอดชีวิตด้านพลังงานให้แก่นักเรียน นักศึกษา ครูอาจารย์ และประชาชนทั่วไป 2.3 เพื่อส่งเสริมความร่วมมือกับการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) ในการเผยแพร่องค์ความรู้ และสร้างความเข้าใจด้านพลังงานไฟฟ้า วิทยาศาสตร์ เทคโนโลยี นวัตกรรม และสิ่งแวดล้อม
3. เป้าหมาย/ผลผลิต/ผลลัพธ์ (Output/Outcome)
3.1 เป้าหมายเชิงปริมาณ

1. ปรับปรุงนิทรรศการเมืองไฟฟ้าให้มีเนื้อหาและรูปแบบการนําเสนอที่ทันสมัย ข้อมูลสอดคล้อง กับปัจจุบัน เหมาะสมกับกลุ่มเป้าหมายทุกช่วงวัย จํานวน 1 เรื่อง
   3.2 เป้าหมายเชิงคุณภาพ

   นิทรรศการเมืองไฟฟ้าสามารถส่งเสริมความรู้ความเข้าใจด้านพลังงานไฟฟ้าและสร้างประสบการณ์ เรียนรู้ด้วยตนเอง กระตุ้นให้ผู้รับบริการเกิดความสนใจในการเรียนรู้อย่างต่อเนื่องตลอดชีวิต สามารถนําความรู้ ที่ได้รับไปประยุกต์ใช้ในชีวิตประจําวัน ใช้เพื่อการเรียนการศึกษา หรือเพื่อพัฒนาตนเองได้ รวมทั้งหน่วยงาน มีเครือข่ายความร่วมมือที่เข้มแข็งจากการสนับสนุนของการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) ที่เป็นองค์กรชั้นนํา ด้านการผลิตไฟฟ้าและดูแลสิ่งแวดล้อมของประเทศไทย ในการเผยแพร่องค์ความรู้และสร้างความเข้าใจด้านพลังงาน ไฟฟ้า วิทยาศาสตร์ เทคโนโลยี นวัตกรรม และสิ่งแวดล้อม ผ่านนิทรรศการ

8. ลิขสิทธิ์ของนิทรรศการ
หลังจากผู้รับจ้างได้จัดทํานิทรรศการเมืองไฟฟ้า ณ ศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ เรียบร้อยแล้ว ลิขสิทธิ์จะตกเป็นของศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ ห้ามผู้รับจ้างหรือผู้หนึ่งผู้ใด ลอกเลียนแบบไปใช้ในสถานที่อื่น
และผู้รับจ้างจะต้องนําข้อมูลและรูปแบบรายละเอียดนิทรรศการในลักษณะรูปเล่ม
และดิจิทัลไฟล์ให้เป็นกรรมสิทธิ์ของศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์
9. คุณสมบัติของผู้มีสิทธิเสนอราคา
9.1 เป็นนิติบุคคล มีอาชีพผลิตนิทรรศการ หรือรับจ้างทํานิทรรศการ หรือกิจการอย่างอื่นในลักษณะเดียวกัน 9.2 ผู้เสนอราคาต้องมีผลงานที่เป็นงานโครงการประเภทนิทรรศการหรือผลงานในลักษณะเดียวกัน ในวงเงิน ไม่น้อยกว่า 5,000,000 บาท (ห้าล้านบาทถ้วน) และเป็นผลงานที่เป็นคู่สัญญาโดยตรงกับหน่วยงานของรัฐ ที่ดําเนินการ เสร็จสิ้นเรียบร้อยแล้ว ซึ่งผลงานดังกล่าวต้องเป็นผลงานในสัญญาเดียวเท่านั้น
9.3 มีความสามารถตามกฎหมาย
9.4 ไม่เป็นบุคคลล้มละลาย 9.5 ไม่อยู่ระหว่างเลิกกิจการ
9.6 ไม่เป็นบุคคลซึ่งอยู่ระหว่างถูกระงับการยื่นข้อเสนอหรือทําสัญญากับหน่วยงานของรัฐไว้ชั่วคราว เนื่องจาก เป็นผู้ที่ไม่ผ่านเกณฑ์การประเมินผลการปฏิบัติงานของผู้ประกอบการตามระเบียบที่รัฐมนตรีว่าการกระทรวงการคลัง
กําหนดตามที่ประกาศเผยแพร่ในระบบเครือข่ายสารสนเทศของกรมบัญชีกลาง
9.7 ไม่เป็นบุคคลซึ่งถูกระบุชื่อไว้ในบัญชีรายชื่อผู้ทิ้งงานและได้แจ้งเวียนชื่อให้เป็นผู้ทิ้งงานของหน่วยงาน
ของรัฐในระบบเครือข่ายสารสนเทศของกรมบัญชีกลาง ซึ่งรวมถึงนิติบุคคลที่ผู้ทิ้งงานเป็นหุ้นส่วนผู้จัดการ กรรมการ
ผู้จัดการ ผู้บริหาร ผู้มีอํานาจในการดําเนินงานในกิจการของนิติบุคคลนั้นด้วย
9.8 มีคุณสมบัติและไม่มีลักษณะต้องห้ามตามที่คณะกรรมการนโยบายการจัดซื้อจัดจ้างและการบริหารพัสดุ ภาครัฐกําหนดในราชกิจจานุเบกษา
9.9 ไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้ยื่นข้อเสนอรายอื่นที่เข้ายื่นข้อเสนอให้แก่ กรมส่งเสริมการเรียนรู้ โดยศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ ณ วันประกาศประกวดราคาอิเล็กทรอนิกส์ หรือไม่เป็นผู้กระทํา
การอันเป็นการขัดขวางการแข่งขันอย่างเป็นธรรมในการประกวดราคาอิเล็กทรอนิกส์ครั้งนี้
9.10 ไม่เป็นผู้ได้รับเอกสิทธิ์หรือความคุ้มกัน ซึ่งอาจปฏิเสธไม่ยอมขึ้นศาลไทย เว้นแต่รัฐบาลของผู้ยื่นข้อเสนอ ได้มีคําสั่งให้สละเอกสิทธิ์และความคุ้มกันเช่นว่านั้น
9.11 ผู้ยื่นข้อเสนอที่ยื่นข้อเสนอในรูปแบบของ “กิจการร่วมค้า” ต้องมีคุณสมบัติดังนี้
(1) การกําหนดสัดส่วนในการเข้าร่วมค้าของคู่สัญญา
กรณีที่ข้อตกลงฯ กําหนดให้ผู้เข้าร่วมค้ารายใดรายหนึ่งเป็นผู้เข้าร่วมค้าหลัก ข้อตกลงฯ จะต้องมีการ กําหนดสัดส่วนหน้าที่ และความรับผิดชอบในปริมาณงาน สิ่งของ หรือมูลค่าตามสัญญาของผู้เข้าร่วมค้าหลักมากกว่า ผู้เข้าร่วมค้ารายอื่นทุกราย
(2) กรณีที่ข้อตกลงฯ กําหนดให้ผู้เข้าร่วมค้ารายใดรายหนึ่งเป็นผู้เข้าร่วมค้าหลัก กิจการร่วมค้านั้น
ต้องใช้ผลงานของผู้เข้าร่วมค้าหลักรายเดียวเป็นผลงานของกิจการร่วมค้าที่ยื่นข้อเสนอ

สําหรับข้อตกลงฯ ที่ไม่ได้กําหนดให้ผู้เข้าร่วมค้ารายใดเป็นผู้เข้าร่วมค้าหลัก ผู้เข้าร่วมค้าทุกรายจะต้อง มีคุณสมบัติครบถ้วนตามเงื่อนไขที่กําหนดไว้ในเอกสารเชิญชวน
(3) การยื่นข้อเสนอของกิจการร่วมค้า
(3.1) กรณีที่ข้อตกลงฯ กําหนดให้มีการมอบหมายผู้เข้าร่วมค้ารายใดรายหนึ่งเป็นผู้ยื่นข้อเสนอ ในนามกิจการร่วมค้า การยื่นข้อเสนอดังกล่าวไม่ต้องมีหนังสือมอบอํานาจ
สําหรับข้อตกลงฯ ที่ไม่ได้กําหนดให้ผู้เข้าร่วมค้ารายใดเป็นผู้ยื่นข้อเสนอ ผู้เข้าร่วมค้าทุกรายจะต้อง
ลงลายมือชื่อในหนังสือมอบอํานาจให้ผู้เข้าร่วมค้ารายใดรายหนึ่งเป็นผู้ยื่นข้อเสนอในนามกิจการร่วมค้า
(3.2) การยื่นข้อเสนอด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e - bidding) ให้ผู้เข้าร่วมค้าที่ได้รับ มอบหมายหรือมอบอํานาจตามข้อ (3.1) ดําเนินการซื้อเอกสารประกวดราคาอิเล็กทรอนิกส์ กรณีที่มีการจําหน่าย เอกสารซื้อหรือจ้าง
9.12 ผู้ยื่นข้อเสนอต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (Electronic Government Procurement: e - GP) ของกรมบัญชีกลาง
10. หลักเกณฑ์การพิจารณาคัดเลือกและขั้นตอนการตัดสิน 10.1 ผู้เสนอราคาจะต้องมีคุณสมบัติตามที่กําหนด
ในเอกสารประกวดราคาอิเล็กทรอนิกส์
และยื่นเอกสารหลักฐานถูกต้องครบถ้วนตามที่กําหนด
10.2 กรมส่งเสริมการเรียนรู้ โดยศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ สงวนสิทธิ์ที่จะไม่พิจารณา ข้อเสนอของผู้เสนอราคาที่จัดทําข้อเสนอเทคนิคไม่ครบถ้วน หรือไม่ตรงกับรายละเอียดของขอบเขตของงานจ้าง
10.3 ข้อเสนอทางด้านเทคนิคจะต้องระบุรายละเอียดที่จะดําเนินการอย่างชัดเจน
10.4 การตัดสิน กรมส่งเสริมการเรียนรู้ โดยศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ จะใช้ หลักเกณฑ์ราคาประกอบเกณฑ์อื่น (เกณฑ์คุณภาพ) (Price Performance) ตามระเบียบกระทรวงการคลังว่าด้วยการ จัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 “ข้อ 83 (2)” และจะพิจารณาจากข้อเสนอด้านคุณภาพถูกต้อง ครบถ้วน และได้คะแนนรวมสูงสุด โดยพิจารณาให้คะแนนตามปัจจัยหลัก และน้ําหนักที่กําหนด จาก 2 ปัจจัย โดยให้ น้ําหนักทั้งหมดเท่ากับร้อยละ 100 ดังนี้
(1) ราคาที่ยื่นข้อเสนอ (Price) กําหนดน้ําหนักเท่ากับร้อยละ 20
(2) คุณภาพและคุณสมบัติที่เป็นประโยชน์ต่อทางราชการ กําหนดน้ําหนักเท่ากับร้อยละ 80 โดยกําหนดให้คะแนนรวมทั้งหมดเท่ากับ 100 คะแนน รายละเอียดดังนี้
ก. เนื้อหาของสื่อจัดแสดงครบถ้วนและสมบูรณ์ตามที่กําหนด
ข. รูปแบบและเทคนิคการจัดแสดง
(1) รูปแบบและการออกแบบมีความสวยงาม ตื่นตาตื่นใจ

(2) เทคนิคการจัดแสดงมีความเหมาะสมและสอดคล้องกับ

11. รายละเอียดการจัดทําข้อเสนอ
ผู้เสนอราคาต้องจัดทําข้อเสนอด้านเทคนิค และข้อเสนอด้านราคา โดยข้อเสนอด้านเทคนิคประกอบด้วย
11.1 รายละเอียดของบริษัทพร้อมหนังสือรับรองผลงานที่เป็นงานโครงการประเภทนิทรรศการหรือผลงาน ในลักษณะเดียวกัน
11.2 แนวคิดและสาระวิชาการที่จัดแสดง
11.3 รูปแบบการจัดแสดงเบื้องต้นตามขอบเขตที่กําหนด ได้แก่ ผังการจัดแสดงนิทรรศการ รูปแบบบรรยากาศ การจัดแสดง (ภาพทัศนียภาพ/3D Perspective) แนวคิดรูปแบบเทคนิคกลไก ระบบแสง ระบบเสียง ระบบอื่น ๆ ที่เกี่ยวข้อง รายละเอียดของวัสดุอุปกรณ์และรายการครุภัณฑ์
11.4 แนวคิดรูปแบบเอกสารประชาสัมพันธ์สําหรับผู้ชมนิทรรศการ
11.5 แนวคิดการประชาสัมพันธ์และพิธีเปิด

11.6 แผนการดําเนินงาน ซึ่งควรประกอบด้วยขั้นตอนต่าง ๆ ในการจัดแสดง เช่น การเตรียมพื้นที่ การออกแบบ การขนย้าย การจัดเก็บ การก่อสร้าง การผลิตสื่อ การติดตั้ง การทดสอบการใช้งาน การทําความสะอาด การฝึกอบรมเจ้าหน้าที่ การประชาสัมพันธ์และพิธีเปิด

ผู้เสนอราคาต้องจัดส่งเอกสารตามข้อ 11.3 ขนาดไม่ต่ํากว่า A3 พิมพ์ 4 สี จํานวน 5 ชุด และสําเนาจํานวน 3 ชุด ลงลายมือชื่อผู้เสนอราคาและประทับตรา (ถ้ามี) กํากับในเอกสาร พร้อมสรุปจํานวนเอกสารที่จัดส่งตามบัญชี เอกสารส่วนที่ 2 โดยดําเนินการจัดส่งที่ศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์ และนําเสนอข้อมูลดังกล่าว ต่อคณะกรรมการพิจารณาผลประกวดราคาอิเล็กทรอนิกส์ตามวันเวลาที่กําหนดในเอกสารประกวดราคาอิเล็กทรอนิกส์ ทั้งนี้ ข้อมูลที่นําเสนอต้องตรงกันกับเอกสารที่นําส่งที่ศูนย์ส่งเสริมและพัฒนาการเรียนรู้ทางวิทยาศาสตร์
