รายละเอียดการจ้าง
กรมศุลกากรมีความประสงค์จะจ้างบริการบำรุงรักษาและซ่อมแซมแก้ไขระบบคอมพิวเตอร์ อุปกรณ์การประมวลผล และระบบคอมพิวเตอร์ สำหรับโครงการบริหารจัดการระบบสารสนเทศเพื่อความมั่นคงปลอดภัย ระยะที่ 2 โดยมีเหตุผลความจำเป็นเพื่อรักษาความพร้อมใช้งานของระบบสารสนเทศศุลกากรอิเล็กทรอนิกส์ที่ให้บริการแก่ผู้นำเข้า-ส่งออกและเชื่อมโยงกับหน่วยงานภาครัฐและเอกชนผ่านระบบ National Single Window (NSW) อย่างต่อเนื่องตลอด 24 ชั่วโมง ไม่มีวันหยุด ซึ่งเป็นโครงสร้างพื้นฐานสำคัญของประเทศ และต้องมีมาตรการความปลอดภัยที่เหมาะสมตามกฎหมาย PDPA, พ.ร.บ. คอมพิวเตอร์ และ พ.ร.บ. ความมั่นคงปลอดภัยไซเบอร์
ขอบเขตงานบริการครอบคลุมการบำรุงรักษาทั้งแบบป้องกัน (Preventive Maintenance) และแบบแก้ไขเมื่อเกิดปัญหา (Corrective Maintenance) สำหรับฮาร์ดแวร์และซอฟต์แวร์ต่างๆ ตามรายการในบทที่ 2 ของร่างขอบเขตงาน ซึ่งรวมถึงระบบรักษาความปลอดภัยเครือข่าย (DDoS Protection, WAF), อุปกรณ์จัดเก็บข้อมูล, ระบบเครือข่ายไร้สาย (Wireless Controller, Access Point), เครื่องแม่ข่ายและซอฟต์แวร์สำหรับ Virtual Desktop Infrastructure (VDI), ระบบพิสูจน์ตัวตน (Authentication System) และซอฟต์แวร์ป้องกันไวรัส เป็นต้น ผู้รับจ้างต้องให้บริการบำรุงรักษา พัฒนา Application Software และ System Software รวมถึงการซ่อมแซม แก้ไข หรือเปลี่ยนแทนอุปกรณ์ที่ชำรุด เพื่อให้ระบบสามารถรองรับการทำงานได้อย่างมีประสิทธิภาพตลอดอายุสัญญา
The Customs Department intends to hire maintenance and repair services for computers, processing equipment, and computer systems under the “Information System Security Management Project, Phase 2”. The necessity stems from the need to ensure the continuous 24/7 operation of the electronic customs system, which serves importers/exporters and links with government and private agencies via the National Single Window (NSW). As critical infrastructure, the system must maintain appropriate security measures in compliance with PDPA, the Computer Crime Act, and the Cybersecurity Act.
The service scope includes both preventive and corrective maintenance for a wide range of hardware and software listed in Chapter 2 of the TOR. This encompasses network security systems (DDoS Protection, WAF), storage devices, wireless network equipment (Wireless Controller, Access Points), VDI servers and software, authentication systems, and antivirus software, among others. The contractor is responsible for maintenance, application and system software development, and repair or replacement of faulty equipment to ensure optimal system performance throughout the contract period.
