สำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.) เปิดประกวดราคาจ้างพัฒนาระบบบริหารจัดการแผนและงบประมาณ (Enterprise Resource Planning: ERP) สำหรับใช้งานที่แขวงทุ่งสองห้อง เขตหลักสี่ กรุงเทพมหานคร ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) วงเงินงบประมาณกลาง 127,000,000 บาท
โครงการนี้มีเป้าหมายเพื่อพัฒนาระบบ ERP ที่เป็นระบบเดียว (Single System) สำหรับบริหารจัดการด้านแผนงานและงบประมาณของ สปสช. ให้มีความทันสมัย ครบวงจร มีประสิทธิภาพ และสามารถรองรับการทำงานของหน่วยงานต่างๆ ภายในองค์กรได้อย่างมีบูรณาการ ขอบเขตงานครอบคลุมกระบวนการทั้งหมด เริ่มตั้งแต่การวิเคราะห์ความต้องการ (Requirement Analysis) การออกแบบระบบ (System Design) การพัฒนาระบบ (System Development) การทดสอบระบบ (System Testing) การติดตั้งระบบและโยกย้ายข้อมูล (System Implementation & Data Migration) รวมถึงการจัดฝึกอบรมผู้ใช้งาน (User Training) และการให้การสนับสนุนการบำรุงรักษาระบบเป็นระยะเวลาไม่น้อยกว่า 1 ปีหลังการรับมอบงาน
ผู้ยื่นข้อเสนอต้องมีคุณสมบัติเฉพาะ เช่น มีผลงานประเภทเดียวกันมูลค่าไม่ต่ำกว่า 20 ล้านบาท และต้องผ่านการประเมินข้อเสนอด้านเทคนิคด้วยการนำเสนอต่อคณะกรรมการ ซึ่งมีน้ำหนักคะแนนสูงถึง 80% โดยราคามีน้ำหนัก 20% กำหนดระยะเวลาดำเนินสัญญาไม่เกิน 300 วัน นับจากวันลงนามในสัญญา
The National Health Security Office (NHSO) is announcing an electronic bidding (e-bidding) project for the development of a Planning and Budget Management ERP System (Enterprise Resource Planning) in Thung Song Hong Sub-district, Lak Si District, Bangkok. The approved budget is 127,000,000 THB.
This project aims to develop a modern, integrated, and comprehensive single ERP system specifically for managing plans and budgets within the NHSO. The system is intended to enhance efficiency and support the operations of various departments in an integrated manner. The scope of work includes the full project lifecycle: requirement analysis, system design, development, testing, implementation, data migration, user training, and post-implementation maintenance support for a period of at least one year.
Bidders must meet specific qualifications, including having completed a similar project with a value of at least 20 million THB. The bid evaluation will use a combined scoring method with 80% weight on the technical proposal (requiring a presentation and a minimum score of 80) and 20% on price. The project duration must not exceed 300 days from the contract signing date.
