สถาบันคุ้มครองเงินฝาก (สคฝ.) มีความประสงค์จ้างพัฒนาระบบปัญญาประดิษฐ์ (AI) ระยะที่ 2 เพื่อยกระดับประสิทธิภาพการให้บริการสอบถามข้อมูลแก่สถาบันการเงิน (สง.) โดยเฉพาะในประเด็นการคำนวณเงินจ่ายคืนสุทธิจากระบบ Deposit Reimbursement System (DRS) ซึ่งปัจจุบันต้องใช้บุคลากรเฉพาะด้านในการวิเคราะห์เป็นรายกรณี
โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาระบบ AI Assistant ที่ทำงานอัตโนมัติ 2 ระดับ ได้แก่ 1) Information Assistant สำหรับตอบคำถามทั่วไปจากฐานความรู้ เช่น คู่มือระบบ DA และ FAQ ด้วยอัตราความถูกต้องไม่น้อยกว่า 95% และ 2) Analytical Assistant with Human-in-the-loop สำหรับวิเคราะห์กรณีคำนวณเงินจ่ายคืนสุทธิที่ซับซ้อน โดยระบบต้องสามารถดึงข้อมูลจากระบบ DRS ประมวลผลตามคู่มือการจัดทำชุดข้อมูลรายผู้ฝากเงิน สรุปขั้นตอนการคำนวณในรูปแบบไฟล์ Excel ที่กำหนด และต้องผ่านการตรวจสอบโดยเจ้าหน้าที่ สคฝ. ก่อนตอบกลับ โดยมีอัตราความถูกต้องไม่น้อยกว่า 90% ครอบคลุมเคสการคำนวณที่หลากหลาย
ขอบเขตงานครอบคลุมการพัฒนาโดยใช้เทคนิค Retrieval-Augmented Generation (RAG) หรือเทียบเท่า การออกแบบระบบที่มี AI Guardrail เพื่อควบคุมการเข้าถึงข้อมูล การเชื่อมต่อกับระบบ DRS การพัฒนาตามหลัก Secure Development และการปฏิบัติตามกฎหมาย PDPA การจัดทำเอกสารแบบครบวงจร (EA, SRS, Design) การทดสอบระบบ 3 ระดับ (Unit Test, SIT, UAT) การติดตั้งระบบทั้งในสภาพแวดล้อมทดสอบและผลิต การฝึกอบรมผู้ใช้ และการให้การสนับสนุนหลังการติดตั้งระบบ (Post Go-Live support) เป็นเวลา 1 งวดการประมวลผล พร้อมการรับประกันและตรวจสอบประสิทธิภาพระบบเป็นระยะ 12 เดือน
The Deposit Protection Agency (DPA) of Thailand is procuring a contractor for the second phase of its Artificial Intelligence (AI) project. The core objective is to develop an AI-powered system to automatically and accurately respond to inquiries from financial institutions (FIs) regarding the calculation of net deposit reimbursement, a process currently handled manually by DPA specialists.
The project scope involves developing a dual-level AI Assistant. Level 1 is an Information Assistant to answer general FAQs and factual questions from manuals with a minimum 95% accuracy. Level 2 is an Analytical Assistant with a Human-in-the-loop mechanism for complex net reimbursement calculation cases. This system must connect to the DPA’s internal Deposit Reimbursement System (DRS), perform calculations based on the official dataset manual, generate step-by-step results in a specified Excel format, and have its outputs verified by DPA staff before being sent to FIs, with a required accuracy of at least 90%.
Key technical requirements include using Retrieval-Augmented Generation (RAG) or equivalent techniques to prevent hallucinations, implementing AI guardrails for data security, ensuring advanced Thai NLP support, and deploying on DPA-specified on-premise or cloud infrastructure. The contractor is also responsible for comprehensive documentation, three levels of testing (Unit, SIT, UAT), system installation, user training, and post-implementation support for at least one reimbursement processing cycle, followed by a 12-month warranty period with ongoing performance monitoring.
